The Village Board approved the hiring of Williams Architects and Nicholas and Associates as the Architect and Construction
Manager of the new Fire Headquarters to be located at 111 E. Rand Road on July 17, 2018. Since that point, the two firms
have met with the staff team on a weekly basis to go through the original needs assessment, visit neighboring fire stations
for examples of more modern layouts, and to begin the building layout discussions.
The site sits 1/2 block south of Kensington Road, between Main Street and Rand Road and has access to both frontages.
The existing building is one story above grade with a lower level with clear height of 12 feet, and has a total squarc
footage just over 23,000. The building itself was constructed in 1975 and is a brick and glass structure that sits under an
oversized roof, which overhangs each side by between 12 feet and 60 feet. The first floor has a few perimeter offices and
vault, with most of the floor space being open office area with desks. The basement is currently mostly unimproved open
storage, mechanical, a vault, and an IT room.
As the design group has worked through potential layouts of the Administration, Fire Prevention, and Operations divisions,
the overall goal has been to satisfy as many spacial and proximity needs as possible while minimizing the amount of
additional space necessary to be added onto the existing building. All of the office spaces, bunks, day room, lockers, and
support spaces fit comfortably within the existing two stories of space. The amount of offices located in the basement was
minimized both due to natural lighting concerns and to keep as many of the staff together on one floor as possible.
A preliminary plan is being presented to the Board at the September 11 Committee of the Whole meeting and this plan is
still being vetted by staff and the design team for proper fit.
The two plans presented thus far have the same design within the existing 4 walls of the building. The difference between
Plan A and Plan B is located within the apparatus bay and its design. Plan A provides for (6) 58 feet deep apparatus bays,
all fitting under the existing canopy. Plan B provides for (3) 80 feet deep bays and (3) 58 feet deep bays, which requires a
if235 SF building addition for the larger bays. The reason for the extended bays in Plan B comes from the desire to keep
reserve apparatus within the bay as opposed to offsite, as it is used fairly often and can save staff time in switching out
gear from one vehicle to another. The Village currently has a reserve ambulance, two engines, and Battalion Chief vehicle,
with the option of a second reserve ambulance in the next year.
Both plans are being evaluated by Nicholas and Associates for budget purposes, but Plan B clearly will be the more costly
option due to the addition. The extra cost is estimated at this preliminary phase to be between $300,000 and $400,000.
The goal is to see whether the overall budget can support the larger apparatus bay, which is what Nicholas and Associates
has been taxed with determining. There are some possible savings that have been identified to help offset some of thost
possible costs, including modifications to the entry location on Rand Road, reuse of the existing vault as the code required
storm shelter, and a modification to the type of expected mechanical systems from the original budget proposed in 2017.
The proposed elevations are extremely schematic, but are intended to mimic the existing architecture. Plan A provides for
a flush wall of overhead doors that line up with the west face of the roof overhang. The goal is to match the existing brick,

window frame colors, and use of glass as much as possible. Plan B is planned to accomplish much of the same, but to treat
the extended bay on the west as an element that penetrates through the flat plane of the roof overhang.
The purpose of this presentation is to keep the public and Board members up to date on the process and to
receive feedback. The floor plan and elevations are in preliminary stages and further updates will be provided when
complete. The goal is to present the final schematic design to the Board on October 2 and begin the design development
drawings. There will be an public open house at the new Fire Headquarters site at 111 E. Rand Road on September 25,
2018. The most recent plans and elevations will be on display at the open house, with members of the design and
construction team joining staff to answer any questions in person.
Alternatives
1. Provide feedback regarding the design process thus far for the Fire Headquarters building at 111 E. Rand Road.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends the design and construction team continue to work with staff to evaluate the budget and design for the
Fire Headquarters building over the coming weeks.
