Public Content Information As the new Police Headquarters project moves into the final stages of design drawings, one of the required steps is to hirc a furniture design consultant to help in the selection, bidding, and purchasing of the multiple types of furniture for thc building. There are many different items that fall under the furniture design umbrella including desks, conference tables, task chairs, side chairs, training room tables, training room chairs, file cabinets and storage solutions, and white boards t* mention a few. There are literally millions of different color, material, and brand options when selecting furniture for a building, which the staff doesn't have the capacity to design without some help. A consultant that specializes in furniture selection and design, while not having any affiliation with a particular brand or company is hard to find as most furniture designers actually work for a particular furniture supplier, thus skewing the impartiality of that designer. The RFP for furniture design services was received by 4 firms, including our current Police Architects (FGM Architects). The only firm that responded was STV, Inc. with a cost of $43,860.00 although FGM Architects did unofficially respond via email with a cost of $70,000. The other two firms responded that they were too busy to take on this contract. That being said, STV, Inc. is a firm that has been in business for more than 100 years, does work nationwide, and recently completed a merger with EWS Consultants. EWS Consultants was run by Dina Tsiolis, who has been involved in furniture design services with the Village for many years, having worked on the current Public Safety Building, Village Hall, and Public Works. Staff from each Village Department has had interactions with Ms. Tsiolis at one point in past years and has been satisfied with her firms work and would expect that to continue on this project. In addition, the staff at STV, Inc. has been involved in dozens of Police, Fire, and Municipal projects across the Chicagoland area and have good references. The value proposed for this contract of $43,860.00 is lower than expected by staff, which we attribute to the comfort level Ms Tsiolis has with the Village Staff and procurement process, along with a history with the Village Manager, the Police Project Manager, and the Police Chief on former projects. She has also worked with FGM Architects on a number of projects in the past as well, which will help with coordination of furniture and building systems in the long run. https://www.boarddocs.com/il/vomp/Board.nsf/Public 10/2/2018 BoardDocs® Pro Page 2 of 2 The work product to be provided under this contract has several steps. Work will begin with tours of many manufacturer's show rooms to view possible options, materials, quality levels, and technological differences in each type of furniture to be purchased. There are some furniture manufacturers that specialize in one product like conference room tables. Others may be more well rounded and offer options for desks, chairs, and tables. The expectation is that the staff will have the opportunity to view many different options for each furniture type, sit in many different chairs, and get a good feel for what is available on the market. Once some general expectations have been set, the next step is to start selecting different options and layouts for the furniture and trying to make it all fit into the building plans. A good furniture design will fit seamlessly into the construction documents by the architect and coordinate locations for electric and data outlets. Preliminary budgets will be created for furniture purchase and installation under this contract. Assuming all the furniture is on budget, public bidding will then be led by the consultant to make sure the process is being bid properly and according to the specifications set by the furniture designer and project team. While many furniture companies offer standard government contract pricing, the installation of that furniture is the main item that will vary in costs during thc bidding. Once the bidding for each furniture package is completed, bids will be evaluated and contracts will return to thc Village Board for approval on an individual basis. The final step for the consultant is to oversee the installation of thc furniture to make sure it meets the specifications of the bid documents. Staff is confident that STV, Inc. will perform well under this contract based on the Village's history with the project team and the quality work they have provided in the past. Alternatives 1. The building is approximately 90,000 SF including the 55 car interior parking garage, and will be occupied by 106 employees. The Property is being developed by The Village of Mount Prospect and will be delivered as a turnkey project for the Police Department to occupy. This is an adaptive reuse of an existing industrial facility and the successful Applicant will work with the Village with respect to the FF&E coordination for the project. Areas will include: - Administration - Records - Investigations - Patrol - Crime Prevention - Training - Evidence Office - All ancillary Spaces Proposals will be reviewed to determine the most responsive proposal in accordance with the evaluation/selection criteria listed below. i�¢ 1 oo rJin Itjo l iInrJ Prof cm nt �`'FP Page 12 ® Scope of Work Applicants are to provide a not -to exceed amount bid to deliver a complete package including coordinate FF&E design services, budgets, furniture selection, specifications, procurement assistance, furniture installation observations, move coordination, and building coordination with the Village, Construction Manager, End User and Architect. One single -source entity is responsible for this phase and shall be independent and not affiliated with any furniture, fixture or equipment manufacturers, dealers or representatives of such. All FF&E design programming shall be independent and relevant to the architecture of the building and functionality of the Police Department. A. Fee to include Professional services of an Interior Designer, certified by the National Council for Interior Design Qualification ("NCIDQ") for the FF&ECoordination and Project Management Services. 1. Services shall include: L Identify the project's FF&E objectives; ii. Incorporate the selection of FF&E design concepts to compliment the building's architecture; iii.Determine optimum workspace flow related to FF&E; iv.Develop budget for the FF&E requirements; v. Determine FF&E selections and specifications; vi. Execution of the FF&E Best Value Determination process; vii. Coordinate and confirm design and as -built conditions meet the requirements for the FF&E; viii.Review and coordinate that all outlets, switches, low voltage and related components are accessible by users as related to the FF&E; ix. Coordination of FF&E color schemes in conjunction with the architectural finishes; x. Development of Final FF&E Bid Solicitation Package to include FF&E plans, RFP spreadsheet, FF&E finish boards to present to the Village for approval, Procurement Data Sheets, and any necessary supplementary documentation for procurement by the Village of Mount Prospect; xi. Assist with procurement and the selection process; xii. Attend meetings as required with the Village and coordinate all activities with the Construction Manager as related to the FF&E; xiii.Document Meeting minutes as related to FF&E; xiv.Coordinate with the Construction Manager, vendors and suppliers to establish installation of FF&E and move in schedules; xv. Respondent to coordinate all activities with the Village, to meet the construction and move in schedule. B. General Bid Notes 1. Develop estimated budgets for the FF&E. The estimated amount to include FF&E costs, including freight and installation charges. Applicants shall provide an itemized budget for all FF&E for Village approval. 2. Sustainable design will be integrated into the FF&E selections and specifications. The Property will be designed to meet LEED° certification, but will not seek official certification. 4. A concept presentation on the FF&E package shall be presented to the Village Board for approval. The Village shall accept the conceptual package before preparing the FF&E package. This FF&E package shall be developed by the Applicant indicating all aspects for procurement and installation. The Applicant shall prepare the final, best value FF&E package and procurement data based on the approved concept package accepted by the Village. All furnishing selections shall be closely coordinated with the interior finishes of the building as designed by FGM Architects. The successful Applicant shall validate all FF&E requirements with the Village. The FF&E package shall be fully integrated with the design, construction and schedule of the building. S. All outlets, switches, fire extinguishers, thermostats and related components shall be fully accessible by users. The successful Applicant shall identify their location on the furniture drawings as related to the FF&E. 6. Budgets for the FF&E shall be based on predominately negotiated price schedules from State or Local contracts, where applicable. When budgeting for installation, pricing shall include prevailing wage for Cook County as required by the State of Illinois. 7. Complete manufacturer(s) objectivity shall be performed in the selection process for determining the appropriate FF&E. FF&E shall be selected based on function, budget and aesthetics to compliment the building architecture and the Police Department's needs. 8. The Applicant shall coordinate the FF&E package with the Village for bid solicitation. 9. The successful Applicant's team shall also attend walk-throughs, and attend any and all required meetings. C. Fee Proposal: 1. Bidder must provide a not -to -exceed amount for all services. Fee shall be in whole dollars. 2. The successful respondent will be willing to execute and work pursuant to Mount Prospect's contract terms and conditions, which include — without limitation — non- discrimination requirements, indemnification of the Village, insurance coverage and cost principles. The Village reserves the right not to award contracts as a result of this RFP, or to award contracts for part of thisscope. The Village will be guided by the following criteria in making a selection for award, and will use its professional judgment in determining which Applicant best serves the interests: ■ Superior ability or capacity to meet particular requirements of this contract opportunity and needs of the Village. ■ Superior prior experiences of various scales; demonstrated relative strength, reputation and successful experience providing services. ■ Competence and proven track record working with private sector, governments and development organizations. ■ Administrative and operational efficiency, requiring less Village oversight and administration. Application Process Applicants must submit proposals no later than September 5, 2018, at 3:00 PM; absolutely no proposals will be accepted after that time. An Applicant, whether an individual, partnership, LLC, non-profit, for profit or other business entity, may submit only one response to this RFP. Individuals that are related to each other or business entities that are legally related to each other or to a common entity may not submit separate proposals. The Authority, in its sole and absolute discretion, retains the right to reject any proposal where: 1) Applicants or principals of Applicants are substantially similar or substantially related parties; or 2) the Authority has determined that the Applicant has violated these conditions or the spirit of these conditions. Dina's recommendations to remove a few non load-bearing walls and under utilized storage rooms allowed for the creation of collaborative spaces and additional workstations. By removing the walls, circulation aisles were incorporated into the space and usable area increased by 20%. Interiors were renovated in phases to include new office spaces, conference spaces, collaborative spaces, and a state-of-the-art kitchen with commercial - grade appliances. The design team devised standards for workplace and classrooms, along with recurring details and materials, reducing costs, and easing operations.
