Action (Consent) Sep 04, 2018 Sep 04, 2018 Yes Accept the lowest, responsible bid from Waukegan Roofing Co., Inc. of Waukegan, Illinois for the Booster Station #16 - Roof Removal and Replacement project for an amount not to exceed $67f420.00. The Village of Mount Prospect operates a water distribution system that uses booster pumping stations located throughout th Village. In 2012, the Village retained the services of a professional roofing architect to inspect and to evaluate the various pum and lift station roofs. Roofs were inventoried and a capital replacement plan was created based on age and conditio assessment (Attached). Based on this assessment, staff requested funding for roof repairs or replacement at the water booste pumping station #16 Located at 1629 W. Algonquin Road. i Booster Pump station #16 is the last of the booster stations in need of roof replacement. In 2015 the roofs for booster stations #5 and #17 were replaced. In 2016 the roof for booster station #4 was replaced and in 2017 the roof for booster station #11 was replaced. Staff retained the professional services of STR-REG Group of Arlington Heights to prepare the plans and specifications for thc roof replacement needed at Booster Pumping Station #16. The scope of work includes removing existing roof system down t1t, the deck, installing a new single -ply roofing system with the R -Value to current code and installation of new sheet metal flashing. This style roof has a thirty (30) year life -cycle and comes with at twenty (20) year warranty. The bid documents were sent to eight (8) area firms who have experience in roof removal and replacement projects and to all firms that previously bid on the last four (4) roof replacement projects for the Village. The work was publicly advertised as req u i red. *n Thursday, July 26, 2018 a mandatory, pre-bid meeting was held with six (6) contractors attending, along with representatives from the Village and STR-REG. Based on the discussion, an addendum was issued for the project and this material was sent to all plan holders. https://www.boarddocs.com/il/vomp/Board.nsf/Public 9/14/2018 BoardDocs® Pro Page 2 of 3 On August 6, 2018, the bids were publicly opened and read. The following three (3) firms submitted bids (ranked from lowest dollars). Contractor Total Waukegan Roofing Co., Inc $61,291.00 Riddiford Roofing Company $78,400.00 L Marshall Roofing and Sheet Metal, Inc. $87,200.00 All bids were reviewed to ensure that the addendum was considered and noted, material testing report included, that documents had all appropriate signatures, along with an appropriate bid security. The Low bidder, Waukegan Roofing Co., Inc. had all the appropriate documents, security and signatures. Based on the review of the bids, the lowest responsible bidder is Waukegan Roofing Co., Inc. of Waukegan, Illinois. Booster Pump station #17 is identical to booster pump station #16. In 2015 when booster station #17 roof was replaced, the low bidder came in at $79,500. The difference in cost comes from repairs needed to the precast concrete roof deck and the replacement of interior cast-iron piping and insulation for the roof"s storm drains. These repairs are not necessary at Booster pump station #16. As the apparent low bidder, Waukegan Roofing Co., Inc of Waukegan Illinois has not previously worked for the Village. Sta checked their references and all came back positive. Previous jobs included the Village of Lincolnshire"s municipal buildings Lake County Municipal Government Complex, and the Lake County Forest Preserve District Public Safety building. They hav, also been involved in multiple school district roofing projects and private sector jobs. I Staff is requesting a 10% contingency ($6,129.00) to address any unforeseen issues should they arise. A 10% contingency would bring the project award total to $67,420.10 (the $61,291.00 base bid plus the 10% contingency of $6,129.00). Alternatives 1. Accept bid results for replacement of Booster #16 room replacement. 2. Action at discretion of Village Board. Staff Recommendation Staff recommend accepting the lowest, responsible bid from Waukegan Roofing Co., Inc. of Waukegan, Illinois for the Booster Station #16 - Roof Removal and Replacement project for an amount not to exceed $67,420.00.
