Public Content A key component of the Mount Prospect Strategic Plan is to improve the Village"s residential streetlight system. Th Randview Highlands neighborhood is located immediately south of Kensington Road and west of Main Street (IL Rout 83). The area includes Prospect High School and Fairview Elementary School. The neighborhood currently has ComEd owned streetlights only at intersections, providing limited nighttime visibility. The block between Highland Street an Kensington Road is twice as long (1320") as a typical block, further limiting light in the neighborhood. Streetligh improvements this year are targeted for four streets between Highland Street and Kensington Road to provid improved nighttime visibility and safety in the neighborhood. The project limits include Forest Avenue, Fairvie Avenue, Prospect Manor Avenue, and Eastwood Avenue. A future project would add streetlights along the four street, east of the current project as funds become available. Baxter & Woodman Consulting Engineers, Inc. (Baxter & Woodman) is currently under contract for this project. They provided the engineering design services necessary to prepare project plans and bid specifications. These bidding ,#ocuments were approved by IDOT earlier this summer. Their contract also includes inspection services during construction. At this time, Village staff is seeking to enter into a contract to construct the improvements. Work is txpected to begin in September and be completed before the end of the year. wiffamn The Village opened bids on August 20, 2018. A notice was published in the IDOT Construction Bulletin as well as o DemandStar via the Village website. Five (5) contractors viewed the bidding documents with three (3) contractor submitting a bid. Thorne Electric, Inc. of Wheaton, IL was the low bidder with a bid of $158,941.37. [$183f465.00 The bidders submitted a bid bond in the amount of 5% of their total bid as required by the contract documents. Th bids were checked for accuracy. There were no errors. The bidders submitted all of the required documents an correctly signed their bid and bid bond. I The apparent low bid marginally exceeds the engineer's estimate of $157,265. However, on May 15, 2018 the Villag- awarded a contract for the Willow/Cypress residential streetlight project that included the same streetlight equipmen The average cost per pole installed for the Willow/Cypress streetlight project was $8,657.64. The average cost per pol installed for the Randview Highlands streetlight project (at 20 total streetlights) is $7,947.07. This represents reduction of 8.9% per pole. I A primary business focus of Thorne Electric, Inc. is streetlight installation. Their clients include municipalities, countie IDOT, and private companies. References from the Village of Plainfield and Village of Glen Ellyn indicate Thorne Electri Inc. has performed well in their communities. Baxter & Woodman has previously worked with Thorne Electric, Inc. an I found their performance to be acceptable. They meet the eligibility requirements of IDOT to perform streetlight wor pursuant to the contract documents. I It is recommended that a 10% contingency be included in the project award to allow for quantity variances and unanticipated conflicts. For this project, a 10% contingency added to the lowest bid would result in a total contract iward of $174,800. (Base Bid: $158,941.37 + Contingency: $15,858.63 = Total Recommended Award: $174,800). 1. Accept bid from Thorne Electric for a not to exceed amount of $174,800. 2. Debt Delinquency. The bidder or contractor or subcontractor, respectively, certifies that it is not delinquent in the payment of any tax administered by the Department of Revenue unless the individual or other entity is contesting, in accordance with the procedures established by the appropriate revenue Act, its liability for the tax or the amount of tax. Making a false statement voids the contract and allows the Department to recover all amounts paid to the individual or entity under the contract in a civil action. 2. Bid -Rigging or Bid Rotating. The bidder or contractor or subcontractor, respectively, certifies that it is not barred from contracting with the Department by reason of a violation of either 720 ILCS 5/33E-3 or 720 ILCS 5/33E-4. A violation of Section 33E-3 would be represented by a conviction of the crime of bid -rigging which, in addition to Class 3 felony sentencing, provides that any person convicted of this offense or any similar offense of any state or the United States which contains the same elements as this offense shall be barred for 5 years from the date of conviction from contracting with any unit of State or local government. GENERAL ELECTRICAL REQUIREMENTS Effective: January 1, 2012 General. Establish the approximate location and operating condition of lighting and/or traffic control systems which may be affected by the work Marking of Existing Cable Systems. The party responsible for maintenance of any existing lighting and/or traffic control systems at the project site will, at the Contractor's request, mark and/or stake, once per location, all underground cable routes owned or maintained by the State. A project may involve multiple "locations" where separated electrical systems are involved (i.e. different controllers). The request for the cable locations and marking shall be made at the same time the request for the maintenance transfer and preconstruction inspection is made. The markings of existing systems are made strictly for assistance to the Contractor and this does not relieve the Contractor of responsibility for the repair or replacement of any cable run damaged in the course of his work, as specified elsewhere herein. The inventory and test data shall be reviewed with and approved by the Engineer and a record of the inventory shall be submitted to the Engineer for the record. Without such a record, all systems transferred to the Contractor for maintenance during construction shall be returned at the end of construction in complete, fully operating condition." On tests of cable runs which include cables which were existing in service prior to this contract, the resistance readings shall be the same or better than the readings recorded at the maintenance transfer at the beginning of the contract. Measurements shall be taken with a megohm meter approved by the Engineer. (3) Loads. The current of each circuit, phase main, and neutral shall be measured and recorded. The Engineer may direct reasonable circuit rearrangement. The current readings shall be within ten percent of the connected load based on material ratings. (4) Ground Continuity. Resistance of the system ground as taken from the farthest extension of each circuit run from the controller (i.e. check of equipment ground continuity for each circuit) shall be measured and recorded. Readings shall not exceed 2.0 ohms, regardless of the length of the circuit. (5) Resistance of Grounding Electrodes. Resistance to ground of all grounding electrodes shall be measured and recorded. Measurements shall be made with a ground tester during dry soil conditions as approved by the Engineer. Resistance to ground shall not exceed 10 ohms. ELECTRIC SERVICE INSTALLATION Effective: January 1, 2012 Description. This item shall consist of all material and labor required to extend, connect or modify the electric services, as indicated or specified, which is over and above the work performed by the utility. Unless otherwise indicated, the cost for the utility work, if any, will be reimbursed to the Contractor separately under ELECTRIC UTILITY SERVICE CONNECTION. The Contractor shall prepare all bid pricing based on the assumption that all excavations and associated debris will comply with the clean construction debris disposal requirements and that the debris can and will be disposed of at any clean debris landfill. The Village or its CCDD consultant will prepare all Source Site Certification by Owner or Operator forms (or LPC -662 manifests) for each location and for each date of excavation during this project. These forms will be provided to the Contractor by the engineering project representative or (EPR). The term "equipment' refers to diesel fuel powered devices rated at 50 hp and above, to be used on the jobsite in excess of seven calendar days over the course of the construction period on the jobsite (including rental equipment). Contractor and subcontractor diesel powered off-road equipment assigned to the contract shall be retrofitted using the phased in approach shown below. Diesel powered off-road equipment with engine ratings of 50 hp and above, which are unable to be retrofitted with verified emission control devices or if performance certifications are not available which will achieve a minimum 50 percent PM reduction, may be granted a waiver by the Department if documentation is provided showing good faith efforts were made by the Contractor to retrofit the equipment. Construction shall not proceed until the Contractor submits a certified list of the diesel powered off-road equipment that will be used, and as necessary, retrofitted with emission control devices. The list(s) shall include (1) the equipment number, type, make, Contractor/rental company name; and (2) the emission control devices make, model, USEPA or CARB verification number, or performance certification from the retrofit device manufacturer. Equipment reported as fitted with emissions control devices shall be made available to the Engineer for visual inspection of the device installation, prior to being used on the jobsite. The Contractor shall submit an updated list of retrofitted off-road construction equipment as retrofitted equipment changes or comes on to the jobsite. The addition or deletion of any diesel powered equipment shall be included on the updated list. If any diesel powered off-road equipment is found to be in non-compliance with any portion of this special provision, the Engineer will issue the Contractor a diesel retrofit deficiency deduction. Any costs associated with retrofitting any diesel powered off-road equipment with emission control devices shall be considered as included in the contract unit prices bid for the various items of work involved and no additional compensation will be allowed. The Contractor's compliance with this notice and any associated regulations shall not be grounds for a claim. Diesel Retrofit Deficiency Deduction When the Engineer determines that a diesel retrofit deficiency exists, a daily monetary deduction will be imposed for each calendar day or fraction thereof the deficiency continues to exist. The calendar day(s) will begin when the time period for correction is exceeded and end with the Engineer's written acceptance of the correction. The daily monetary deduction will be $1,000.00 for each deficiency identified. The deficiency will be based on lack of diesel retrofit emissions control. If a Contractor accumulates three diesel retrofit deficiency deductions for the same piece of equipment in a contract period, the Contractor will be shutdown until the deficiency is corrected.
