Hoskinson in the amount of $145,000. Public Content On May 10, 2015, Mount Prospect Police Officer Thomas Hoskinson initiated a traffic stop of plaintiff Jeffrey Kraman after noticing an obstruction devise on the back license plate of Mr. Kraman's vehicle. During the traffic stop Officer Hoskinson became suspicious of items in the vehicle and wanted to confirm they were not stolen. Mr. Kraman claimed at the beginning of the traffic stop that he was experiencing atrial fibrillation. Officer Hoskinson summoned Mount Prospect Fire Department paramedics who provided Kraman with treatment while Police checked out the retail items in the plaintiffs vehicle. The paramedics confirmed the plaintiff was in arterial fibrillation and was transported to NWCH. However, there is no record of treatment from the ER. The Plaintiff filed suit in federal District Court alleging a section 1983 civil rights violation for illegal seizure due to the 55 minute traffic stop. The complaint also included allegations of spoliation of evidence, civil conspiracy, false imprisonment, and willful and wanton conduct. Prior to the start of trial, the plaintiff offered a settlement of $250,000. The Village Attorney advised the cost of further litigation could exceed $200,000 and the conduct of Officer Hoskinson on tape was unprofessional for a Police Officer and created a potential liability for the Village. The assigned magistrate suggested the Village settle the litigation for $145,000 inclusive of attorneys fees and court costs. The Village Board approved the proposed settlement in closed session on June 5th. Pursuant to the terms of the settlement agreement, neither the Village or Hoskinson admit any wrongdoing or liability. The plaintiff accepted this settlement offer and will dismiss the claim with prejudice. The action requested of the Board is to authorize the Village Manager to execute the agreement and authorize the $145,000 payment. Alternatives 1. Authorize the Village Manager to execute a settlement agreement in the case of Kraman v. Hoskinson in the amount of $145,000. 2.
