The Village Board, as part of the Village’s strategic planning process, identified developing a diverse community outreach
strategy as a top priority in the 2016 policy agenda. This initiative aligns with goal six (6) of the Village’s strategic plan; Cultural
Climate: Honoring History, Heritage and Diversity. Objectives identified as part of this goal include:
1.Ensure Village policies and practices honor and advance our community character as a diverse, family friendly and
connected community
2.Demonstrate commitment as an inclusive community with accessibility for all demographic groups
3.Develop partnerships with business and other governmental units to cultivate opportunities for stakeholder engagement
4.Feature citizen accomplishments, local celebrities and other points of interest
5.Respect diversity
6.Foster a sense of community optimism
7.Encourage connection of “community neighborhoods”
8.Host events that appeal to a wide diversity of residents
9.Target younger audiences so that the community can enjoy the benefit of new, contemporary thinking and to ensure
leadership succession
Short-term challenges and opportunities identified by the Board include:
1.Understanding and appreciating different cultures-their values, heritage and traditions
2.Developing effective methods for engaging the community
3.Effectively communicating with all residents
4.Developing residents’ ownership and pride in Mount Prospect
5.Differing levels of understanding and tolerance among residents

The Human Services Department and Mount Prospect Police Department began work on this initiative in 2016. Diversity was
defined in a broad sense with the intent of recognizing individual differences along the dimensions of race, ethnicity, gender,
sexual orientation, socio-economic status, age, physical abilities and differing religious beliefs and ideologies. The first step in
this multi-step process was to develop and distribute a Stakeholder Diversity Engagement survey which was distributed to one
hundred and twenty three (123) stakeholders who serve Mount Prospect residents. The purpose of this survey was to gather
information about services available, populations served, challenges and barriers to providing service and to solicit interest in
collaboration among stakeholders to enhance services to the community. Forty five (45) agencies responded to the survey. The
results of the survey were summarized in a report completed in August, 2016.
The second step in this process was to solicit feedback from Mount Prospect residents. A resident diversity engagement survey
was developed and made available to the community. The resident survey was created with the purpose of collecting information
to assist in:
?Determining needs in the community;
?Developing ways to improve access to services;

?Increasing outreach to the community through partnerships and events;
?Broadening a sense of community;
?Providing people opportunities to volunteer and serve the community.
Survey Dissemination
The resident survey was made available to the community through multiple avenues in an effort to ensure that feedback
received represented the community as a whole. The survey was available in multiple languages including English, Spanish,
Korean and Polish. The survey was available in hard copy and electronically. Residents were able to access the survey through
SurveyMonkey.com, the Village’s website, the Finance Department front counter, the Human Services Department and the
Community Connections Center. Business cards were also created with information on the links for both SurveyMonkey and the
Village website. Additionally, the following community outreach efforts were made to disseminate the survey:
?The Village’s social media was utilized to promote the survey.
?The survey was provided to the Chamber of Commerce for distribution.
?Community stakeholders who participated in the stakeholder survey, such as the Mount Prospect Public Library, Hanul
Family Alliance, River Trails Park District, Northwest Suburban Recreation Association and Northwest Compass, made the
survey available on site and/or shared the survey information through their social media.
?Police Department beat officers made copies available to residents residing in the different police beats.
?The survey was promoted through the Interfaith Council and surveys were made available to meeting attendees for
distribution.
?Human Services staff attended a Mardi Gras event at the Mount Prospect Park District Rec Plex facility and spoke with
residents about the initiative and distributed surveys at this event.
?Human Services staff attended a Euclid School health fair/parent night and distributed surveys.
?Human Services staff presented the survey to Myer’s Place residents at a tenant meeting and distributed surveys.
?“We the People” members shared the survey information through their network in the community.
Survey Results Summary
The resident survey was made available to the community from November 2017 through February of 2018. A total of three
hundred and sixty six (366) responses were collected during this time period. All hard copy surveys received were manually
entered into SurveyMonkey for data analysis purposes. The total number of responses for individual questions vary as some
respondents did not answer each question on the survey. The following is a summary of the survey results:
Demographics of Survey Respondents
Demographic information was collected in the first nine questions of the survey. Refer to the attached survey results for
additional detail.
?A slight majority of respondents were female (63%)
?Age:
◦14.56% 25-34 years of age
◦34.89% 35-49 years of age
◦23.63% 50-64 years of age
◦24.45% were 65 years of age and over
Ethnicity and race were structured in the survey to mirror the US Census categories:

◦Hispanic or Latino – 9.97%
◦Non-Hispanic or Latino – 90.03%

◦White – 84.06%
◦Asian – 7.83%
◦African American – 3.48%
◦Other – 3.19%

The majority of the respondents (313) indicated English as the primary language spoken in the home. Other languages included
Spanish (21), Polish (13), Korean (5) and Tamil (2), with at least one response for the following languages: American Sign
Language, Chinese, Gujarati, Malayalam, Nepali, Russian, and Tagalog. For those respondents that identified a language other
than English as their primary language, 9.86% indicated a basic English language proficiency, 9.15% indicated an intermediate
English language proficiency and 80.99% indicated they were fluent in the English language. Ninety-eight (98) survey
respondents (28.4%) indicated that they speak a secondary language. Secondary languages include Spanish (28 responses),
English (20), Polish (8), Greek (6), French (5), German (5), Hindi (3), Italian (3), Filipino (2), Korean (2), Russian (2), Turkish
(2), with American Sign Language , Chinese, Cantonese, Czeski, Gujarati, Japanese, Portuguese, Serbian, Tagalog, Telugu, and
Ukrainian represented.
It should be noted that respondents were not asked their country of origin; language spoken in the home is not necessarily an
indicator of a country of origin. The following is basic information on languages noted on the survey:
?Arabic is primarily spoken in the Middle East and Northern Africa
?Cantonese is primarily spoken in China
?Czeski is primarily spoken in the Czech Republic
?Gujarati, Malayalam and Telugu are primarily spoken in India
?Nepali is primarily spoken in Nepal
?Serbian is primarily spoken in Serbia, Kosovo, Bosnia and Herzegovina
?Tagalog is primarily spoken in the Philippines
?Tamil is primarily spoken in Sri Lanka, Singapore and Malaysia
Of those surveyed, 2.3% of survey respondents require services under the American with Disabilities Act. Services required
include public transportation, mental health services, personal care, handicap accessibility doors, curves on streets flattened,
housekeeping, and wheelchair accessibility.
Service Use and Needs
The second half of the survey included questions related to services and needs. Each of these questions also allowed respondents
to identify which language (other than English) they would require the service to be provided. Survey respondents were asked:
?Which Village services they would be likely to use (Q10) such as Police, Fire, Human Services, etc. Police, Fire, and Public
Works were the top responses.
?Which education services they would be likely to use (Q11) such as primary or adult education, trade or community
college. Elementary/Middle/High school and Adult Continuing Education were the top responses.
?Which mental health services they would be likely to use (Q12) such as substance abuse treatment, counseling, or
psychiatric services. Counseling was the overwhelmingly top response in this category, with 86.14% of responses (101
people answered this question).
?Which supportive services they would be likely to use (Q13), such as disaster/emergency Services, benefits application
assistance, food pantry, etc. Disaster/Emergency Services was the top response for this question.
?Which government services they would be likely to use (Q14) such as immigration, federal/state/county services. 163
respondents indicated a need for Federal/State or County Services.
?Which healthcare services they would be likely to use (Q15) such as primary, specialist, dental or medical services. The
responses for these services were fairly equal, from 59% (of 222 responses) selecting medical services to 87% selecting
primary care.
?Which community services they would be likely to use (Q16) such as library, cultural, civic, transportation, religious, etc.
Top responses for this question included Library, Recreation and Cultural/Social Activities.
Survey respondents were also asked what might prevent them from using any services they might need. The following barriers
were identified:
◦Transportation, including for the handicapped
◦Language barriers
◦Lack of financial resources
◦Mobility Issues
◦Lack of awareness of services
◦Cost
◦Cultural barriers
Senior Service Use and Needs
Survey respondents were asked how likely they or someone in their household would be likely to use certain types of senior
services within the next five years (Q18). It should be noted that 58.08% of the total number of survey respondents were fifty

years of age or older. The service with the highest "likely" response was "recreation or fitness center usage" with 37.2%,
followed by a program that provides help with home repairs (17.44% "likely" in the next five years to use).
Survey respondents were asked how much they agreed or disagreed with the availability of services or opportunities to meet the
needs of adults aged 65 and older (Q19). Of the 18 different services or opportunities identified, these are the top "Agree" and
"Disagree" responses on the availability of these services. Refer to the attached survey results for a complete list of responses.

Disability Services and Needs
Survey respondents were asked how much they agreed or disagreed with the availability of services or opportunities to meet the
needs of persons with disabilities.

Diversity Acceptance
Of those surveyed, 58.69% found the Village of Mount Prospect to be a very accepting community to all of its residents and
37.89% found the Village to be somewhat accepting, while 3.42% found the Village to not be a very accepting community to all
of its residents.
Those surveyed were asked to share their thoughts on how the Village can improve a sense of openness and acceptance in the
community. Comments were received from 121 residents who completed the survey. Some of the themes and highlights shared
by residents:
?A request for events that celebrate the various cultures in the community and opportunities to bring residents together
from both the south and north side of Mount Prospect.
?Start a Human Relations Committee and provide multicultural education.
?Feature residents in newsletter highlighting good deeds.
?Include diverse groups of people in community photos.
?Increased partnerships across local government to benefit the whole.
?Events held in different areas in Mount Prospect to help others in town become more familiar with the array of
opportunities in Mount Prospect such as restaurants, shopping, parks, etc.
?Diverse Board of Trustees and Village employees.
?Events that bring different generations together.
?Increase awareness about persons with disabilities.
?Increase activities for seniors.
Of those surveyed, 35.28% indicated an interest in participating in a committee focused on our sense of community.
Common Themes
The results from the Stakeholders Diversity Engagement Survey and the Resident Diversity Engagement Survey reinforce
identified barriers and gaps related to providing services in Mount Prospect.
?Economic barriers/Lack of financial resources/cost (i.e. housing costs and child care costs are beyond reach of most low
income clients.)

?Difficulty with transportation to access agency resources.
?Language barriers.
?Cultural barriers that include culturally sensitive resources and cultural and national biases against certain faiths and
cultures.
?Residents identified a lack of awareness of services while Stakeholder identified there is misperception of organizations
and who they serve.
Staff Recommendations and Next Steps
Recommendations were formulated based on feedback received from both the stakeholder and resident surveys as well as the
objectives, short-term challenges and opportunities identified by the Board.
Staff will share resident survey results with Village department heads and critical stakeholders. (Stakeholders survey results
were previously shared.) In addition, staff will continue to utilize the Language Line to facilitate communication with residents
when language barriers exist; and continue to recruit candidates with written and verbal bilingual ability in the languages most
represented in Mount Prospect when hiring for new positions, which interface with the public.
Using the results of the surveys and input from staff, it is possible with the board's guidance to prioritize next steps for improving
community engagement. Some options include:
?Hold stakeholder meetings bi-annually to discuss community issues and opportunities for collaboration.
?Create a listing of volunteer opportunities across all stakeholders which residents interested in volunteering could access.
?Form a resident committee, which would focus on community engagement throughout the year and provide opportunities
for volunteerism.
?Hold a focus group with resident’s age sixty-five and over to discuss needs and perceived gaps in services for seniors.
?Offer Village employees the opportunity to increase cultural competence through diversity training on an annual basis.
?Village departments to provide culturally sensitive resources when applicable. For example, provide Village emergency
preparedness information in languages most highly represented in Mount Prospect.
?Provide information/training to Village employees on the Americans with Disabilities Act and create a greater awareness
for the public as well.
?Feature citizens in the Village newsletter highlighting accomplishments and diversity.
?Create a greater awareness of English as Second Language classes available to residents interested in learning English
?Host a “Celebration of Cultures” event on an annual basis for the community.
Staff recommends the board provide feedback on which engagement opportunities staff should prioritize moving forward.

A stakeholder diversity engagement survey was created as part of a multi-step process in developing a
agenda.
The survey collected information from stakeholders that serve our community. One hundred and
twenty three surveys were sent to stakeholders representing social services, senior services, religious
institutions, education, state agencies, park districts and library services. Forty five (45) agencies
responded to the survey for a 37% response rate. Information gathered included identified services
provided by stakeholders, languages encountered by customers, languages available through staff,
length of time providing services in Mount Prospect and age range of customers. Additionally,
information regarding services for specific minority populations and barriers to or gaps in service was
obtained. Stakeholders were asked if they would be willing to work with other stakeholders to enhance
services, learn about cultural groups in the community, participate on a Mount Prospect Diversity
Committee and provide diversity training.
Out of the forty five completed surveys, eighteen (18) social service agencies, one (1) government
agency, one (1) library, eight (8) religious organizations, eleven (11) educational institutions, four (4)
senior service agencies and two (2) park districts responded. Agencies were asked to identify the
geographic areas in which they provide services from the following map:

The number next to the service represents the number of responses from those surveyed. Additional
services services, case management, sexual
assault victim services, domestic violence counseling and advocacy, early childhood education, housing
counseling, maternal mental health and grief/loss counseling, homeless shelter and services, recreation/
leisure for disabled population and services for abused children.
Languages Encountered by Stakeholder Customers
Languages encountered by customers include English, Spanish, Polish, Gujarati, Korean, Italian, Hindi,
Greek, German, Chinese, Tagalog, Bulgarian, Serbian, Bosnian, Japanese, Ukrainian, Braille and American
Sign Language. English, Spanish, Polish, Korean, Hindi, Chinese and Ukrainian were in the top third of
identified languages. It should be noted that stakeholders surveyed may provide services to a broader
geographical area than Mount Prospect and, therefore, the languages identified are not necessarily
representative of the top languages spoken in Mount Prospect. Additional languages identified in the
other category include Albanian, Assyrian, Russian, Urdu, Arabic, Czech, Romanian, Malayalam,
Kanarese, Marathi, Tamil, Mongolian, Vietnamese, French, Hebrew, Persian, Punjabi, Swahili, Tibetan,
Hmong and Turkish. Euclid School indicated that they serve students who speak twenty nine (29)
different languages.
Languages Available through Stakeholder Staff
All languages listed on the survey were identified as available from various stakeholders. The languages
falling into the top one third of languages available by staff are English (41), Spanish (31), Polish (18) and
American Sign Language (7). Korean, Hindi, Greek and German were each identified by five
stakeholders as languages available through staff. Additional languages available through stakeholder
de Arabic, Bengali, French, Malayalam, Tamil, Portuguese,
Russian, Czech, Belarusian and Turkish. One agency indicated that they utilize the language line to meet
language needs with clients.
Length of Time Providing Service In Mount Prospect
The majority of stakeholders (33) responding to the survey have provided services to the Mount
Prospect community for over twenty years. Additional responses included:

Age Range of Those Receiving Services
Some of the stakeholders surveyed provide services to all age ranges while other stakeholders target a
specific age range/population. All age ranges were represented as receiving services from various
stakeholders. Responses include:

Community Engagement
Stakeholders were asked if they provide services or programs specifically designed to meet the specific
needs of a minority population and, if so, to identify the type of service and populations served. Forty
one stakeholders responded to this question with twenty nine (29) indicating that they do provide
services/programs to meet the needs of a specific population. The types of service and populations
served which were identified include:
Language immersion for English language learners.
ESL, Adult Basic Ed, GED, Literacy tutoring and Citizenship preparation for all minority
populations.
Bus services for disabled and seniors.
Case management, therapy and community support targeting individuals with mental health
needs.
ESL for pre-kindergarten through second grade.
Family learning program for families in need.
Health care for those living with advanced complex illness, palliative care and hospice.
Services for infants and toddlers with developmental delays and children and adults with
intellectual and developmental disabilities.
Services for Korean, Chinese and Russian populations.
Social services for low income, disabled, migrant workers & homeless.
Senior lunch program.
Recreation and leisure programs and services for children and adults of all ages with any type of
disabilities.
Religious services for Korean/Asian Americans.
Sexual assault services to Spanish speaking survivors.
English Language Learner program through school district which identifies and works with at risk
children.
Trauma focused counseling services in Spanish.
Under resourced people in need of food, clothing and other resources are provided with
assistance.
Family to Family program to assist new immigrants with transition.
Twenty three (23) stakeholders identified barriers and gaps related to providing service in Mount
Prospect. Barriers and gaps identified include:
Economic barriers- housing costs and child care costs are beyond reach of most low income
clients.
Culturally sensitive resources.
Difficulty with transportation to access agency resources.
Financial barriers due to state budget issues.
Homeless transitional housing.
Isolation of Korean and Chinese older adults.
Language barrier in serving persons of other languages.
Cultural and national biases against certain faiths and cultures.
Misperceptions of organization and who they serve.
Need for adequate housing and employment opportunities.
Parents with multiple jobs lack free time to access services and programs.
Lack of affordable housing for domestic violence survivors.
Youth programs, counseling and services for immigrant families.
Stakeholders identified the Northwest Suburban Recreation Association, health departments,
townships/ local government, social service agencies and the Illinois Coalition for Immigrant and
Refugee Rights as other stakeholders who are able to compensate for gaps in their ability to provide
service.
Thirty three (33) stakeholders, 73%, indicated that they would be willing to work with other
stakeholders to identify opportunities to enhance the range of service in the Mount Prospect
community. Additionally, thirty six (36) stakeholders are very interested or somewhat interested in
learning about cultural groups in our community. Twenty five (25) stakeholders expressed a willingness
to participate on a Mount Prospect Diversity Committee. Ten (10) stakeholders currently conduct public
education or awareness campaigns related to diversity, eight (8) of them at the local level. Nine (9) of
the stakeholders surveyed indicated that they could offer diversity training to Mount Prospect
employees. Trainings which could be offered include anti-racism training, best practices in
inclusion/overview of ADA, human trafficking, racial equality, needs/issues of homeless population and
Turkish heritage and culture.
Stakeholders were surveyed as to community events that might be of interest to them. The following is
a list of events provided and number of responses to each:

Suggestions for improving diversity engagement within the community include having a diversified
volunteer force, continued communication with residents about available resources and services and
availability of program scholarships, surveys and quarterly meetings of stakeholders, increased services
in Spanish and involvement from people of diverse backgrounds in village organizations.
Collectively, stakeholders responding to the survey provide a diverse array of services to residents in
Mount Prospect. Leveraging the willingness to work collaboratively to address service
needs and gaps will benefit the diverse resident population in Mount Prospect. The next step is to assess

Greetings!
Mount Prospect celebrates 100 years in 2017. While the Village may have been founded by German
farmers, it has become home to dozens of cultures. Our diversity of cultures, races, languages, ages,
physical abilities, religions, and backgrounds offers a unique opportunity for acceptance and prosperity.
In 2016, the Village Board made developing a diverse community outreach strategy a top priority. In order
to do so, we are asking you, our residents, for your thoughts. Thank you for offering to take the time to
help us better understand the needs of our community and how we can further strengthen inclusiveness in
Mount Prospect.
The Village's purpose in collecting this information is to:
• determine the needs in our community;
• develop ways to improve access to services;
• increase outreach to the community through partnerships and events;
• broaden a sense of community; and
• provide people opportunities to volunteer and serve our community.
In addition, the Village continues to concentrate its efforts in housing diversification, public and social
improvements, maintenance and infrastructure upgrades, and effective business development and
strategies. The Village plans to use the data collected to focus on what needs are being met, how we can
improve, and what resources are needed to connect with all residents.
