REQUEST FOR A NEW CLASS “F-1” LIQUOR LICENSE
On Thursday, February 1, 2018 the Village Manager, Village Attorney, and Executive Assistant met with owner Mr.
Abel Machado and managers Norma Zepeda (sister-in-law) and Eduardo Machado (nephew) regarding his request for
the creation of a new Class “F-1” liquor license for the above-referenced establishment. The Class “F-1” license
provides for full service of alcoholic beverages at dining tables only. LaPresa will occupy the former Tadoori restaurant
space in Euclid Plaza.
The total building square footage is 4,300 square feet with an estimated 35 dining tables. La Presa will serve an
authentic Mexican menu for dining in or take out and will be open seven days a week for breakfast, lunch, dinner and
late night dining. It should be noted that there is no bar in the restaurant; liquor will only be served in conjunction
with full restaurant service. Mr. Machado currently holds liquor licenses at La Presa restaurant in Buffalo Grove and La
Hacienda restaurant in McHenry. Ms. Zepeda and Mr. Machado will be the managers on site. Both have experience in
managing and operating their Buffalo Grove location and a Palatine location, which is owned by their uncle.
The sale of alcohol to minors, over service to clearly intoxicated individuals as well as the No Fight Notification
Ordinance were discussed with both owner and managers. It was emphasized that all employees be held to the strict
standards of the Liquor Code and any violations would be held against the applicant. Mr. Machado indicated that he
read and understood the requirements of the Liquor Code.
Alternatives
1. Motion to approve the Ordinance.
2. Action at discretion of Village Board.
Staff Recommendation
A completed application along with applicable fees and required paperwork are in hand. All three of the applicants
have submitted to required fingerprinting and background checks. If the Village Board considers the request
favorably, an Ordinance creating a new “Class F-1” license would be in order.

3/2/2018 Mr. Machado came in to sign an affidavit stating that no family member reported in the Palatine LaPresa
incident will be involved with the ownership or management of the Mount Prospect location. Also there is a condition
on this license that requires a full service restaurant during the hours that liquor may be served. There is no bar in
this restaurant only table service.

Mr. Machado currently holds liquor licenses at La Presa restaurant in Buffalo Grove and La Hacienda restaurant in
McHenry. This would be Mr. Machado third liquor license with the state. Buffalo Grove indicated one liquor violation for
staying open after hours in 2016 and McHenry reports no violations. Both restaurants currently have gaming licenses
with no reported issues.
We are not seeking waiver of the second reading for this item. We are working with the petitioner on an afidavit that
confirms relatives who own and operate the La Pressa in Palatine will not be involved in the ownership or
management of this business. The Palatine restaurant was closed for two weeks by the Liquor Commission for issues
related to drug sales by a nephew of the petitioner. We understand the nephew is currently in prison and will be
deported upon completion of his sentence.
We also plan to put a condition on this license that requires full restaurant service during hours that liquor may be
served.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class -1Liquor Licenses by One
(1) LA PRESA INC. D/B/A LA PRESA RESTAURANT located at 401 E. EUCLID Said list is as follows:
Five (5) Class P-1 License
Ten (10) Class P-2 Licenses
One (1) Class P-3 Licenses
Zero (0) Class P-4 Licenses
