Information
Attached to this memorandum is a resolution that would grant approval of a renewal of a Class 6b property
tax incentive for Mackey Building Corporation for their property located at 1697 Imperial Court. The renewal
would be for an additional 12 years and would enable their tenant, The Mail House, to maintain their
manufacturing operation in their current location. The original 6b incentive was approved when the property
was located in unincorporated Cook County back in 2009.
The Village has granted several Cook County Class 6b tax incentives to attract and retain businesses. The 6b
incentive reduces the assessment level for qualified manufacturing and warehouse/distribution facilities from
25% to 10% for the first 10 years, 15% for year 11 and 20% in year 12. After year 12, the assessment level
returns to the full 25% for the benefitting property. The 6b incentive can also be renewed for additional 12 -
year terms if supported by the Village.
The Mail House currently employs approximately 15 individuals at their facility and hires an additional 25
individuals during peak times. They specialize in digital and offset printing with multiple high-speed digital
printers and a complete variety of in-line finishing techniques.
The Applicant is requesting the Class 6b abatement to maintain their taxes at around $1.50 per square foot
for their property. If the extension is not granted, they estimate that their tax bill would rise to $3.50 per
square foot. Similar properties in nearby Lake and DuPage County range from $1 to $1.50 per square foot.

We are writing to you today to ask for a Resolution from the Village of Mount Prospect which would
support an extension to the Cook County Property Tax 6b Incentive set to expire on December 31, 2018
for 1697 West Imperial Court (PIN: 08-23-101-034-0000)
We recently secured a new tenant in the building at 1697 West Imperial Court which was only possible
by utilizing the financial benefits provided by the 6b incentive to provide a rental rate competitive with
similar properties in DuPage County (-1 mile south).
Following is an overview of our tenant, and the benefits the Village receives with them being part of
the community:
Business Name: The Mail House
Description of business: The Mail House specializes in Digital and Offset printing with multiple
high-speed digital printers and a complete variety of in-line finishing techniques. They also
offer full color personalization services, high speed VideoJet° imprinting services, custom
identification badges, and full bindery services.

Financial benefits realized by The Village:
• The Mail House paid over $4,000 in Illinois Sales Tax in Q1 2018 (forecasting > $16,000
annually).
® The Mail House employees patronize local restaurants daily for lunch, dinner, and the
occasional on-site employee event.
® The Mail House utilizes local Mount Prospect businesses (Addison Material, ACE
Hardware, etc) whenever possible for supplies and building materials required for their
daily operation.
• The Mail House is a tremendous addition to the neighborhood, employing veterans
who proudly display the United States flag on their flag pole every day.

PRESIDENT'OF THE COOK COUNTY BOARD OF COMMISSIONERS
WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment
Classification 6b that provides an applicant a reduction in the assessment level for an industrial facility;
and
WHEREAS, the County Board of Commissioners has received and reviewed an application from
Mackey Building Corporation, for an abandoned industrial facility located at 1697 West Imperial Court,
Mount Prospect, unincorporated Cook County, Illinois, County Board District #15, Property Index
Number 08-23-101-034-0000; and
WHEREAS, Cook County has defined abandoned property as buildings and other structures that, after
having been vacant and unused for at least 24 months, are purchased for value by a purchaser in whom
the seller has no direct financial interest; and
WHEREAS, Cook County has defined an exception to this abandoned property definition shall be, if the
municipality or the Board of Commissioners, finds that special circumstances justify finding that the
property is abandoned for purpose of Class 6b,; and
WHEREAS, in this case the property has been abandoned for more than 24 months there has
been purchase for value, and being that the property is in `unincorporated Cook County, it has been
determined that special circumstances exist; and
WHEREAS, Class 6b requires a resolution by the County Board validating the property is deemed
abandoned for the purposes of Class 6b; and
WHEREAS, the Cook County Board of Commissioners has determined that the building was, abandoned
for 25 months at the time of application, and that special circumstances are present. The property is
currently (08/09') fully operational and under lease contract; and
WHEREAS, the re -occupancy will create an estimated 100 jobs, the property is located in
unincorporated Cook County, and reviewed by the Department of Planning and Development who has
verified that Mackey Building Corporation has not been able to lease this facility for over 2 years at the
time of application. Mackey Building Corporation has recently entered into a lease contract with Proteco
Fire Safety by reducing the rent to be competitive in the market place and secure a tenant, and in order for
this to be a successful endeavor the Class 6b is necessary for development to occur; and
WHEREAS, the applicant acknowledges that it must provide an affidavit to the Assessor's Office
stipulating that it is in compliance with the County's Living Wage Ordinance prior to receiving the Class
6b incentive on the subject property,
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Commissioners, of tile
County of Cook, State of Illinois, that the President and Board of Commissioners validate the property
located at 1.697 West Imperial Court, Mount Prospect, unincorporated Cook County, Illinois, is deemed
abandoned with special circurnstances under the Class 6b; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized and directed to forward a
certified copy of this Resolution to the Office of the Cook County Assessor.

MACKEY BUILDING CORPORATION,
1697 WEST IMPERIAL COURT,
MOUNT PROSPECT, ILLINOIS, MAKING APPLICATION FOR A
RENEWAL OF COOK COUNTY CLASS 6B TAX ABATEMENT
WHEREAS, the Village of Mount Prospect encourages community development to provide
for economic growth and career opportunities; and
WHEREAS, through property tax incentives offered by Cook County, various opportunities
exist for industrial properties in the Village of Mount Prospect, Cook County; and
WHEREAS, without the Cook County property tax incentives, the Village of Mount
Prospect is at a competitive disadvantage with the neighboring counties of Lake and
DuPage in attracting industrial development; and
WHEREAS, Mackey Building Corporation, has requested the Village of Mount Prospect
support its application for Extension of the Class 6B Real Property Classification at 1697
West Imperial Court, Mount Prospect, Cook County (Property); and
WHEREAS, the corporate authorities of the Village of Mount Prospect believe that their
request is in the best interest of the economic development in the Village of Mount
Prospect.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect
do hereby support and consent to the application for the Class 6B Renewal of a property
tax reduction from 25% to 10% for years 1 through 10, 15% in year 11, and 20% in year 12
from Cook County for the Property located at 1697 West Imperial Court, and legally
described as:
