Information
The Petitioner, Magdalena Piekarska, is proposing to create two lots of record out of one parcel. The project involves
subdividing 201 N. Westgate Road (the Subject Property), dedicating easements for public utilities and drainage, and
demolishing the existing home. The proposed plat of subdivision creates two lots of record that meet the bulk
requirements of the R1 district. The zoning district for the Subject Property will remain R1 Single Family Residential.
The Village Comprehensive Plan designates the Subject Property as single family residential. Staff believes that the
proposed subdivision is not detrimental to the public welfare or injurious to other property or improvements in the
neighborhood. The proposed subdivision will comply with the Village's Zoning Code after the existing home is
demolished.
Staff has not received any negative feedback from the neighborhood or affected school districts. The Planning and Zoning
Commission voted unanimously to recommend approval of the proposed plat of subdivision by a vote of 7-0 at
the Thursday, April 26th, 2018 Planning and Zoning Commission Meeting.
Alternatives
1. To Approve:
1. A plat of subdivision titled "Piekarska Subdivision", subject to the following conditions:
a. The existing home and driveway shall be demolished and removed within six (6) months after recording of
the plat, otherwise the plat shall be considered null and void.
2. Action at discretion of Village Board.
Staff Recommendation
Staff finds that the proposed subdivision is consistent with the Village Comprehensive Plan and meets all applicable
requirements of the Village Code. Staff recommends that the Village Board make a motion to adopt staff's findings as the
findings of the Village Board and approve the plat of subdivision with the recommended conditions in the staff report.

BACKGROUND
A public hearing has been scheduled for the April 26, 2018 Planning & Zoning Commission meeting to review the
application by Magdalena Piekarska (the "Petitioner"), regarding the property located at 201 N. Westgate Road (the
"Subject Property"). The Petitioner is seeking to subdivide 201 N. Westgate Road into two lots of record. The
property was properly posted with a public notice sign and all applicable school districts were asked to provide
comment as required.
PROPERTY DESCRIPTION
The Subject Property is located at the southeast corner of Ardyce Lane and N. Westgate Road. The existing property
contains a single family home with related improvements. The Subject Property is zoned R1 Single Family
Residential. The Subject Property is bordered by the RI Single Family Residential District to north, east, and south
and the R2 Attached Single Family Residential District to the west.
SUMMARY OF PROPOSAL
The Petitioner is proposing to create two lots of record out of one parcel. The project requires subdividing the
Subject Property, dedicating easements for public utilities and drainage, and demolishing the existing home. The
proposed plat of subdivision creates two lots of record that meet the bulk requirements of the R1 district. The
zoning district for the Subject Property will remain R1 Single Family Residential.

the plat is recorded, the plat shall be null and void.

Chairman Donnelly called the meeting to order at 7:00 pm. Commissioner Beattie made a motion seconded
by Commissioner Fitzgerald to approve of the minutes from the Planning and Zoning Commission meeting
on February 22, 2018. The minutes were approved 7-0. Chairman Donnelly introduced case, PZ -11-17 as
201 N. Westgate Road and stated the case is Village Board final.
Mr. Shallcross gave a brief description of Subject Property and explained the Petitioner is proposing to
create two lots of record out of one parcel. He further explained the project requires subdividing the Subject
Property, dedicating easements for public utilities and drainage, and demolishing the existing home.

Chairman Donnelly swore in Magdalena Piekarska 201 N. Westgate Road Mount Prospect, Illinois.
Ms. Piekarska stated she wants to divide the lot and build a single family house.
Hearing no additional comments from the board or the public, Chairman Donnelly closed the hearing and
asked for a motion.
Commissioner Beattie made a motion seconded by Commissioner Griffin to approve the following motion:
1. A plat of subdivision titled "Piekarska Subdivision", subject to the following conditions:
a. The existing home and driveway shall be demolished and removed within six (6) months
after recording of the plat, otherwise the plat shall be considered null and void.

A RESOLUTION APPROVING A FINAL PLAT OF SUBDIVISION
FOR PROPERY LOCATED AT 201 N. WESTGATE, MOUNT PROSPECT, ILLINOIS
WHEREAS, Magdalena Peikarska (Petitioner) has requested approval of a Final Plat of
Subdivision for the purpose of creating two (2) lots of record out of one (1) parcel and granting
public utility and drainage easements and includes demolishing the existing home as legally
described in Exhibit "A" for the property commonly known as 201 N. Westgate Road
("Property"); and
WHEREAS, the plat creates two (2) lots of record and dedicates five feet (5') wide and ten feet
(10') wide public utility and drainage easements as shown in Exhibit "A"; and
WHEREAS, the existing home and driveway shall be demolished and removed within six (6)
months after approval of this resolution; and
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, A HOME RULE
MUNICIPALITY, AS FOLLOWS:
SECTION 1: That the Final Plat of Subdivision creating two (2) lot of record and granting public
utility and drainage easements for property located at 201 N. Westgate, attached as Exhibit "A"

BACKGROUND
A public hearing has been scheduled for the April 26, 2018 Planning & Zoning Commission meeting to review the
application by Magdalena Piekarska (the "Petitioner"), regarding the property located at 201 N. Westgate Road (the
"Subject Property"). The Petitioner is seeking to subdivide 201 N. Westgate Road into two lots of record. The
property was properly posted with a public notice sign and all applicable school districts were asked to provide
comment as required.
PROPERTY DESCRIPTION
The Subject Property is located at the southeast corner of Ardyce Lane and N. Westgate Road. The existing property
contains a single family home with related improvements. The Subject Property is zoned RI Single Family
Residential. The Subject Property is bordered by the RI Single Family Residential District to north, east, and south
and the R2 Attached Single Family Residential District to the west.
SUMMARY OF PROPOSAL
The Petitioner is proposing to create two lots of record out of one parcel. The project requires subdividing the
Subject Property, dedicating easements for public utilities and drainage, and demolishing the existing home. The
proposed plat of subdivision creates two lots of record that meet the bulk requirements of the R1 district. The
zoning district for the Subject Property will remain R1 Single Family Residential.
ADDITIONAL COMMENTS

the plat is recorded, the plat shall be null and void.
COMPREHENSIVE PLAN DESIGNATION
The Village Comprehensive Plan designates the Subject Property as single family residential. Staff believes that the
proposed subdivision is not detrimental to the public welfare or injurious to other property or improvements in the
neighborhood. The proposed subdivision will comply with the Village's Zoning Code and Comprehensive Plan
after the existing home is demolished.

Chairman Donnelly called the meeting to order at 7:00 pm. Commissioner Beattie made a motion seconded
by Commissioner Fitzgerald to approve of the minutes from the Planning and Zoning Commission meeting
on February 22, 2018. The minutes were approved 7-0. Chairman Donnelly introduced case, PZ -11-17 as
201 N. Westgate Road and stated the case is Village Board final.
Mr. Shallcross gave a brief description of Subject Property and explained the Petitioner is proposing to
create two lots of record out of one parcel. He further explained the project requires subdividing the Subject
Property, dedicating easements for public utilities and drainage, and demolishing the existing home.
Mr. Shallcross explained the proposed plat of subdivision creates two lots of record that meet the bulk

FOR PROPERY LOCATED AT 201 N. WESTGATE, MOUNT PROSPECT, ILLINOIS
WHEREAS, Magdalena Peikarska (Petitioner) has requested approval of a Final Plat of
Subdivision for the purpose of creating two (2) lots of record out of one (1) parcel and granting
public utility and drainage easements and includes demolishing the existing home as legally
described in Exhibit "A" for the property commonly known as 201 N. Westgate Road
("Property"); and
WHEREAS, the plat creates two (2) lots of record and dedicates five feet (5) wide and ten feet
(10') wide public utility and drainage easements as shown in Exhibit "A"; and
