Recommended Action Accept the National Joint Powers Alliance joint bid results for the purchase of two (2) new,
single -axle Peterbilt Model 348 Cab & Chassis from JX Peterbilt of Wadsworth, Illinois in an
amount not to exceed $185,828.
Information
In the current budget, there are sufficient funds available to replace units 4510 & 4512. Both are 2000 International
Model 2554 35,000 Ib. GVWR dump trucks with snow and ice control equipment. These trucks are used by the Public
Works Department maintenance crews to haul miscellaneous materials, such as asphalt, black dirt, sand, stone, etc. to
job sites throughout the Village. These trucks are also equipped with a snowplow, underbody scraper, pre -wet, and
tailgate -type salt spreader for winter snow and ice control on the Village roadways.
These vehicles have been evaluated utilizing our detailed comprehensive replacement evaluation protocol. This protocol
uses a point -based criterion that assesses the following four (4) major factors: Age, mileage, repair & maintenance
(R&M) cost, and condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of
sixteen (16) indicates that the vehicle should be recommended for replacement.
4510 and 4512 scored 12 and 14 points respectively on this scale; indicating both should be replaced. The vehicle
condition evaluation forms and summary reports have been attached as Exhibits A and B respectively. Additionally, life
cycle cost analyses are included in Exhibit C. Photographs of both vehicles are included in Exhibit D.
The current trucks have a double "C" channel frame construction and has rust between the two channels. This rust will
eventually cause the frame to crack and lose the necessary strength needed to carry heavy loads. At the time when we
purchased these trucks we had to have both "C" channels to meet the weight limits when the truck is loaded with salt
during snow and ice control operations. The new proposed chassis will have a heavier single "C" channel frame
construction eliminating the future rust problem between the channels. Additionally, the steel cab body is in very poor
condition with rust holes under the cab.

Repair costs for both vehicles exceed 300% of current book value.
The proposed replacement vehicle is a Peterbilt Model 348 cab and chassis configured with a dump body, front -mounted
snowplow, and underbody plow. Staff has transitioned to the Peterbilt platform to avoid repeated and significant engine,
emission, and customer service problems with International trucks. Presently, the Public Works fleet includes two (2)
Peterbilt trucks. Both have performed well and been well received by operators.
This proposed replacement vehicle is available for purchase through the National Joint Powers Alliance (NJPA). The NJPA
contract is publicly bid and satisfies the Village's public bidding requirements. The local vendor for this contract is vehicle
JX Peterbilt of Wadsworth, Illinois. A copy of the JX Peterbilt cost proposal is attached.
Delivery of the new cab & chassis is expected within 90 days of order. Once received, the vehicle will be upfitted by staff
with a dump body, plow assemblies, hydraulics, lighting, and electronics for service as a front line Public Works
Department utility vehicle.
Vehicles being replaced will be sold through the GovDeals.com Internet auction.
Alternatives
1. Accept National Joint Powers Alliance joint bid result for the purchase of two (2) Peterbilt Model 348 cab and chassis.
2. Action at discretion of Village Board.

Staff recommends that the Village Board accept the National Joint Powers Alliance joint bid results for the purchase of
two (2) new, single -axle Peterbilt Model 348 Cab & Chassis from JX Peterbilt of Wadsworth, Illinois in an amount not to
exceed $185,828.
