CALL TO ORDER
The meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:05 p.m.
on Monday, December 11, 2017.

APPROVAL OF MINUTES
Chairman Kuehlthau tabled approval of the minutes of the Transportation Safety Commission Meeting
held on October 9, 2017. There was not a quorum present of those who attended the October meeting.
CITIZENS TO BE HEARD
Isabel Cruz, 404 S. Busse Road, spoke on the ongoing Busse Road study being performed by the Cook
County Highway Department. She raised concerns about truck traffic, speeding, a potential bike bath,
and the intersection at Lonnquist Boulevard. Traffic Engineer Lawrie briefly explained the process Cook
County staff is following including their review of the issues Ms. Cruz and others have raised concerning

Busse Road. Traffic Engineer Lawrie noted to the Commission and Ms. Cruz that there will be a second
public meeting organized by Cook County and hosted by the Village in early 2018.

NEW BUSINESS
A. IMPERIAL COURT TRAFFIC REGULATIONS
1) Background
The Village recently annexed Imperial Court from unincorporated Cook County into its corporate
limits. The road connects to Busse Road south of Algonquin Road and is approximately 430' in length.
It is in an industrial area with approximately 10 property owners. The Engineering Division
recommends parking, speed limit, and intersection control regulations as well as a truck route
designation be incorporated into the Village Code.
Road Characteristics
Imperial Court is approximately 33' wide (back-of-curb to back-of-curb). Adjacent businesses are
primarily industrial-related. There are no residential properties in the area. Adjacent properties
appear to have sufficient off-street parking as little on-street parking was observed by Staff. Parking
is currently prohibited along the south side of the street with posted NO PARKING ANY TIME signs.
Based on feedback from business owners, Staff recommends to prohibit parking at all times along
most of the street. One area on the north side of the street would allow some on-street parking
because a business owner requested it adjacent to their business. The area would provide space for
five passenger vehicles. Staff met with the business owners who oppose on-street parking and were
agreeable to allow parking at the one area.
There is only one ingress/egress for the properties and it is at Busse Road. There is a fence at the east
end of the street separating the public roadway from a private parking lot. The street does not
currently have a posted speed limit. Given the road characteristics and to be consistent with similar
type roads in the Village, it is recommended Imperial Court have a 25 mph speed limit.
There is an existing STOP sign on Imperial Court at Busse Road. It is currently not identified in the
Village Code as the road was only recently annexed into the Village. It is recommended an ordinance
be passed identifying the STOP sign in the Village Code.
All Village streets, except designated truck routes, have a 6 ton weight limit. Permits are required for
vehicles exceeding the weight restriction. Streets in industrial areas where large trucks ride
continuously are typically designated as truck routes. These streets are exempt from the 6 ton weight
limit. However, a permit would still be required for a vehicle exceeding 40 tons. It is recommended
that Imperial Court be a designated truck route.
Business Survey
As part of the study, surveys were sent to 11 businesses along Imperial Court to solicit their input on
parking regulations. A total of two surveys were returned. One survey preferred allowing some on-
street parking while the other survey preferred prohibiting on-street parking on both sides of the
street.

2) Recommendations
Staff recommends parking, speed limit, and intersection control regulations as well as a truck route
designation for the newly annexed Imperial Court.
Recommendation Summary:
1. Enact an ordinance that prohibits parking at all times along the north side of Imperial Court
except the first 200'east of Busse Road.
2. Enact an ordinance that prohibits parking at all times along the south side of Imperial Court.
3. Enact an ordinance that designates the entire jurisdiction of Imperial Court as a 25 mph speed
limit.
4. Enact an ordinance for a STOP sign on westbound Imperial Court at Busse Road.
5. Enact an ordinance designating Imperial Court as a truck route.
3) Discussion
Chairman Kuehlthau asked Traffic Engineer Lawrie to present the Engineering Division's report. Traffic
Engineer Lawrie provided the Commission with background information on this issue and stated the
Engineering Division's recommendations.
Chairman Kuehlthau questioned whether the end of the street should have a barrier curb across the
roadway rather than a gate. It is believed the property owner east of Imperial Court installed the gate
to prevent cut through traffic but to still allow emergency access if necessary. There was consensus
to not take further action at this time.
Chairman Kuehlthau made a motion to concur with the Engineering Division's recommendations as
presented by Traffic Engineer Lawrie.
The motion was seconded by Superintendent Moe.
The motion was approved by a vote of 5-0.
B. MALMO DRIVE TRAFFIC REGULATIONS
1) Background
The Village recently annexed Malmo Drive from unincorporated Cook County into its corporate limits.
The road connects to Algonquin Road west of Elmhurst Road and is approximately 1200' in length. It
is in an industrial area with approximately 50 property owners. The Engineering Division recommends
parking, speed limit, and intersection control regulations as well as a truck route designation be
incorporated into the Village Code.
Road Characteristics
Malmo Drive is approximately 33' wide (back-of-curb to back-of-curb). Adjacent businesses are
primarily industrial-related with the Mount Prospect Park District having a facility at the end of the
cul-de-sac. There are no residential properties in the area. Adjacent properties appear to have
sufficient off-street parking as little on-street parking was observed by Staff. Parking is currently
prohibited along the east side of the street with posted NO PARKING ANY TIME signs. Staff
recommends to continue to prohibit parking at all times along the east side of the street and in the
cul-de-sac.

Engineer Lawrie provided the Commission with background information on this issue and stated the
Engineering Division's recommendations.
Commissioner Prosperi made a motion to concur with the Engineering Division's recommendations
as presented by Traffic Engineer Lawrie.
The motion was seconded by Commander Smith.
The motion was approved by a vote of 5-0.
C. WEILER ROAD TRAFFIC REGULATIONS
1) Background
The Village recently annexed Weiler Road from unincorporated Cook County into its corporate limits.
The road connects to Oakton Street(IL Route 83) west of Elmhurst Road and is approximately 600' in

length. It is in an industrial area with approximately 8 property owners. The Engineering Division
recommends parking, speed limit, and intersection control regulations as well as a truck route
designation be incorporated into the Village Code.
Road Characteristics
Weiler Road is approximately 37' wide (back-of-curb to back-of-curb). Adjacent businesses are
primarily industrial-related. There are no residential properties in the area. Adjacent properties
appear to have sufficient off-street parking except for the auto repair property on the east side of the
street. Parking is currently prohibited overnight with sporadic signs that read NO PARKING 11PIVl-
6AM. Staff recommends to prohibit parking at all times along the west side of the street.
Weiler Road terminates at Oakton Street at the north end of the street. At the south end, the street
bends to the west and continues as Hamilton Road. Hamilton Road continues to be located in
unincorporated Cook County. The street does not currently have a posted speed limit. Given the road
characteristics and to be consistent with similar type roads in the Village, it is recommended Weiler
Road have a 25 mph speed limit.

Village Code as the road was only recently annexed into the Village. It is recommended an ordinance

4. Enact an ordinance designating Weiler Road as a truck route.
3) Discussion
Chairman Kuehlthau asked Traffic Engineer Lawrie to present the Engineering Division's report. Traffic
Engineer Lawrie provided the Commission with background information on this issue and stated the
Engineering Division's recommendations.
Chairman Kuehlthau asked the reasoning for the truck route designation on Weiler Road. Traffic
Engineer Lawrie explained that Village streets have a 6-ton weight limit and in certain situations

overweight vehicles require a permit. On streets that have industrial businesses and regular truck
traffic, designating the street as a truck route exempts those businesses from needing a permit.
Commissioner Prosperi made a motion to concur with the Engineering Division's recommendations
as presented by Traffic Engineer Lawrie.
The motion was seconded by Superintendent Moe.
The motion was approved by a vote of 5-0.
COMMISSION ISSUES
Chairman Kuehlthau asked if there is a time limit for parking on Weller Lane near Westbrook School. He
said a few teachers choose to park on the street rather than in the parking lot. This may make it difficult
for residents to back out and pull in their driveway. Traffic Engineer Lawrie responded that parking on
one side of the street is prohibited but there are no restrictions on the other side during the school day.
It is intended for parents dropping-off and picking-up children at the school. Commander Smith said he
would contact the school and request that teachers park in the school lot.
ADJOURNMENT
With no further business to discuss, the Transportation Safety Commission voted 5-0 to adjourn at 7:48
p.m. upon the motion of Commissioner Prosperi. Commander Smith seconded the motion.
