Central Road, Mount Prospect, Illinois 60056-2229 MINUTES OF THE MOUNT PROSPECT TRANSPORTATION SAFETY COMMISSION DRAFT CALL TO ORDER Deputy Director Jason H. Leib The meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:00 p.m. on Monday, April 9, 2018. Pine Street APPROVAL OF MINUTES Chairman Kuehlthau, seconded by Commissioner Prosperi, moved to approve the minutes of the regular meeting of the Transportation Safety Commission held on December 11, 2017. The minutes were approved by a vote of 5-0 with Commissioners Morgan, Fisher, Keane and Tortorello abstaining. CITIZENS TO BE HEARD Sandra Marcoux, 11 S. Wille Street, raised concerns regarding the planned new development (20 West) south of the Village Center Condominiums. In particular, she stated there is currently insufficient TSC Meeting Page ]. of 3 April 9, 201.8 overnight parking at her condominium property and the public alley experiences a lot of traffic today. The new development will add more traffic to the alley and make it more difficult to find street parking. Ms. Marcoux requested the 12 parking spaces along the north side of the alley be converted to private parking for Village Center residents, speed humps be installed on the alley, install 15 mph speed limit signs, and remove the public parking signs along the alley. Commissioner Keane noted that both the Village Center property and new development received variances to provide less parking than the Village Code requires. He expressed concern that like the Village Center property, future residents of the new development may too want public parking for their use. He suggested the Village evaluate current best practices and consider requiring more private parking spaces with future downtown development. Commissioner Prosperi is not in favor of converting public parking spaces in the alley to private parking. Other Commission members expressed the same opinion. Traffic Engineer Lawrie noted the Conditional Use ordinance for the Village Center property describes the parking along the alley for the public. There was general discussion on the parking needs for the Village Center property. It was suggested that the Village parking structure be an option for overnight parking in the future should the Village allow. Residents of the new development may also benefit from additional parking in the Village parking structure. There was consensus from the Commission members that it was premature to change any parking or traffic regulations along the alley at this time. Traffic Engineer Lawrie agreed to perform a traffic study after completion of the new development and substantial resident occupancy. Ms. Marcoux supported these next steps and was appreciative of the Commission's consideration. Ken Brey, 13 N. Pine Street, addressed the Commission on the difficulty of crossing Central Road as a pedestrian, particularly at Emerson Street. He noted a recent Daily Herald article regarding crossing busy streets in the Chicago suburbs and shared his own experiences. He would like Mount Prospect to do more to educate drivers on crosswalk laws and make it safer for pedestrians. Officer Schmitz shared ongoing efforts of the Police Department to enforce the laws and educate drivers. He was willing to provide additional attention to the Emerson Street crosswalk at Mr. Brey's request. It was noted that pedestrian crossing signals are provided at Route 83 & Central Road for pedestrians who wish to cross at a traffic signal. There was a lengthy general discussion on crosswalk safety from both the drivers and pedestrians perspectives. Traffic Engineer Lawrie summarized the discussion and noted to Mr. Brey that the Village was working on a corridor plan for pedestrian crossing enhancements along Central Road, Traffic Engineer Lawrie said he would inform Mr. Brey of future public meetings on the issue. nl D RUSINFSS None. UPDATE ON VARIOUS VILLAGE TRANSPORTATION PROJECTS Traffic Engineer Lawrie presented the status of the following Village transportation projects: TSC Meeting Page 2 of 3 April 9, 20:1.8 • Central Road Resurfacing Project • Central Road — Arthur Avenue Pedestrian Signal Project • Mount Prospect Road Improvements Project • Rand -Central -Mount Prospect Intersection Study • Rand -83 -Kensington Intersection Study • Rand -83 -Kensington Pedestrian Signal Project • Central Road Street Light Project • Willow -Cypress -Frost Street Light Project • Randview Highlands Street Light Project • Louis Street Traffic Calming Project • Downtown Bike Shelter Project • Route 83 — Busse Avenue Crosswalk Project • Central Road Pedestrian Gates Project There was general discussion on each of the projects. No formal action was necessary or taken. COMMISSION ISSUES No issues were raised by Commission members. ADJOURNMENT With no further business to discuss, the Transportation Safety Commission voted 9-0 to adjourn at 8:35 p.m. upon the motion of Commissioner Fisher. Commissioner Keane seconded the motion.
