HomeMy WebLinkAbout01/13/2018 CWC minutes MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY,January 13, 2018 Community Center 1st Floor Village Hall The meeting convened at 9:00 AM with Mayor Arlene Juracek, Trustee William Grossi, Trustee Richard Rogers, Trustee Eleni Hatzis and Trustee Paul Hoefert in attendance. Chief Technology Information Officer Andy Schaeffer and Village Clerk Karen Agoranos represented staff. Called about problem on Cottonwood. Fixed the next day and contacted John. They are"unbelievable". Mayor credited Mr. Cassady on the CRM system. Big shout out to the PD for 12/21, on the Shop with a Cop event at Walmart. Event was great and recommended everyone look into being involved at the next event. Wished everyone a good new year's. Sue Elenberger—questioned if Beet juicing is still being done. Yes. It is very specific to the conditions on when it is used. Mal Holec — disappointed to see the news about Village approving liquor licenses for non-liquor establishments. Mayor talked about putting rules around it and kinds of businesses that can use this license. For example a boutique workshop or gallery where you can get a glass of wine during these events. This replaces the special licenses that the Village used to issue. There is a tight control due to it being a license and the liquor commissioner must approve all requests. Mayor and Doreen are also notified if there are any issues. Village continues to monitor and would make changes if there were abuses. Limited to wine, beer and sparkling champagne,no hard liquor. Also appreciated the review of the Village manager goals for the upcoming year at the prior Board meeting. Bill Millar—question for FD. He has a rental unit in Central Village and there is a parking problem. Being directed to park on Whitegate if there are no spots left in lot. The lane that goes out of the complex to Whitegate is chained. Asking if chain should be there so cars can exit more easily to Whitegate. Trustee Hoeffert and Mayor commented about this being a fire lane and there are rules in place regarding its use. Walter Szymczak—nothing to add Pat Szymczak — went to wine tasting at Gathered. Really nice to have a place like that in town for neighborhood gatherings. Mayor also commented about another event there and how it was nice as well. She also mentioned other options we have in town for art shows and similar events. Carol Tortorello—everything is wonderful Louis Goodman —question for Village Manager. A couple weeks ago something in the paper regarding 214 and the TIF. Asking for update on the TIF. Mr Cassady thought we were getting closer to a settlement and once the holidays occurred, 214 had no special meeting so Village is waiting on their next meeting. Jerry Boldt—disappointed in the Board and VM for hiring PD Chief outside of the Village. Mentioned his (Jerry's) years in service in the military. Would like to have seen an internal promotion and believes that PD staff may not feel incentivized to work hard. Wants staff and Board to consider internal promotions more in the future. Mayor asked Jerry to give Mike a call about any concerns. John Dunn —Happy New Year to everyone. County, state and sometimes Village do not paint the lines on the street. Suggestion to look in to Village wide. Second, what is status of apartment building in the triangle? Some concern about 7 story height. Mr. Cassady responded that building underground parking is very expensive. Mayor mentioned project going forward to zoning board next. Then the Village board will review. Some residents concerned with parking in that area. Mayor agrees on the lines in the street that should be looked at. Comment also asked if FD equipment can reach the height of this 7-story building. FD is capable. Trustee Rogers commented lines are done in the spring time and by winter those can be quite faded. Some of our streets are state and county streets but we do notify them when the lines are problematic. John Elenberger mentioned to call PW. "When you call PW, things get done." Teri Markovits—wanted to say the lights this year were gorgeous and spectacular compared to neighboring towns. Secondly, wants more information about the recycling program. Residents should get a bag for putting household items in. Bag picked up and company sorts it and sells to thrift store and various other channels. Keeps fabric out of the landfill. Teri asked if bags come in the mail often or if resident needs to come to Village for new bags. Follow up needed. Problem with speeding on east of Briarwood at many hours of the day. Other residents also concerned with that. Mayor mentioned centennial lights will be taken down on Feb 3rd, the birthday. Ken Koeppen—asked what the blue ribbons are for? 10-year-old girl who passed away from cancer. Teal was her favorite color. Yellow/green ribbons are for another young man who died from cancer. Anything happening with old Keefer's drug store? Mr. Cassady has meeting setup with the owners of this building. Linneman Rd issue where two streetlights are out. PW to follow up. Light pole 99 by courts of St John. Light pole# 13 as well. Congrats on his 60"'anniversary as well! Linda Brady — DiMucci lights have been adjusted but only 2 done out of entire parking lot. Trustee Hoeffert mentioned we are in adjudication and this is one of the items outstanding. This is currently in adjudication rather than circuit court to save on costs to the Village. What happened to the Omni house? Still on the radar. Resident concerned about traffic flow when the plans are finalized. There would be a neighborhood meeting as well before any approval. West side of shopping center has new fixtures. Should be pointing down. Staff to follow up as lights should be full cut off. Clyde/Dee Randmark—nothing to add Tom Tezky —receiving calls and sometimes no one is on the other end. Mayor suggested looking into getting a phone that displays caller ID and to not pickup numbers you do not know. Do not say"yes"when you pick up the phone as well due to scams. Discussion on phone scams and things to avoid. Louis Bowers—glad to hear about the warn out clothing bags program. Asked about ordinance for leaving out trash containers near the front door, especially in the winter time. Village will take a look at his address (926 Boxwood). Asked for comment on this Village being a sanctuary city. Mayor responded that we are not officially one and we would comply with any federal warrants. Christine Rogers — Kudos on the Village newsletter. Especially the calendar. Street traffic and cars speeding. Larch and Maya is the Indy 500. Including senior residents. Stop signs are optional to some people. Need something there to help prevent this. Lisa Griffin—in her subdivision,how could we find out who the officers are on the beat in her area? Beats are having community events. Keep eye out on social media. Multiple events scheduled in each beat each year. Residents really enjoyed it. Trustee Hatzis went on ride along and it was very well patrolled. Look into putting notices out in other areas like the newsletter, newspaper and website. Put on Howards commercials before the meetings as well. Compliment to PW for the salting efforts. AJ McGarrity —What are we doing between the county and Village on Busse road? Says he uses that road every day. He said the road stinks and doesn't understand the desire to stop this expansion. Many agree road needs improvement. County held public workshop and got comments and have reworked some of their initial options. 5 lane profile off the table. Now considering a 3-lane option(along with bike lane and sidewalks). Village is waiting to see this proposal sometime in the spring. There will be another public workshop along with a Board presentation. Yulia Bjekic—Wednesday of next week meeting with Human Services Department to discuss what their needs are and how the community can help our HS team. Newsletter — would like to see more about businesses outside of downtown. Maybe a book about all the different restaurants and other businesses in town as a reference for residents. Beat cop meetings —hasn't seen an event for her area yet? Cassady mentioned we had one at Dunkin Donuts. Suggestion to vary times. Asked if Bill Cooney's presentation was recorded at the EDC breakfast. It is on the Village website. David Schein—recycle bags is a nice idea. Get your flu shot. Let your faucets drip. Has 3 resident black squirrels. Suggest of microphone at CWC meetings. Tom Manion—nothing to add Craig Iverson —Received response from Chief Lambel regarding station numbers. Wanted to say thank you for the response from Chief. Golf Rd improvements question near Goebbert. Mr. Cassady stated the Village would like to make this more functional and improved visually as well.
