Meeting called to order at 7:04 p.m.

3. MAYOR'S REPORT
3.1 ACCOLADES: Proclamation: Black History Month — February 2018
Mayor Juracek read the proclamation and encouraged the community to join in recognizing the many contributions of African-
Americans to our nation throughout history. This year's theme commemorates African American significant contributions to our
nation in times of war. Mayor Juracek stated the proclamation would be appropriately displayed at Village Hall in recognition of
Black History month
3.2 Centennial Commission Final Report
Mayor Juracek introduced Centennial Commission Co-chairs Jean Murphy and Leo Flores.
Ms. Murphy, joined by the members of the Centennial Commission including Co Chair Leo Flores, Sharon Anderson, Alex Bertolucci,
Skip Farley, Janice Farley, Dale Hendricksen, Linda Hoefert, Patrick Mogge, Michaele Skowron, Christy Watychowicz and John
Zulaski. Ms. Murphy also acknowledged the contributions of Mayor Juracek and the Commission's webmaster, Lindsay Rice. Ms.
Murphy addressed the Board and provided highlights of the Commissions' activities, events and celebrations over the past
year. Highlights included time capsule burial and the unearthing of the 75th anniversary time capsule, community fire hydrant
painting contest, co -hosted, along with the Special Events Commission, a special Centennial Gala celebration, re-enacted the
Village's papers of incorporation signing the Central Schoolhouse, fireworks, and dedicated a lasting memorial to the four founding
families during the 2017 Oktoberfest celebration. Ms. Murphy acknowledged Village staff, elected officials, business owners and the
entire Mount Prospect community for their support. Ms. Murphy announced the remaining balance of the Centennial Commission
fund, $2,128.00, will be donated to the Mount Prospect Historical Society. Ms. Murphy also announced the winner of the Centennial
Commission's website contest, Dana Bundesen, who identified architectural detail photos taken throughout the Village. Ms.
Bundesen was presented with a gift basket.
Mr. Flores took a moment to recognize and thank Ms. Murphy for her leadership and relentless energy. Mr. Flores added the success
of the Commission was a team effort.
Mayor Juracek presented Ms. Murphy and Mr. Flores with plaques in recognition of their dedication, hard work and commitment.
Mayor Juracek called for a brief recess at 7:28 p.m. Mayor Juracek resumed the February 6, 2018 Village Board meeting at 7:31
p. M.

7.1 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2017 AND ENDING DECEMBER 31, 2017
Pass an ordinance abating a portion of the 2017 property tax levy.
Finance Director David Erb provided information this ordinance that reduces the Series 2017 debt service tax levy that was
established by the bond ordinance at the time of issuance. Funds to abate the levy will come from water and sewer utility
revenues. The abatement amount is $282,63.22. This ordinance removes 1.5% from the 2017 property tax levy that would have
otherwise appeared on the property owner's tax bill, payable in 2018.
Mayor Juracek stated this is a housekeeping item and is appropriate to waive the rules requiring two readings of an ordinance.

7.2 A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN EXTENDED, AMENDED, AND RESTATED WATER SUPPLY AGREEMENT
BETWEEN THE NORTHWEST SUBURBAN MUNICIPAL JOINT ACTION WATER AGENCY AND THE VILLAGE OF MOUNT PROSPECT.
Village Manager Michael Cassady presented a resolution authorizing the Mayor to sign an extended, amended, and restated water
supply agreement between the Northwest Suburban Municipal Joint Action Water Agency and the Village of Mount Prospect. This
new agreement will establish a contractual relationship for a potable public water supply through December 31, 2058. Key features
of the new water supply agreement include term extension, a negotiated 5% cap on annual rate increases and the elimination of
water use requirements.

There being no further business to conduct, Mayor Juracek asked for motion to enter into Closed Session to discuss:
PERSONNEL 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific
employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity.

The Village Board entered into closed session at 7:40 p.m.
Mayor Juracek asked for a motion adjourn the Closed Session at 8:39 p.m. Trustee Hoefert, seconded by Trustee Grossi, moved to
adjourn the Closed Session. By unanimous vote, Closed Session ended at 8:39 p.m.
There being no further business to discuss, Mayor Juracek asked for a motion to adjourn Regular Meeting of the Village Board.
Trustee Zadel, seconded by Trustee Hoefert, moved to adjourn. By unanimous vote, the February 6, 2018 Regular Meeting of the
Village Board was adjourned at 8:40 p.m.
