MAYOR'S REPORT Subject 3.3 1st reading of four (4) seperate ORDINANCES AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {These Ordinances will increase the number of Class S-6 licenses}(A) GATHERED LLC D/B/A GATHERED BOUTIQUE located at 117 S. Emerson. (B) KAITLIN SKYE COLLINS D/B/A THE COLLECTIVE located at 13 E. Prospect Ave; (C) LUCYNA'S GOLDFINGERS EUROPEAN SPA INC. D/B/A/ LUCYNA'S GOLDFINGER SALON located at 401 W. Prospect; (4) AMETHYST SKYE LLC D/B/A AMETHYST SKYE SALON located at 200 W. Northwest Hwy. Type Information At the December 19, 2017 Village Board meeting the Village Board voted unanimously to amend the current Class S-6 cosmetic facility classification to a complimentary liquor license. The complimentary liquor classification allows additional business models including cosmetic facilities, arts and/or crafts studios, jewelry stores and art galleries to offer the consumption of beer and wine to its patrons. The patron can bring the alcohol to the premises of the business (BYOB) and/or have wine/beer served by the business as a complement to the patron's purchase of goods and services. Four establishments in the downtown business corridor have come forward immediately applying for this liquor license classification. A. Gathered Boutique located at 117 S. Emerson was the first to approach the Village on complimentary service of wine to its patrons. Owner Lindsey Kulak offers a variety of "how to" workshops as part of her business plan. These art classes include pottery, glass painting, canvas painting, woodworking and a variety of other instructional classes. This license will allow the business to offer a glass of wine to its patrons or have patrons bring their own bottle in to enjoy and complement their experience. B. The Collective is located at 13 E. Prospect. Owner Kaitlin Collins is looking forward to hosting art shows displaying local artists product and services for purchase as well as offering "how to" workshops from local artists while being able to offer a glass of wine or beer to complement their experience. C. Lucyna's Goldfinger is a family owned and operated beauty salon located at 401 W. Prospect Ave for the past 10 years. The spa's focus is to beautify the skin, hair and nails. Manager Michael Milkowski has been visionary in creating a gathering lounge to host "ladies night out" and bridal parties where patrons can gather while receiving services and enjoy a complimentary glass of wine. D. Amethyst Skye is new to the downtown district located at 200 W. Northwest Hwy. Owner Karen Enzenbacher offers the small business environment for personalized services including hair, facials and makeup. With the complimentary license, she can now add to her client's experience while receiving the latest innovated treatments. Alternatives 1. Motion to approve the Ordinances 2. Action at discretion of Village Board. Staff Recommendation All of the above applicants have the appropriate paperwork and fees filed with the Village Manager's office and understand the ordinance guidelines.
