The meeting convened at 9:00 AM with Mayor Arlene Juracek, Trustee William Grossi, Trustee
Richard Rogers, Trustee Eleni Hatzis and Trustee Paul Hoefert in attendance. Human Services
Director Julie Kane, Village Clerk Karen Agoranos and Administrative Analyst Alex Bertolucci

John & Sue Elenberger, Redwood Drive — expressed concern with communication between
Village Directors due to an incident in which his neighbors' landscapers dumped grass clippings
at the curb. Mr. Elenberger stated he contacted police and was advised that this was allowed.
He then followed up with Public Works and was directed to contact police when it occurs. Mayor
Juracek advised that curbside collection is limited to leaves during leaf pick up and suggested
that staff review the policy and changes to ensure that correct information is given out to
residents. Mayor Juracek requested that follow up be done by Village staff with the homeowner
that has hired this landscaping company.
Sue asked where the time capsule would be buried and Mayor Juracek provided the information
regarding the upcoming ceremony and burial location.
Ray and Ann Klimara, Busse Road — expressed concern about the Busse Road study that
was completed and the consideration to widen the road. Ann cited the possibility of increased
traffic. Mayor Juracek advised that this is a county road and the county will put forth a plan to
be reviewed. Discussion ensued with other residents present expressing concerns and the
suggestion was made that the speed limit be reduced. Mayor Juracek, Trustee Rogers and
Trustee Hoefert assured residents that their concerns have been heard by both county officials
and the Village Board but indicated that the Village cannot respond until a plan is brought forth.
She indicated that a future COW meeting would be scheduled which would allow for further
discussion.
Jim Chylik, Locust Lane — commented on the proposed speed limit reduction on Busse Road,
indicating that the majority of people speed and he feared that a reduced speed limit would
cause further safety issues due to motorists tailgating.
Bill Millar, Central Road — advised that there are piles of debris that need to be cleaned up at
Northwest Highway and Central and Central and Weller. Mr. Millar asked for an update on the
Weller crossing and Mayor Juracek advised the Village is waiting for feedback from IDOT.
David Horwitz, Linneman Road — brought up parking when using restaurants in the downtown.
Mayor Juracek advised that the parking garage can be utilized for up to four hours.
Louis Goodman, School Street — stated that he is aware that other neighboring communities
are allowing chickens and wanted to know if Mount Prospect has had any requests for this.
Mayor Juracek advised that the Village has not had any requests.
Jerry Boldt, School Street — had nothing to discuss.
Linda Brady, I Oka Avenue — requested an update on Golf Plaza. Mayor Juracek and Trustee
Hoefert advised that Bill Schroeder is closely monitoring this project due to ongoing issues.
Dee Randmark, Nutmeg Court — had nothing to discuss.
Louis Bowers, Boxwood Drive — inquired about the organic waste recycling program with
regard to using an alternate container due to the size of the container stipulated. Discussion
regarding this program took place and Mayor Juracek suggested we may need a discussion at a
COW meeting due to confusion around the program.
Ronuk McFadden, Albert Street— stated she understands the Busse Road issues and asked if
a roundabout has been considered. Mayor Juracek stated she did not think this would be a
viable option in this location but that consulting engineers always consider this option.
Mal Holec, Quince Lane — stated he is glad to see that there is someone interested in
developing the triangle area and asked if Mount Prospect was placing a bid for the Amazon
distribution center. Mayor Juracek indicated that although we have a favorable location, the
Village has to decide how much resource it is willing to allocate to projects such as these. Mr.
Holec also inquired about the school funding formula and it was suggested that he contact
Representative Harris' office for additional information.
Angel and Christina Campos, Verde Drive — suggested that the speed limit should be more
heavily enforced near the park between Golf Rd and Lonnquist Blvd and in the school area. Mr
Campos also stated that the proposed expansion of the sidewalk would benefit transient
residents who are not taxpayers. Mayor Juracek stated that there is an active bike and
pedestrian population living in the community that might benefit from the expansion.
Mary Ronzo, Busse Road — had nothing to discuss
Rafal Koszyk, Lincoln Street — inquired as to whether a written statement could be prepared
outlining what the Village is responsible for with regard to the Busse Road project. Mayor
Juracek advised that an intergovernmental agreement exists between the Village and the
County which will be made available. The Mayor stated that the Village cannot issue any sort of
written statement that is project specific at this time because the Village has not received a
proposal. Mayor Juracek also stated that an informational portal could be made available on
the Busse Road project. Another attendee asked if there were plans for Busse Road to be
turned over to the Village and was advised that there is no plan to do this. Mayor Juracek also
advised the group that the Transportation and Safety Commission would be involved in this
project.
Kristin Worst, Elm Street — asked what was happening with the pedestrian bridge concept.
Mayor Juracek advised that it is a concept right now that is being discussed and that no funding
has been allocated.
Maria and Joe Plata, Wille Street — Joe is participating in the Fire Department Citizen
Academy and enjoying it.
Linda Hindmand, Owen Street — attended a prior Coffee with Council meeting and advised
Village of a missing stop sign by the Walgreens. She advised that the issue has been taken
care of and thanked the Village for doing so.
Jonathan Carroll, State Representative District 57 — informed that group that he has
replaced Elaine Nektriz and stated that the information shared at the meeting will help him to
better understand the concerns of Mount Prospect residents. Mr. Carroll advised he is a special
education teacher by trade and wants to serve the community well. His office is located in
Buffalo Grove and he can be reached at repionathancarroll(a�gmail.com.
Craig Iversen, Wille Street — asked if Village Hall has Wi-Fi access for the public and was
advised Wi-Fi is available at Village Hall. Mr. Iversen commented on the proposed development
in the triangle and is in favor of the glass wall as he thinks it will be a nice aesthetic feature. Mr.
Iversen inquired as to funding for a pedestrian bridge and Mayor Juracek stated it would be TIF
fund eligible.
Yulia Bjekic, Hi Lusi Avenue — inquired as to when the discussion about the pedestrian bridge
took place and Mayor Juracek stated that there has not been a singular discussion but rather,
the discussion about the bridge has been interwoven with other discussions. Ms. Bjekic
expressed concerns about the cost of the bridge and the possibility that pedestrians might
continue to cross the street despite having access to a bridge. Ms. Bjekic also asked that the
Village consider options for bus service to bring residents safely to and from community events.
Ms. Bjekic requestd a Parenti & Raffaelli update and was advised that demolition at existing site
is scheduled for this fall. Ideas are being considered and the Village will wait for a formal
proposal.
Antonina Borowski, See Gwun Avenue — asked if there was any update on the pending D214
lawsuit and was advised by Mayor Juracek that the Village would like to reach a settlement and
will wait to see what D214 decides. Ms. Borowski also asked about the Village's position
regarding District 57's financial situation. Mayor Juracek stated that she could not take a stand
on the issue but encourages the District to reach out to their residents regarding the referendum
and financial need.
Tom Manion, Edward Street — expressed frustration over the fact that there are only three
hazardous waste recycling centers and they are not conveniently located. Trustee Hoefert
explained the process for disposing of latex paint and informed the group that Ace Hardware will
dispose of paint for a fee. Trustee Hoefert advised that the cost to provide the service prohibits
the Village from doing so. Further discussion took place regarding metal recycling available in
the community and non-narcotic prescription recycling available through the Public Works
Department.
Ken and Jackie, Linneman Road — had nothing to discuss.
David Schein, Na Wa Ta Avenue — advised that the owner of Sam's Place is requesting a sign
in the Prospect Parking place that reads "Do Not Block Driveway". Mr. Schein also provided a
tip to guard against flooding from a heavy rainfall.
