COMMITTEE OF THE WHOLE MINUTES
November 14, 2017 -
3rd Floor, Village Board Room
Village Hall, 50 S. Emerson Street
1. ROLL CALL— CALL TO ORDER
The meeting was called to order at 7:03 p.m. in the Village Board Room of the Village Hall,
50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included William
Grossi, Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli and Michael Zadel.
Staff present included Village Manager Michael Cassady,Assistant to the Village Manager
Nellie Beckner, Communications Director Howard Kleinstein, Executive Assistant to the
Village Manager Doreen Jarosz, Building & Inspection Services Director William
Schroeder, Community Development Deputy Director Consuelo Arguilles, Finance
Director David Erb, Fire Chief Brian Lambel, Human Services Director Julie Kane, Acting
Police Chief Michael Eterno, Public Works Director Sean Dorsey, Public Works Deputy
Director Jason Leib, Public Works Administrative Superintendent Kristina Jakupovic and
Administrative Analyst Alexander Bertolucci.
2. APPROVAL OF MINUTES
Approval of Committee of the Whole Meeting Minutes of October 24, 2017. Motion made
by Trustee Zadel seconded by Trustee Grossi. Minutes were approved.

4. DISCUSSION ITEMS
4.1 Complimentary Liquor License Discussion
Mount Prospect Chamber of Commerce Executive Director Dawn Fletcher Collins
provided information on how there is already a need present for a complimentary liquor
license for retail businesses hosting art and craft events or with boutique settings. She
provided examples based on Gathered Boutique's business model that includes art and
craft workshops. Currently Gathered Boutique is applying for Special Event Liquor
Licenses for their events; however, that license classification is not designed for the
workshop platform and it is difficult to adjust for impromptu events or events cancelled due
to not enough participation. Other businesses that could utilize a Complimentary Liquor
License are Lucyna's Goldfingers European Spa, Wildbird Shack and The Collective. The
Complimentary Liquor License is proposed to be applied to almost exclusively arts and
craft events or boutique settings. This is a very viable way for these business to grow.
Lindsay from Gathered Boutique and Workshop, 117 S. Emerson St, stated feedback she
receives most often is that the community needed a retail shop to easily buy a gift and
when it is a workshop if participants could bring some wine. The Special Events Liquor
License limits to 10 events a year and does not fit the workshop business model.
Michael from Lucyna's Goldfingers European Spa, 401 W Prospect Ave, stated they have
hosted parties for local moms and applied for Special Event Liquor Licenses in the past;
however, the license does not permit BYOB. When staff has to serve liquor it limits the
comfortability of the party.

Executive Assistant to the Village Manager Doreen Jarosz presented the proposed
Complimentary Liquor License. The purpose is to authorize businesses engaged in
providing non-food good services to the public such as cosmetic facilities, art and/or crafts
studios, and art galleries to allow the consumption of beer and wine by its patrons. She
reviewed liquor license requirements like Bassett Certification and insurance that apply to
all license liquor licenses. Recommended requirements for the Complimentary Liquor
License includes limiting servings of alcoholic beverages to not more than three by a
patron during any single calendar day and options for operating hours. She mentioned
that Park Ridge S-4 Liquor License, Complementary Service, is provided as an example
the Village can change for its needs.
The following responses from staff and Mount Prospect Chamber of Commerce Executive
Director were provided to questions from the Village Board:
• There are no cosmetic facility liquor licenses issued. Feedback from businesses
was they were unaware or unsure how to proceed. The license fee was not a
limiting factor.
• Limited to beer and wine only. No spirits.
• Host liability insurance covers the inside of the business and is why open alcohol
cannot leave the establishment or business.
• Some events at Gathered Boutique and Workshop may be for a whole day; but,
patrons stay between two to four hours.
There was general support for creating a Complimentary Liquor License Classification;
however, individual serving size for beer and hours of operation require further review.
4.2 Solid Waste Program Update
Public Works Administrative Superintendent Kristina Jakupovic provided an overview and
update on the Village's Solid Waste Program. This included details on single-family refuse
and recycling collection services. She reviewed acceptable recycling items and the
organics recycling program. Residents may contact Republic Services directly for cart
requests; however, staff has been recommending customers to contact the Village and
the Village will coordinate with Republic Services to complete requests. She also
reviewed other recycling programs for pharmaceutical/sharps, mercury thermometers,
fluorescent/CFL light bulbs, holiday light, pumpkin collection, document destruction and
electronics recycling. She presented costs for curb side electronics and household
hazardous waste programs. Ms. Jakupovic introduced the Village's new textile recycling
program that is endorsed by Solid Waste Agency of Cook County and set to begin January
15, 2018.
The following responses from staff were provided to questions from the Village Board:
• If a holiday falls on a weekday or is observed on a weekday and your regularly
scheduled pickup is on that day or after, your pickup will be delayed by one day.
Friday pickups will be done on Saturday. The following week will return to the
regular collection schedule.
• Refuse and recycling can be placed at curbs as early as 4:30 pm the day before
collection, no later than 6:30 am of collection day and removed the same day.
• We advise residents on proper procedure when we see leaves placed in the street
days in advance of their collection day.
• Organic food scraps must be in a ridged container. A lid is recommended but not
required.

• Solid waste hauler, Republic Services, is tracking amount recycled.
• Textile recycling bags are 32 gallons and orange.
• Large items may be placed at curb without advance notice. Hauler has a
procedure for picking up items that a single manned truck is not capable of
removing.
• There is no minimum amount for placing textile recycling bags at the curb. Put out
whatever amount you have to recycle.
• Republic is in the process of switching to a blue container with a brown lid for yard
waste recycling.
• Paper from the document destruction event is recycled.
• Cart weight should not exceed 200 pounds and bags can't exceed 50 pounds.
• Village has a 5 year contract with Simple Recycling (Textile Recycling Provider).
Simple Recycling will be going street by street per the Village's collection schedule.
They will be providing recycling reports.
• No container for food scraps is too small; however, it needs to be visible to the
driver. Yard waste and food scraps will not be collected over winter.
• Staff is evaluating a household hazardous waste program based on scheduling
pickups by appointment.
• The loose-leaf collection program is extended this year until 1St of December.

The following upcoming community events were announced:
November 22 — Northwest Lights Outdoor Ice Rink Ribbon Cutting: 4 pm, located along
Northwest Highway between Elmhurst Road/Rte. 83 and Busse Avenue.
November 22—Tree Lighting Ceremony: 5 pm, Village Hall
November 28—Special Meeting of the Village Board (Closed Session): 7 pm, Village Hall
November 28— Committee of the Whole Meeting: 7 pm, Village Hall
