Recommended Action Accept the Suburban Purchasing Cooperative (SPD) joint bid result awarded to Currie Motors
of Frankfort, Illinois for the purchase of one (1) new Ford F-550XL 2 -wheel drive truck upfitted
with platforms and equipment to maintain and install street signs in an amount not to exceed
$114,593.
Background
In the current budget, funds are available to replace sign truck 2719. This truck is a 1998 International LP4700, 23,000
GVWR chassis with flatbed body. It is utilized by Public Works Department maintenance crews to maintain, remove and
install street signage. Public Works maintains approximately 9,000 informational and regulatory signs.
The flatbed body hosts a hydraulically operated crane and specialized sign material storage compartments. The crane is
used to transfer sign material and used to lift the post pounder above sign posts for installation. The front bumper of this
vehicle is configured to support a hydraulically operated post puller. The special configuration of this vehicle helps Public
Works maintain signs in a safe and efficient manner.
Replacement Policy
This vehicle has been evaluated utilizing our detailed comprehensive replacement policy. This policy uses a point -based
criterion that includes four (4) major factors: Age, mileage, repair & maintenance (R&M) cost, and condition of the
body/mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16) indicates that the
vehicle should be replaced.
This vehicle scored fifteen (15) points indicating a very high rating and should be placed on the highest priority to be
replaced. The vehicle condition evaluation forms and summary report for this vehicle are attached. Additionally, the life
cycle cost analysis for this vehicle is also enclosed.
Other Factors
If the service life is extended, this vehicle will require $24,500 worth of repair work. Details of this work are noted in the
attached evaluation forms. In addition, this vehicle has exceeded the revised (extended) life cycle by two (2) years.
Replacement Recommendation
Staff recommends replacing the existing International LP4700 cab and chassis with a lighter duty Ford F-550 platform.
The F-550 provides the same utility in a less expensive, lower profile, and more fuel-efficient alternative to the
International truck.

As a member of the Northwest Municipal Conference (NWMC), the Village is eligible to participate in the Suburban
Purchasing Cooperative (SPC) 2018 Joint Purchasing Chassis Cab Contract #146 for Ford F-550 heavy-duty trucks. The
Governing Board of SPC provides a joint purchasing program for local government agencies and has awarded a
competitively bid, joint purchase contract to Currie Motors of Frankfort, IL 60423 for the supply of Ford 2018 F-550
Trucks. This joint bid satisfies Village public bidding requirements.
A similarly outfitted F-550 is also available through the National Joint Powers Alliance (NJPA). The NJPA is another
purchasing cooperative that facilitates vehicle and equipment purchases utilizing a public bidding process. The NJPA
contract #120716 -NAF for the same vehicle is $4,656.00 higher.
Delivery of the new vehicle is expected within 210 days of the purchase order. Much of this lead time is needed to
configure the F-550 chassis with specified sign maintenance equipment and compartments. Similar upfitting of an
International cab and chassis would require a like lead time. When removed from duty, the existing International sign
truck will approach approximately 20 years of service.
Alternatives
1. Accept joint bid result for the purchase of one (1) new Ford F-550XL sign truck.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the Suburban Purchasing Cooperative (SPD) joint bid result awarded to
Currie Motors of Frankfort, Illinois for the purchase of one (1) new Ford F-550XL 2 -wheel drive truck upfitted with
platforms and equipment to maintain and install street signs in an amount not to exceed $114,593.
