3. MAYOR'S REPORT
3.1 PROCLAMATION: Small Business Saturday — November 25, 2017
Mayor Juracek presented the proclamation to Mount Prospect Chamber of Commerce Executive Director
Dawn Fletcher Collins. Ms. Collins thanked the Mayor and Board for their continued support for Small
Business Saturday and urged residents to "Shop Small." Mayor Juracek added that several new small
businesses have opened in recent weeks and hopes residents will support these businesses.
3.2 PROCLAMATION: Teddy Bear Walk Week— November 26 -December 2, 2017
Mayor Juracek presented the proclamation to Mr. Michael Duebner, Mount Prospect Library Board
member. Mr. Duebner thanked the Mayor and Village Board for their support and encouraged residents,
young and old, to participate in the week's activities.
3.3 PROCLAMATION: Support of Illinois Bicentennial Celebrations
Mayor Juracek read the proclamation supporting the State of Illinois's bicentennial celebrations and
stated the Village will participate in the Illinois Bicentennial Flag Raising Ceremony on Monday,
December 4, 2017. The proclamation will be displayed at Village Hall.
3.4 1st Reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE
CODE OF MOUNT PROSPECT.
Mayor Juracek presented for a first reading an ordinance amending Chapter 13 "Alcoholic Liquors" of the
Village Code of Mount Prospect. This ordinance increases the number of Class "P-1" liquor licenses by
one (1) Veer Inc. d/b/a Balzano Liquors at 2316 S. Elmhurst Road.

Village Manager Michael Cassady provided background information stating Village staff met with
brothers Mr. Anand Patel and Mr. Jitendra Patel regarding their request to assume ownership of Balzano
Liquors. Both brothers were in attendance and spoke before the Board. Mr. Anand Patel currently owns
and operates a liquor and tobacco store in Villa Park and has previous experience managing liquor
stores in Elk Grove Village and Prospect Heights. Both brothers will act as managers of the store and
this will be their full time endeavor. They hope to increase business by initiating new marketing
strategies, new inventory and enhanced customer service. The business name will remain the same.
Mayor Juracek, on behalf of the Village Board, welcomed the Patels to Mount Prospect and wished them
success.

7. NEW BUSINESS
This public hearing, called pursuant to proper legal notice having been published in the Daily Herald on
November 10, 2017, is for the purpose of presenting the 2018 Budget for the Village of Mount Prospect
for the fiscal year beginning January 1, 2018 and ending December 31, 2018.
Mayor Juracek opened the public hearing to present the 2018 Budget for the Village of Mount Prospect
for the fiscal year beginning January 1 -December 31, 2018 at 7:25 p.m.
Mayor Juracek stated the purpose of the Public Hearing is to allow residents, businesses and other
interested parties an additional opportunity to comment on the proposed budget. Notice of this public
hearing was published in the Daily Herald newspaper on November 10, 2017. Two televised public
meetings were held in October to review the budget and to provided residents an opportunity to
participate in the budget process. In addition, the Village's Finance Department spent three nights in
public hearings reviewing the proposed budget.
Finance Director David Erb began his presentation by providing results of the bond sale which took place
on Monday, November 20, 2017. Mr. Erb stated the Village's rating remains strong at AA+ stable.

Mesirow closed the bond sale with 3.11% interest rate and was the winning underwriter. The Village
saved five hundred thousand dollars by the early sale. The sale will close on December 20, 2017.
Mr. Erb provided a summary of the proposed 2018 Budget including:
• 2018 General Fund budget totals $54,815,418- an increase of 2.6% from previous year.
. Cuts to Local Government Distributive Fund and other state shared revenues
. Village response to state budgetary woes
• Proposed property tax increase for 2017 is 1.92%
. Adjustment to water/sewer rate of 8.2%; rate structure and schedule of increases based on water
rate study
• No adjustment to the refuse collection fee
Mr. Erb provided information regarding the source of funds and use of funds.
Mr. Erb responded to questions from the Village Board regarding factors impacting the recommended
budget. Mr. Erb stated the estimated tax bill reflects the annexations of 2016. The Village Board held
general discussion of the proposed budget.
Finance Commission Chair John Kellerhals provided the Commission's recommendations to the Village
Board:
• Supports the Village in ensuring that we pay for services offered currently and do not burden
future generations with unsustainable financial considerations.
• Funding pensions with actuarially recommended contributions that exceed state mandated levels.
• Complimented staff on the new format and templates
• Concerned the Commission to date has not received the Space Needs Study for the downtown
Police and Fire Station
. Addressed recent and potential changes to the long term sustainability of tax revenue streams
• Recommends a 0% tax levy increase
Does not support the pedestrian bridge projects
Supports the addition of the K-9 unit to the Police Department and the additional staff member for
the Community Connections Center
Board response to Mr. Kellerhals comments/recommendations
• Finance Commission is our best sounding board.
• Village's troubles are not unique to Mount Prospect.
• Space Needs Study was not available until very recently.
• Committee of the Whole is planned to discuss Space Needs Study.
• 0% tax levy increase results in a hit to our reserves.
• Village is doing everything we can to keep property taxes down while still providing all the services
our residents have come to expect.

Mr. Goodman asked for and received clarification from Mr. Erb regarding the disbursement of tax dollars
benefiting our school districts and park district/library.
There being no further comments, Mayor Juracek closed the Public Hearing at 8:03 p.m.
Mayor Juracek presented the remaining ordinances and stated this is a first reading for each of the
ordinances and no action will be taken until the second readings at the December 5, 2017 Village Board
meeting.
Mr. Erb provided a brief overview of the tax levy ordinances and announced a public hearing will be held
on December 5, 2017 to further discuss the tax levies.
7.2 1st reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT
PROSPECT, ILLINOIS FOR FISCAL YEAR COMMENCING JANUARY 1, 2018 ENDING DECEMBER 31, 2018

7.5 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND
MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR
BEGINNING JANUARY 1, 2017 AND ENDING DECEMBER 31, 2017
A second reading of the preceding ordinances will take place at the Regular Meeting of the Village Board
on Tuesday, December 5, 2017.
7.6 1st reading of AN ORDINANCE TO AMEND WATER AND SEWER RATES SET FORTH IN APPENDIX A,
DIVISION II, VILLAGE OF MOUNT PROSPECT, ILLINOIS
Mr. Erb presented background information stating this recommendation derived from a comprehensive
Water and Sewer Rate Study that calls for a multi-year rate plan featuring a modified rate structure and
a plan for annual increases from 2018 to 2025. The ordinance presented addresses rate changes for
2018 and 2019 due to the expiration of the levy for Special Services Area 5. Mr. Erb stated this was a
topic of discussion at a Committee of the Whole meeting in July.
Mr. Erb summarized the Plan:
• Financial plan that phases in water and sewer main renewal funding at a pace that accommodates
and average life of 130 years by 2025
• Proposed rate plan covers an 8 -year term
. The proposed rate plan covers an 8 -year term beginning in 2018 and concludes in 2025; average
annual rate increase of 8% during this period
• Current water rate structure is volumetric only; study introduces a fixed component applied to all
water service connections.
. Current sewer rate structure is primarily volumetric only; a fixed component to mitigate declining
and variable water consumption and to provide a level of revenue stability during unusually wet
weather was recommended.
The rate study recommendations were unanimously endorsed by the Finance Commission. The net
change in overall rates from 2017 to 2018 is 8.2%.
Mayor Juracek stated a second reading of this ordinance will take place at the December 5, 2017 Village
Board meeting.
7.7 A RESOLUTION SUPPORTING AN APPLICATION FOR ILLINOIS TRANSPORTATION ENHANCEMENT
PROGRAM FUNDING FOR THE DESIGN AND CONSTRUCTION OF THE MELAS -MEADOWS PEDESTRIAN
BRIDGE
Public Works Director Sean Dorsey provided background information and staff recommendation. The
Village is proposing a bicycle and pedestrian bridge over Northwest Highway and Union Pacific Railroad
tracks which would connect Melas Park and Meadows Park. To help fund the project, Village staff
is applying for an Illinois Transportation Enhancement Program grant. As part of the application process,
a resolution must be passed and approved by the Village Board affirming the Board's support of the
application and authorizing its submittal.
Mr.Doresy provided details of the overpass bridge including its' compliance with ADA requirements. The
total estimated cost of the project is $3,150,000. If the grant is awarded, it could potentially fund
$2,000,000 of this cost.
Mr. Dorsey provided the following response to questions from the Board:
Due to the early stages of this project, the final cost is unknown; the cost provided is only an
estimate.

• Grant will provide $2,000,000; remaining cost will be paid locally and split amongst neighboring
communities
• If this grant is awarded to Mount Prospect, we timet can apply for other grants for this project
• We are a long way from implementing this project; this application process is just the very
beginning

Mr. Goodman stated his concern that this bridge will be under utilized. Mr. Goodman asked it there will
be steps or ramps. Mr. Dorsey stated the bridge is required to be ADA compliant so ramps will be
included.
Motion by Paul Hoefert, second by Michael Zadel to enact a resolution authorizing and supporting an
application for grant funding from the Illinois Transportation Enhancement Program to design and
construct the Melas-Meadows Pedestrian Bridge.

S. VILLAGE MANAGER'S REPORT
Village Manager Michael Cassady announced upcoming community events.
On Wednesday, November 22, the annual tree lighting ceremony will take place at 5:00 pm and the
Christkindlmarket opens at 4:00 p.m in the Community Room at Village Hall. Mayor Juracek stated hot
chocolate and cookies, provided by the Lions Club, will be offered during the tree lighting. The new
outdoor ice skating rink also opens at 4:00 p.m. on Wednesday.
9. ANY OTHER BUSINESS
Mayor Juracek reminded all to "Shop Locally" on the Saturday following Thanksgiving.
10. ADJOURNMENT
There being no further business to discuss, Mayor Juracek asked for a motion to adjourn.
Trustee Zadel, seconded by Trustee Hoefert, moved to adjourn the meeting.
By unanimous vote, the November 21, 2017 meeting of the Village Board adjourned at 8:18 p.m.
