3. MAYOR'S REPORT
3.1 Proclamation: BICENTENARY OF THE BIRTH OF BAHA'U'LLAH - October 22, 2017
Members of the Spiritual Assembly of the BAHA% Christopher Vodden, Yally Larson, Dennis Strasburg and Devon
Vodden, were present to accept the proclamation from Mayor Juracek. Mr. Vodden thanked the Mayor and Board for
honoring this very special date fo the church. Mayor Juracek thanked those present and acknowledged Mount Prospect's
diverse and rich spiritual community.
3.2 PRESENTATION: Mount Prospect Digital Communication (MPDC) Awards
2017 Mount Prospect Digital Communications was recently recognized for producing some outstanding videos. Howard
Kleinstein, Director of Communications, presented the following awards:
Wisconsin Community Media's "Best of the Midwest Media Fest" — Regional Award. This is a regional award covering
media outlets and access centers in seven states in the upper Midwest. Winning Videos from this contest: "1917 — Mount
Prospect Goes to War" — Award of Excellence "Inside the Park — Golf Edition" — Award of Achievement
Telly Awards — National Award "Inside the Park — Golf Edition" Winner of the Telly Award
Government Programming Award — National Award "Inside the Park — Golf Edition" 2nd Place - Profile of a City/County
Dept. (Operating Budget Under $200,000) "Village of Mount Prospect's Centennial Video" Honorable Mention - Profile of a

Mayor Juracek thanked both Ms. Bazan and Mr. Pekras for their continued contributions to the Finance Commission.
Mayor Juracek reminded those who are interested in serving on a commission should visit our website for more
information.
4. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Mary Romano
Resident on Busse Rd.
Ms. Romano expressed concerns with the Busse Road project and is eager to move the discussion forward to a Board
meeting. She is concerned Cook County will advance the project without input from the residents who will be affected by
the project. Mayor Juracek stated there will be neighborhood meetings and Committee of the Whole discussions before
any plans are finalized. Residents will have ample opportunities to express their concerns, ideas and questions. In
addition, the Village will work on a Busse Road portal for the website where information can be shared with the
community.
Ms. Romano also expressed concerns regarding the Comprehensive Plan as it relates to the preservation of the trees
along Busse Road and the safety of bike paths along Busse Road. She belives Busse Road is a beautiful and unique
stretch of road and does not want to see major changes to it.
Ms. Romano also express concerns that with State and Federal funding cuts, Mount Prospect taxes will increase.
Mayor Juracek stated no one wants to see taxes raised and agreed she raised valid concerns and shared those same
concerns.
Trustee Hoefert askes when we can expect these plans from the County. Village Manager Michael Cassady stated we
should expect to see something from the County after the first of the year; January or February.
Mayor Juracek acknowledged the Village is taking this project very serioulsy and appreciated Ms. Romano's concerns and
questions.
Jill Friedrichs, along with reprentatives from the Special Events Commission, presented Mayor Juracek with a photo book
celebrating the Centennial Gala in February. Ms. Friedrich added the same book was included in the time caspule that
was buried during the Centennial Time Capsule Ceremony on October 14th. Mayor Juracek is excited to share this with
residents as it was a spectacular celebration to be remembered for many years. Mayor Juracek urged residents to visit
Centennial Green to view the plaques honoring our founding visionary families. Many decendents of these families are still
active in our community.
5. CONSENT AGENDA

5.3 A RESOLUTION TO ACCEPT PLANNING STAFF ASSISTANCE SERVICES DELIVERED BY THE CHICAGO METROPOLITAN

Approve a resolution to authorize participation in the 2020-2024 Assessment of Fair Housing, and execute an
Intergovernmental Agreement including a Scope of Services with CMAP and an Intergovernmental Memorandum of
Understanding with all other Assessment of Fair Housing participants.

7. NEW BUSINESS
7.1 1st reading of an ORDINANCE ADOPTING THE OFFICIAL COMPREHENSIVE PLAN OF 2017 FOR THE VILLAGE OF
MOUNT PROSPECT.
Community Development Director William Cooney along with Long Range Planner Malika Hainer presented the
Comprehensive Plan of 2017.
The plan presented is the result of a fifteen (15) month long process to update and enhance the 2016 Comprehensive
Plan. A committee was created to represent a cross-section of our community to ensure all areas of the Village were
represented.
Ms. Hainer described the document as the primary planning tool for the Village; it does not, however, regulate or control
the use of private properties. Ms. Hainer stated the last Comprehensive Plan was adopted in 2007 and the
2017 Plan provides an extensive update. The 2017 Comprehensive Plan, titled "Envision Mount Prospect- Planning for
our Future Together" acknowledges the Village's history, existing conditions and plans for its future. The Plan covers six
(6) key topic areas and is organized into two major parts, Part I and Part II. Ms. Hainer provided a powerpoint
presentation and sumarized each chapter of the Plan.
Ms.Hainer stated the community played an important role in the developement of the Plan. Community engagement
opportunities included the following :
• Comp Plan Steering Committee was formed that included staff, residents and business owners.
• Project website - www.envisionmp.org was created to provide information on the planning process, public
engagement events, and opportunities to provide feedback.
• Four (4) Open Houses were held at various locations throughout the community; staff reported the open houses
were well attended and provided staff with postitive feedback.
• Comp Plan information booths were present at communuty events throughout the year.
Mr. Cooney, Ms. Hainer and Deputy Director of Community Develooement Consuelo Arauilles answered auestions
and from the Village Board.
• No major changes to residential areas; no plans to modify residential districts.
• South side of town will see mixed use development plans for future; taking advantage of recent annexations

This plan is result of many months of discussions and planning with significant input from the community

• Team was commended for their dedication and committment to the communty
• Plan is a great overview of our town; tells a story of progress
• Planning and Zoning Commission held a Public Hearing on September 28, 2017 and recommended adoption of the
Plan by a vote of 5-0.
Public Comment
Tom Zander, community group participant, shared thoughts on the Plan on behalf of Chamber of Commerce Executive
Director Dawn Fletcher Collins, Co -Chair Chad Busse and the Steering Committee. Mr. Zander offered their support of
the Comprehensive Plan as presented and thanked Mr. Cooney, Ms. Hainer and Ms. Arguilles for producing such an
impressive document.
Mayor Juracek announced this Ordinance will be held for a second reading at the first meeting in November to allow time
for residents to absorb the information presented. Residents are encouraged to bring their questions or concerns to the
meeting in November.

8. VILLAGE MANAGER'S REPORT

8.1 Introduction of Building & Inspection Services Department Staff
The new Building & Inspection Services Division is the result of the reorganization of the Community Development
Department. William Schroeder, Director of Building & Inspection Services, introduced new team members:
Mark Rysavy, Deputy Director of Building and Inspection Services; Rick LaVeau, Field Inspection Leader; and Troy Perrin,
Combination Building Inspector.
On behalf of the Board, Mayor Juracek thanked Mr. Schroeder for assembling such a strong team to take the Village to its
next level. Mr. Schroeder stated one the the goals of the Community Development team was improving the level of
customer service and working closely with our residents to meet and exceed their needs. Mr. Schroeder was
commended by the Board for his commitment to maintaining a high level of customer service and commitment to the
community.
9. ANY OTHER BUSINESS
Village Manager Michael Cassady announced upcoming community events:
October 21 & 22 — Library Used Book Sale at the Mount Prospect Public Library
Sat. 9-4:30pm and Sunday noon-4:00pm
October 22 & 29 — Farmers Market; October 29th is the last Sunday.
October 25 — Construction Budgeting, Design, Drawing and Permits; hosted by the Community Development team— 6-
8pm Village Hall Boardroom
10. ADJOURNMENT
There being no further business to discuss Mayor Pro -Tem Hoefert, who stepped in while Mayor Juracek briefly excused
herself, asked for a motion to adjourn.
Trustee Zadel, second by Trustee Rogers moved to adjourn the meeting.
By unanimous vote, the October 17, 2017 Village Board meeting adjourned at 8:09 p.m.
