Recommended Action Enact a resolution authorizing and supporting an application for grant funding from the Illinois
Transportation Enhancement Program to design and construct the Melas-Meadows Pedestrian
Bridge.
Information
The Village of Mount Prospect is proposing a bicycle and pedestrian bridge over Northwest Highway and the Union Pacific
Railroad tracks which would connect Melas Park and Meadows Park. This proposed improvement would provide safe
north -south access to schools, recreation, shopping and public transit facilities. It would also build upon the Village's
comprehensive bike plan and provide a nexus for two (2) regional park facilities with compatible amenities.
This proposed project has both local and regional support including, Elementary School District 57, Mount Prospect Park
District, Arlington Heights Park District, High School District 214 and the Northwest Municipal Conference.
Melas Park facilities are operated jointly by the Mount Prospect Park Distsrict and the Arlington Heights Park District on
land leased to the Village of Mount Prospect by the Metropolitan Water Reclamation District of Greater Chicago. Facilities
at Melas Park include a visual arts center, soccer fields, baseball/softball diamonds and walking paths. Meadows Park is
owned by the Mount Prospect Park District and the park includes an aquatic center, playground and baseball/softball
diamonds. The proposed overpass bridge would be constructed at the northeast corner of Melas Park and in the
southwest portion of Meadows Park. The bridge will also serve as a gateway to the Village's western boundary.
The overpass bridge is proposed to consist of two 125 foot spans with a center pier between the highway and railroad. It
will be designed for bike traffic and will be ADA compliant with a 12 foot inside width to accommodate two 5 foot lanes.
The maximum slope will be 5%. The spans over both the railroad and highway will be structural steel with decorative
screening. The approach ramps on both sides will likely utilize a Mechanically Stabilized Earth (MSE) wall design. The
height over the railway and highway will meet agency standards. The total length of the structure is estimated at 1,300
feet including the approaches, with the ramps aligned to conform to the existing right-of-way. The design of the bridge
will be functional and aesthetically pleasing. No additional right-of-way is required for this improvement.
Village of Mount Prospect staff is in the process of applying for an Illinois Transportation Enhancement Program (ITEP)
grant to help fund the design and construction of this proposed project. As part of the ITEP application process, a
resolution affirming the Village Board's support for the application and authorizing its submittal is required. An
appropriate resolution is attached for the Village Board's consideration.

The total estimated cost of the project is $3,150,000. This estimate includes $125,000 for Phase 1 engineering,
$160,000 for Phase 2 engineering, and $2,900,000 for construction and construction engineering. Potentially,
$2,000,000 could be funded by the ITEP grant. The balance of design and construction costs would be borne locally.
Please note that the attached resolution does not financially commit the Village of Mount Prospect.
Alternatives
1. Enact a resolution authorizing and supporting an ITEP application for the design and construction of Mclas-
Meadows Bridge.
2. Action at discretion of Village Board.

Staff recommends that the Village Board enact a resolution authorizing and supporting an application for grant funding
from the Illinois Transportation Enhancement Program to design and construct the Melas-Meadows Pedestrian Bridge.

A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROJECT APPLICATION FOR
FUNDING UNDER THE ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP)
WHEREAS; the Village of Mount Prospect desires to improve and enhance pedestrian and bike
transportation within the Village and connectivity with regional facilities; and
WHEREAS; the Illinois Department of Transportation (IDOT) administers the Illinois
Transportation Enhancement Program that provide and support alternate modes of transportation, enhances
the transportation system through the preservation of visual and cultural resources and improves the quality
of life for members of the community; and
WHEREAS, the Village of Mount Prospect has determined that it is in its best interests to submit
an application for Illinois Transportation Enhancement Program funds for the Melas — Meadows Pedestrian
and Bicycle Bridge; and
WHEREAS, the project will include Phase I and Phase II Engineering and Construction and
Construction Engineering; and
WHEREAS; an Illinois Transportation Enhancement Grant will fund 80% of engineering and
construction costs, with 20% to be paid by the local sponsor;
NOW THEREFORE BE IT RESOLVED; By the President and Board of Trustees of the Village
of Mount Prospect, Cook County, Illinois
SECTION ONE: The Village staff is authorized to apply to the Illinois Department of
Transportation for Illinois Transportation Enhancement Program funding for the Melas — Meadows
Pedestrian / Bicycle Bridge; and
SECTION TWO: The Village certifies that they are willing and able to manage maintain and
operate the project; and
SECTION THREE: The Village possesses the legal authority to nominate the transportation
enhancement project and to finance, acquire and construct the proposed project; including all understanding
and assurances contained therein, and authorizes representative to act in connection with the nomination
and to provide such additional information as may be required.
