Subject 3.4 1st reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE
VILLAGE CODE OF MOUNT PROSPECT. {This ordinance increases the number of Class "S-1"

Information
On Thursday, September 21, 2017, the Assistant to the Village Manager, Executive Assistant, and Village Attorney met
with Michael Buta, General Manager at Randhurst Hampton Inn. Mr. Joe Dellisanti, Director of Development Team and
Mr. Nick Polera, Assistant Director represented MCR's owner Mr. Tim Morse via conference call. The purpose of the
meeting was to discuss Mr. Morse's request for a Class "S-1" liquor license. The Class "S-1" license provides for the full
service of alcohol in a hotel and private banquet facility.
Tyler Morse, who is now the seventh largest hotel owner -operator in the United States, founded MCR in 2008. MCR's $2 billion portfolio
currently includes 75 hotel properties of which Randhurst Hampton Inn will be its first Chicago location. MCR intends to invest between
$600,000 to $900,000 within the first six months upgrading the facility with new carpeting, painting, and cosmetic appearance.
Crescent Hospitality, the current management entity of Hampton Inn, will be replaced and Mr. Buta will be responsible for the hiring of an
MCR management team and staff for the hotel. Mr. Buta who grew up in Mount Prospect and attended local schools is excited to represent
MCR as a community partner. Mr. Buta has submitted to a background check and completed classroom Bassett training as required.
Staff discussed the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The Village's Fight
ordinance, along with the need for all employees involved in the sale or service of alcohol to complete a certified liquor servers training
course were also discussed.
Staff Recommendation
The required application is complete and on file along with the payment of appropriate fees and other documentation.
Staff recommends approval of the Ordinance increasing the number of Class "S-1" liquor licenses by one with the current
"S-1" license deleted upon completion of the sale.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class "S-1" Liquor Licenses by One
(1) MCR HOSPITALITY FUND TRS LLC D/B/A HAMPTON INN & SUITES CHICAGO/MOUNT
PROSPECT located at 1 RANDHURST VILLAGE DRIVE Said list is as follows:
