MAYOR'S REPORT Subject 3.1 PROCLAMATION: Breakfast with Baby Awareness Week — September 25 - October 1, 2017 Type Information Breakfast with Baby Proclamation (002).pdf (15 KB) http://www.boarddocs.com/il/vomp/Board.nsf/Public 1/1 Proclamation Breakfast with Baby Awareness Week September 25 — October 1, 2017 WHEREAS, families in financial need who have a child under one year of age or a mother who is at least seven months pregnant have a demonstrated need for both material and financial support; and WHEREAS, this lack of resources often contributes to emotional stress, financial; stress and a shortage of daycare providers due to the lack of an essential need - diapers. National surveys report that one in three American moms have to choose between food and diapers. The condition of not having a sufficient supply of clean diapers to ensure that infants and toddlers are clean, healthy and dry, can adversely affect the health and welfare of infants, toddlers and their families; and forty-eight percent of families delay changing a diaper to extend their supply; and WHEREAS, there are no government assistance programs for the purchase or provision of diapers, and a monthly supply of diapers can cost as much as six percent of a full-time minimum wage worker's salary, therefore obtaining a sufficient supply of diapers can cause economic hardship to families; and WHEREAS, a supply of diapers is generally an eligibility requirement for infant and toddlers to participate in childcare programs and quality early education programs; cloth diapers are often not an option to disposable diapers due the lack of access to laundry facilities that allow cloth diapers to be washed; and WHEREAS, the people of Mount Prospect recognize that addressing this need can lead to economic opportunity for the state's low-income families and can lead to improved health for families and their communities; and WHEREAS, Mount Prospect is proud to house and assist two "Breakfast with Baby" programs located at the Salvation Army and at Saint Paul Lutheran Church. This program, along with companion programs at other churches in the area, meets the second Saturday of every month to provide a supply of diapers, breakfast for the family, supervised play, crafts, conversation, access to resources, networking with other moms, and spiritual support; and WHEREAS, this effective program has assisted families and infants during their critical early development and is worthy of recognition and support. NOW THEREFORE, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect, Illinois, do hereby proclaim the week of September 25th through October 1st, 2017 as "BREAKFAST WITH BABY" AWARENESS WEEK in the Village of Mount Prospect and encourage the citizens of Mount Prospect to donate generously to the Breakfast with Baby Program and to similar efforts through donations of diapers, toys and books, hosting a diaper drive, volunteering at an existing program, or having your organization host its own Breakfast with Baby Program.
