The meeting convened at 9:00 a.m. Village Board members present were Mayor Arlene Juracek and Trustees Paul
Hoefert, Richard Rogers, Eleni Hatzis and William Grossi. Representing Staff were Village Manager Michael
Cassady, Human Services Director Julie Kane and Fire Chief Brian Lambel.

Mayor Juracek opened the meeting with introductions of all in attendance.

John and Sue Elenberger—thanked Judy from Public Works for making sure that the branch in his lawn was taken
care of immediately. John asked if any thought had gone into using the Chase Bank building as a new site for the
Police Department. Mr. Cassady indicated that it would not be a good structure to adapt to a new use. Sue had
nothing to discuss.
Carol Tortorello—inquired as to whether the property that recently went up for sale across from Village Hall had
been previously earmarked for a park. Mr. Cassady stated that the Village attempted to get an option several
years ago and was unsuccessful. The Village is in communication with the owner of the property regarding a sale
price.
Dan Sullivan— indicated that the Police Department has had a presence on Crestwood. Mr. Sullivan would like
additional signage on the street and would like to see it as a street of the week. He asked about the results of the
traffic counter and Mayor Juracek stated that Matt Lawrie will bring the information to the Transportation Safety
Committee and a recommendation will be made to the Board.
Louis Goodman— inquired about the TIF process with regard to the recent legal issues with High School District
214. Mr.Cassady explained the process taken by the Village to vet the TIF and provide for an open and transparent
process. Mr. Cassady stated that the Village is not in favor of two units of government in litigation and another
meeting has been scheduled with District 214. Mayor Juracek added that the Village is attempting to engage
Mayors and Village Managers from other communities as well as the Park District and District 57.
Jerry Boldt—thanked the Village for the coffee and cake.
Bob Burdick — provided pictures of a residence located at 213 S. Elmhurst which he has concerns about. Bob
reported that the home has been uninhabited for approximately three years. He stated it is a visual mess and he
fears it is decomposing on the inside. He has a concern about black mold and would like to know if the interior of
the home will be inspected. Mr. Cassady explained the legal process that must be followed and Mayor Juracek
commented that bank owned properties can be difficult to deal with. Trustee Grossi suggested checking to see if
taxes were paid on the home, as it could be obtained on a tax sale if taxes have not been paid.
Rosemary Hinkemeyer—is here regarding the same issue as Bob Burdick and had nothing to add.
John Dunn—commented that he was surprised that the Chase Building was not in good condition because of the
Village's requirement to conduct inspections. Mr. Cassady explained that safety inspections are completed and
violations are issued to the landlord. Chase Bank does not own the property.
Walter and Pat Szymczak—had nothing to discuss.
Karen Krieger— resides at Crystal Towers and stated it is hard to make a right onto Busse and would like to see a
no right turn on red at Algonquin and Busse. Mayor Juracek explained that the state owns this road and this
concern would need to be raised with IDOT. Karen also stated that there is a creek next to the property with a
culvert that is sinking. Karen called Public Works and was informed this was an issue for IDOT. IDOT was contacted
and stated that they inspected it three years ago and it was fine. Mayor Juracek indicated that the Village would
communicate with IDOT.
Kathy Balogh—had nothing to discuss.
Nicole and John Guagliardo—had nothing to discuss.

Barbi and Steve Van Arsdale—brought up a safety concern with regard to candy being thrown to children at the
Fourth of July parade. Mr. Van Arsdale suggested that parade participants walk and distribute candy. Mayor
Juracek stated that this is a parade rule and that all participants are notified each year. Chief Lambel stated he
will communicate the concerns to the Special Events Commission. Further discussion took place about ways to
make the parade more interesting and the possibility of drawing a chalk line in the road as a boundary for the
parade.
Bill Millar—asked if trailers are allowed on residential property. Mayor Juracek informed him that they can be
there but have to be on a solid structure and can't be located on property as a permanent second home. Mr.
Millar clarified that he was inquiring about the trailer in the parking lot at Westbrook School. Mayor Juracek
stated this is permitted.
Katy and Pat Moran — stated they do not feel there are regular police patrols on South Redwood. Mr. Cassady
explained the Police beat system and stated their concern would be passed on to the Police Department.
Linda Brady—expressed concerns about construction taking place at Golf Plaza II prior to approved hours. Mayor
Juracek advised her to call 911 when this happens so a Local Ordinance ticket can be issued. Mr.Cassady provided
an update on work being done at this location. Ms. Brady acknowledged Consuelo Arguilles for a conversation
she had with Mr. Dimucci after a zoning meeting in which she reiterated that approved plans cannot be changed.
Ms. Brady also expressed concern about the traffic pattern with regard to traffic being directed north coming out
of the plaza.
David Horwitz - inquired as to whether Chase Bank was building another branch. Mayor Juracek informed him
that Chase Bank is moving out of the downtown building to a new location. Mr. Horwitz was concerned about
"reckless expansion".
Vicki Chung— had nothing to discuss.
Chris Rogers— had nothing to discuss.
Terri Gens — inquired about the status of a composting service. Mayor Juracek explained the process and Mr.
Cassady added that this is a subscription option for residents. Mayor Juracek added that this needs to be better
publicized.
Joseph Plata—thanked the Village for the Village app update.
Ronak McFadden—expressed concern about 911 dispatchers not always knowing the exact location of a call when
an address is not provided. Chief Lambel explained that Northwest Central Dispatch covers a large geographic
area for multiple communities. Ms. McFadden also inquired as to who the people were in the parade with "Save
the Bees". Chief Lambel indicated he would follow up with information.
Noreen McAndrew—was attending the meeting for the first time and had nothing to discuss.
Louis Bowers — inquired as to whether there was a facility for animal waste near Oakton Community College.
Mayor Juracek stated there was a proposal for landscape waste, not animal waste. Mr. Bowers also inquired as
to whether a fire that occurred on Boxwood one month ago was due to foul play. Chief Lambel explained that fire
investigations can be difficult and have to be proven beyond a reasonable doubt. Chief Lambel stated the cause
of the fire would most likely be undetermined and stated that he does not think there is any public safety concern.

Peggy Pissarreck— informed the group about Coal Tar sealant and asked if the Village has a program to ban the
use of this product. Mayor Juracek echoed Ms. Pissarreck's concerns and indicated that the Village would further
explore this topic. Mayor Juracek added that the Village would first explore what is being done at the state level
in order to address this in the most efficient way possible.
Nicolai Hinds—left the meeting early.
ThomasTezky— relayed a traffic incident he was involved in and the importance of safe driving seminars.
Tom Manion— Had nothing to discuss.
David Schein - reported that this has been a good monarch year and people can still sign on to help with this
project.
Lee Habich - asked if the Village Board would consider banning fire pits. Mr. Habich stated that the smoke
interferes with breathing for some. Mayor Juracek indicated that there would likely be people on both sides of
this issue and recommended starting with neighborly discussions. Mayor Juracek also stated that this issue could
be explored as part of the sustainability plan.
Nancy Wagner-is the new Superintendent at River Trails District 26 and stated that the District was in the parade
for the first time in a long time.
Craig Iversen- had nothing to discuss.
The meeting was adjourned at 11:00 a.m.
