The meeting convened at 9:00 AM with Mayor Arlene Juracek, Trustee Richard Rogers, Trustee
Paul Hoefert, Trustee Colleen Saccotelli, Trustee William Grossi and Trustee Eleni Hatzis in
attendance. Village Manager Mike Cassady and Executive Assistant Doreen Jarosz
represented staff. Residents in attendance were:

Mayor Juracek welcomed and thanked everyone for attending. The Mayor then spoke about
the recently held Talk and Chalk event on June 3rd with Village Board and its success. She
continued to open the meeting with introductions of all in attendance.
John Elenberger, Redwood Drive — thanked the Human Services Department for equipment
he recently received from its lending closet. He also thanked the Mount Prospect Police
Department for handling a call recently placed by him and commented that Mount Prospect is a
great place to be safe.
Sue Elenberger, Redwood Drive - had nothing to discuss, was just in attendance.
Dan Sullivan, Crestwood Lane - shares concerns about the speed of traffic on Crestwood. He
had brought this to the Village's attention at the last Coffee with Council and feels it has not
been addressed and would like more Police presence on the 700 block of Crestwood. He also
suggested an electronic sign which tracks vehicle speeds. Mayor Juracek stated this possibly
could be addressed by the Transportation and Safety committee. Mr. Cassady added he would
contact the appropriate staff.
John Dunn, Owen Street— commented on the flashing yellow signal at Central and Weller. He
stated yellow is for caution and not stop. He wanted to know who he can write to from the State
to address this concern. This led to a lengthy discussion regarding the crosswalks on Central
Road by Melas Park and enforcement of speed. Mr. Cassady stated the Village request for a
signal light and reduced speed limit was turned down by the State. The Mayor stated House
Representative David Harris just introduced legislation for traffic code enforcement to address
stop on red. Village Manager Cassady stated Representative Harris has been very involved with
the Central/Weller crossing and gave Representative Harris's contact information out.
Louis Goodman, School Street — questioned the language within the code addressing site-
lines of shrubbery and enforcement. He stated there is a large evergreen near School east of
Henry which needs to be cut back. Mr. Cassady took note and will contact appropriate staff.
Jim Chylik, Locust Lane — thanked the Public Works Forestry Department for tree branches
which were recently picked up by them. He also wanted to give a commercial shout out to
Mount Prospect Paints which was the only paint store in town able to customize a color exactly.
He stated it is a family owned store and he encourages residents to support them.
Jerry Boldt, School Street — questioned if Community Service Officers can issue parking
tickets. He voiced his concerns about residents in the neighborhood constantly blocking
sidewalks with their cars, trucks and even boats which are parked illegally in their driveways. He
suggested a newsletter article or web site alert on this matter would be appropriate.
He also recently reported an overgrown bush blocking a sidewalk on the Village's website CRM
form. He did receive a phone call from Public Works questioning if he was unable to cut the
bush. He explained it was not on his property and was just reporting the blocking of the sidewalk
but never heard back from Public Works about the matter. Mayor Juracek mentioned staff would
follow up with Forestry and Community Development departments on this property issue.
Thomas Tezky, School Street — demonstrated the proper way to open a can without cutting
yourself. He then proceeded to read a Memorial Day poem on Veterans and an article on the
proper way to fold the American flag and its purpose. The Mayor thanked him for his words.
Louis Bowers, — Boxwood Drive recently found out that Public Works does not recycle smoke
or carbon dioxide detectors and was questioning where he should recycle non-working
detectors.
He also questioned the recent fire in the basement of a Boxwood unit and its cause. Mr.
Cassady mentioned the fire is under investigation and took Mr. Bowers information to follow up
with him.
Bill Millar, — Central Road questioned why the water main and buffalo boxes on Weller were
marked. Mayor Juracek reported Public Works performs routine maintenance on water mains
and marks them for location of the rod which extends underground.
He questioned the flashing beacons at the Lonnquist and Busse crossing. A general discussion
ensued about the crossing.

He also reported a sidewalk trip hazard on the south side of Central before Busse. Lastly he
mentioned the conflicting information in the Daily Herald as well as flyers recently handed out by
the Village in regard to the start time of the Mount Prospect's Car Show. Mayor Juracek stated
the Car Show is held from 3:00 p.m. to 9:00 p.m. at the Metra Commuter Lot and staff will look
into the communication of reporting event start times.
David Horwitz, - Linneman Rd. questioned the difference between a City and a Village. Mayor
Juracek explained the Village's Council Manager Form of government and the difference
between an Aldermen vs. Trustee as Board members. She continued to give background on a
past proposed Village referendum to make Mount Prospect a City which did not pass and stated
our form of government takes politics out of the village and that Mount Prospect's village board
is non-partisan.
Max Romanowicz, —Ardyce Lane had nothing to discuss.
Walter Szymczak, — Eastwood Avenue had nothing to discuss.
Monika Witek, — Edward Street complimented the hand painted and decorated fire hydrants in
the Village commencing the centennial year. She questioned the painting of all fire hydrants
within the Village. Mayor Juracek commented Public Works along with the Fire Department
maintain a schedule for painting as well as flushing of all village hydrants. She also stated this
project was an example of beautiful "public art" for a child's eyes. Trustee Hoefert added that
after the Centennial "Fired Up" project the hydrants would be painted back to their original color
on that maintenance schedule.
Pat Szymczak, — Eastwood Avenue shared that she ran a 5K this morning at Lions Park in
support of trees for the Mount Prospect Park District.
Pam Mueller, - I-Oka Avenue expressed concern about the increased number of coyotes
sighted in Mount Prospect and demonstrated a metal container she carries with her and shakes
to scare off a coyote if seen. The Mayor responded with a report of another incident involving a
coyote and stated animal killings by a coyote need to be reported to Cook County so it can be
tracked. A discussion ensued on what a resident's right is in regard to their safety in an event of
a sighting. It was requested that information on coyote reporting, safety and what residents can
and cannot do be posted in the Village's newsletter, website and informational green boxes.
Ms. Mueller asked for process clarification on the sign variations at Golf Plaza II which was
voted on at the last Planning and Zoning meeting. The Mayor explained the Village has a set of
standards for sign illumination within the village code. She continued to explain the Planning
and Zoning Commission can take a final vote on variances and not the Village Board. Village
Manager Cassady stated Golf Plaza II owner is in the process of transforming the Center by
rebranding its image. Trustee Rogers explained the intensity of a LED sign is measured in nit
units and the village code has guidelines for brightness of a business sign.
Craig Iverson, —Wille Street had nothing to discuss.
Joe Plata, — Wille Street had several concerns. He stated he likes the look of the new CRM
App on the Village web site, however; some of the links on the mobile App are not working.
There was a discussion on the new web site and Mayor Juracek stated it is a work in progress
and staff would look into calendar and mobile links not working,

Mr. Plata also complimented the beautiful flowers and landscaping placed within the Village by
Public Works and questioned if signage identifying the flowers could be placed next to them.
He again questioned if the Village Code prohibits the use of coal tar. Mayor Juracek responded
that the Village Code does not and she expected that the State of Illinois would soon prohibit its
use in pavement sealers. He asked what the Village's position was on coal tar and Mayor
Juracek responded Public Works would research and respond back.
He questioned pest and weed control applied to Village lawns and asked if the Village was
being environmentally safe. He asked what the Village's footprint was on "going environmentally
green". Trustee Saccotelli commented this would be a good topic for a Committee of the Whole
discussion.
Lastly, he questioned the Village's policy on solar panels. Mayor Juracek responded the Village
code was recently revised to allow for solar energy in all zoning districts and suggested he
reference it.

Angelo Galanis— Kensington Road expressed concern about the noise generated from Home
Depot after 10:00 p.m. and all through the night. Mayor Juracek welcomed Mr. Galanis as a first
time attendee and stated she would have police look into and report back to him.
Virginia Kaslmus and Anna Piotrowska — Kensington Road attended to support Mr. Galanis
and added the noise at Home Depot is a constant wining noise and they cannot open their
windows at night.
David Schein — Na Wa Ta questioned if the adopt a fire hydrant painting would contribute to
hydrants not being able to be opened in an emergency. Mayor Juracek commented there were
guidelines on the type of paint to be used and Mount Prospect Paints even gave a discount if
paint was purchased through them.
He also asked if Mount Prospect could become a sanctuary city for Monarch butterflies. Mayor
Juracek stated at the May 16 Village Board meeting she signed a proclamation declaring May
20, 2017 "Monarch Butterfly Day". Trustee Saccotelli added staff at the Public Works Open
House held in May also handed out milkweed seed to attendees.
Trustee Rogers mentioned Honey Butter Restaurant at 106 W. Northwest Hwy. is now open
and the food is great. He added to watch for the opening of Brick City at 34 S Main in the near
future. Mayor Juracek added Hacienda EI Sombrero's grand opening was held on Friday and
they also have a great menu.
With no further business, Mayor Juracek adjourned the meeting at 10:56 a.m.
