Joint Village Board and Planning & Zoning Commission Workshop
June 13, 2017
1. ROLL CALL- CALL TO ORDER
The meeting was called to order at 7:03 p.m. in the Village Board Room of the Village
Hall, 50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included
William Grossi, Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli and
Michael Zadel.
Planning and Zoning Commission members present included Chair Joseph P. Donnelly,
Agostino Filippone and Walter Szymczak.
Comprehensive Plan Steering Committee members present included Dawn Fletcher
Collins (Co -Chair), Chad Busse (Co -Chair), Tom Zander, Nancy Kim Phillips and Maria
Garstecki.
Staff present included Village Manager Michael Cassady, Public Works Director Sean
Dorsey, Fire Chief Brian Lambel, Police Chief Timothy Janowick, Community
Development Director William Cooney, Finance Director David Erb, Human Services
Director Julie Kane, Human Services Deputy Directory Victoria Bran, Police Deputy
Chief Michael Eterno, Police Deputy Chief Timothy Griffin, Community Development
Deputy Director Consuelo Arguilles, Village Engineer Jeff Wulbecker, Community

3. 2017 COMPREHENSIVE PLAN UPDATE
Village Manager Michael Cassady provided introductory remarks and shared
appreciation for the steering committee and village team commitment and contributions
through the plan update process. He also introduced the workshop's agenda and
activities.
Community Development Director William Cooney stated objectives for the
workshop and explained how workshop activities will be incorporated into
Comprehensive Plan update.
Long Range Planner Malika Hainer provided a brief history of comprehensive planning
in Mount Prospect, how comprehensive planning has changed over time and best
practices today.

Ms. Hainer provided an overview of Village's planning process so far that includes a
Steering Committee consisting of residents, business owners and other stakeholders.
The Steering Committee has provided input throughout the process, highlighted key
issues, and been critical to the development of the plan. Also engaged in the process is
a Staff Advisory Committee who provided information on existing conditions and
feedback on interim work products for the plan. An additional interview was conducted
with the Chamber of Commerce and Downtown Merchants' Association to provide an
opportunity for input from the business community. A project website
(www.envisionmp.org) was set up to share information on the planning process,
upcoming events and to have access to the community survey.
Ms. Hainer explained that every comprehensive plan includes a community survey. The
Village completed a resident survey in 2016 that addressed Village services and the
comprehensive plan survey focused on housing, transportation, other service needs,
and 3rd places in the community or sense of place. Ms. Hainer reviewed engagement
opportunities like informational booths at community events and open houses to get
resident feedback on issues and opportunities, as well as their vision for the community.
Also a visioning workshop was conducted to engage the Steering Committee and Village
staff.
Additionally, staff reviewed data analysis and trends to understand how the community
has changed, projections for the futures, surrounding community plans, regional plans,
cook county transportation plan and the Village's strategic plan.
Ms. Hainer presented the Vision Statement for the Comprehensive Plan and reviewed
the 6 key topics of the plan (livable built environment, mobility, community, health &
safety, resiliency and economic vitality).
Instructions were provided for the group engagement session and big ideas workshop.
The workshop started 7:30 p.m.
