Information
The Village's Bicycle Plan as well as the recently approved Rand Road Corridor Study identifies the need for pedestrian
signals and marked crosswalks at the triangle intersection formed by Rand Road, Elmhurst Road and Kensington Road.
The Randhurst shopping center, restaurants, retail shops, and Prospect High School are nearby and generate quite a bit of
pedestrian activity. Pedestrians and bicyclists cross these high volume roadways on a daily basis without typical safety
measures. For years, residents have requested pedestrian signals and crosswalks at this location. However, up until
recently, the Illinois Department of Transportation (IDOT) has indicated the existing traffic signal controller could not
accommodate the required pedestrian crossing phases. The Village has been informed new technology is now available
and a more advanced controller can replace the current one. The Village is eager to take advantage of this new
technology and enhance safety for pedestrians and bicyclists at this location.
IDOT has identified fifteen intersections involving State of Illinois roadways in the Chicagoland area to receive pedestrian
signals and marked crosswalks in 2017. Federal funds from the Highway Safety Improvement Program (HSIP) have been
secured by IDOT and will pay for 90% of the construction and engineering costs. The remaining 10% will be paid
proportionally between IDOT and municipalities. The project will be administered by IDOT.
Two of the fifteen intersections included in this project are within Mount Prospect. Rand Road & Euclid Avenue will see
pedestrian signals and marked crosswalks along the east and south legs of the intersection. HSIP funds will pay for 90%
and IDOT will pay the remaining 10%. The other intersection is the triangle area of Rand Road, Elmhurst Road (IL Route
83) & Kensington Road. Pedestrian signals and marked crosswalks will be installed on the outer legs of the intersections.
Pedestrians and bicyclists will not be directed to the center island. HSIP funds will pay for 90%, IDOT will pay for 8.89%,
and the Village's participation is 1.11%. Based on IDOT's cost estimate of $115,000.00 for the intersection, the Village's
share is $1,276.50.

Construction drawings have been completed and IDOT is preparing to bid the project in June. Work will include
installation of LED countdown pedestrians signals, underground conduit & wiring, galvanized steel posts, and pavement
markings. Construction is expected to begin in the fall and be completed by the end of the year.
As part of the process, IDOT requires the Village to enter into an Intergovernmental Agreement (IGA) attesting that
sufficient local funds have been allocated for the Village's share of the project. A copy of this agreement, along with maps
denoting the project areas, is attached.
The total estimated construction and engineering costs for the Rand -Elmhurst -Kensington intersection is $115,000.00.
With the HSIP grant covering $103,500.00 (90%) and IDOT covering $10,223.50 (8.89%), the remaining Village share
is estimated at $1,276.50 (1.11%). For purposes of the Intergovernmental Agreement, the Village must attest that we
support the project and sufficient funds are available to cover the Village share.
Once bids are opened and a contractor selected, IDOT will require the Village to concur with an award of the construction
contract. Staff will present the bid amount of the chosen contractor and the Village's actual share of the project. The
Village Board of Trustees will be asked to approve or deny a contract award prior to construction. If approved, IDOT will
administer the project and pay the contractor directly. IDOT will then invoice the Village requesting reimbursement for
construction and engineering. Sufficient funds based on the cost estimate for construction and engineering are available
in the 2017 Village Budget.
Alternatives
1. Approve a resolution authorizing the mayor to sign an intergovernmental agreement for the installation of pedestrian
crossing signals.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board approve a resolution authorizing the mayor to sign an intergovernmental
agreement with the Illinois Department of Transportation supporting the installation of pedestrian crossing signals at the
Rand/Euclid intersection and the Rand/IL 83/Kensington intersections. The Village's financial participation in the project
will be limited to $1,276.50.

AGREEMENT
THIS AGREEMENT entered into this _ day of A.D., by and between the
STATE OF ILLINOIS, acting by and through its Department of Transportation, hereinafter called the
STATE, and the Village of Mount Prospect, County of Cook, of the State of Illinois, hereinafter called
the VILLAGE.
WITNESSETH
WHEREAS, the STATE, in order to facilitate the free flow of traffic and insure safety to the
motoring public as part of the Highway Safety Improvement Program is desirous of improving the
existing signalized intersection on US 12 (Rand Rd) by installing pedestrian signal heads and push
buttons at the intersection of US 12 (Rand Rd) at IL 83 (Elmhurst Rd) at Kensington Rd (to be known
as Job Number C-91-023-17, Section 2016-056TS and Contract No. 62D44) and by performing all
other work necessary to complete the improvement in accordance with the plans and specifications;
and,
WHEREAS, the VILLAGE is desirous of said improvement in that same will be of immediate
benefit to the VILLAGE, and permanent in nature; and,
WHEREAS, the VILLAGE shares jurisdiction of the following intersection with the STATE at
US 12 (Rand Rd) at IL 83 (Elmhurst Rd) at Kensington Rd
NOW THEREFORE, in consideration of the mutual covenants contained herein, the parties
hereto agree as follows:
1. The STATE agrees to prepare plans and specifications, receive bids, award the contract, furnish
engineering inspection during construction, and cause the improvement to be built in accordance
with the plans, specifications, and contract. The STATE also agrees to pay all construction and
engineering costs subject to reimbursement by the VILLAGE as hereinafter stipulated.
2. The VILLAGE agrees to approve the plans and specifications by letter or resolution prior to the
STATE advertising for the work to be performed hereunder.
3. It is mutually agreed that the proportional participation for the construction costs and engineering
costs of this improvement shall be as follows:

4. It is mutually agreed that the estimated construction costs and engineering costs of this

5. It is mutually agreed that the VILLAGE will reimburse the STATE in an amount equal to the
VILLAGE'S share of the actual cost as determined in accordance with Item #4 above. It is
mutually agreed that upon award of the contract for this improvement, the VILLAGE will pay to
the Department of Transportation of the State of Illinois, in a lump sum from any funds allotted to
the VILLAGE, an amount equal to 80% of its obligation incurred under this Agreement, and will
pay to the said Department the remainder of its obligation (including any non -participating costs
for FA projects) in a lump sum, upon completion of the project based upon final costs.
6. Upon acceptance by the Department of Transportation of the traffic signal improvement included
herein, the financial responsibility for maintenance and electrical energy for the operation of the
traffic signals shall remain as outlined in the Master Agreement executed between the Village of
Mount Prospect and the Department of Transportation for the term of which begins July 1. 2011.
If, in the future, the Department of Transportation adopts a roadway or traffic signal improvement
including any of the aforementioned intersection requiring modification to the traffic signal, then
the VILLAGE agrees to be financially responsible for its proportionate share in accordance with
Department policy to modernize or reconstruct said installation and will be responsible for all
costs to relocate or reconstruct the emergency equipment in conjunction with the Department's
proposed improvement.
8. Payment by the STATE of any or all of its share of maintenance and energy costs is contingent
upon the STATE receiving adequate funds in its annual appropriation.
9. The STATE retains the right to control the sequence of timing on the traffic signals.
10. The VILLAGE agrees to exercise its franchise right to cause private utilities to be relocated at no
expense to the STATE.
11. This agreement shall be binding upon and inure to the benefit of the parties hereto, their
successors and assigns.

A RESOLUTION AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND
THE ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT) FOR
PEDESTRIAN CROSSING IMPROVEMENTS AT THE INTERSECTION OF
RAND/EUCLID AND THE RAND/IL 83/KENSINGTON INTERSECTIONS, MOUNT PROSPECT, ILLINOIS
WHEREAS, the Village of Mount Prospect (the "Village") is a home rule unit of government pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the provisions of the Intergovernmental Cooperation Act, (5 ILCS 220/1 et seq.,) authorizes and encourages
intergovernmental cooperation; and
WHEREAS, the Village of Mount Prospect and the Illinois Department of Transportation (IDOT) are units of government
within the meaning of the Constitution of the State of Illinois, 1970 Article VII, Section 10, having the power and authority
to enter into an intergovernmental agreement; and
WHEREAS, the Village's Bicycle Plan and the Rand Road Corridor Study identify the need for pedestrian signals and
marked crosswalks at the triangle intersection formed by Rand Road, Elmhurst Road and Kensington Road; and
WHEREAS, IDOT identified the intersection of Rand and Euclid and the Rand/IL 83/Kensington intersections as State of
Illinois roadways to receive pedestrian crossing improvements in 2017; and
WHEREAS, Federal funds from the Highway Safety Improvement Program (HSIP) will cover 90% of the construction and
engineering costs and the remaining 10% will be paid proportionally between IDOT and the Village of Mount Prospect;
and
WHEREAS, the estimated total construction cost for the pedestrian crossing improvements at the intersection of
the Rand/IL 83/Kensington intersections is $115,000; $103,500 of this cost will be covered by the HSIP grant, $10,223.50
by IDOT, and the remaining estimated balance of $1,276.50 will be paid by the Village of Mount Prospect; and
WHEREAS, the improvements shall include pedestrian signals and marked crosswalks along the east and south legs of
the Rand Road and Euclid Avenue intersection and on the outer legs of the triangle area of Rand Road, Elmhurst Road(IL
Route 83 and Kensington Road; and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect have deemed that the best interests of the
Village will be served by entering into the Intergovernmental Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS, PURSUANT TO ITS HOME RULE POWERS:
SECTION ONE: The Board of Trustees of the Village of Mount Prospect do hereby authorize and direct the Mayor to
execute the Intergovernmental Agreement between the Village of Mount Prospect and the Illinois Department of
Transportation (IDOT) for pedestrian crossing improvements at the Rand/Euclid Intersection and the Rand/IL
83/Kensington intersections attached hereto and made a part of this Resolution as Exhibit "A."
SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the
manner provided by law.
