Commissioner Otteman made a motion seconded by Commissioner Beattie to approve of the minutes from the Planning and Zoning Commission meeting on March 23, 2017. The minutes were approved 4-0. Chairman Donnelly introduced Item A on the Agenda,PZ-07-17. Mr. Shallcross stated that the Subject Property is located on the south side of Rand Road, and is currently being developed with a new Starbucks Coffee. He stated it is the former site of X-Press-O Coffee. He stated that the Subject Property is zoned B3 Community Shopping and is bordered to the west, south, and east by B3 Community Shopping. He stated that it is bordered by the B4 Corridor Commercial across Rand Road. Mr Shallcross stated that the Petitioner has permit approval to install a wall mounted menu board by the drive-thru window and is proposing to locate a second menu board at the entrance of the drive-through lane. He stated that the staff report showed the location of the sign and that it was 5.44' high and 12 square feet in size. Mr. Shallcross stated that the second menu board requires variation approval as the Village's sign code permits only one menu board for a drive-through facility. Planning and Zoning Commission-April 27,2017 PZ-07-17 Joseph Donnelly- Chair Mr. Shallcross then reviewed the Village Code's Sign Variation Standards. He further stated that the Petitioner believes that the second menu board will prevent stacking and reduce traffic.Per the Petitioner, the second menu board adds to the safety of customers using the drive-through by highlighting promotional items, new drinks, and seasonal items. The Petitioner also stated that the second menu board provides customers with ordering options prior to reaching the full menu board. Mr. Shallcross stated that staff is supportive of the second menu board. Staff believes that a reduction in stacking times justifies the need for a second menu board due to the site's unique characteristics and limited stacking capacity. He further stated the Subject Property is an irregular, small lot with no direct access to Rand Road. He stated that the second menu board sign area would be smaller measuring 12 sq. ft. than the 40 sq. ft. that is permitted per code and that the second menu board would not be detrimental to surrounding properties as the property is adjacent to commercial drive-through facilities to the north and south. He stated that the Village has previously approved variations for two menu boards for Chick- fil-A in 2011 and McDonald's in 2014. Mr. Shallcross stated that based on Staff's review of the proposed sign, Staff recommends that the Planning and Zoning Commission approve the following motion: "To approve a variation to allow a second menu board measuring 12 square feet in area and 5.44 feet in height." Mr. Shallcross reiterated that the Planning and Zoning Commission's decision is final for this sign request. Chairman Donnelly opened up questions for staff. Chairman Donnelly asked about the location and size of the originally approved menu board. Staff confirmed that the previously approved menu board was the maximum 40 sq. ft.in size and is located on the south side of the building. Chairman Donnelly then swore in the Petitioner, Malisa Crow of 125 Hillside Drive, Greenville, South Carolina. Chairman Donnelly asked the Petitioner to explain why the variance was needed. The Petitioner said that the pre-menu board would prevent stacking and traffic build up on the site, and would enhance safety. Chairman Donnelly asked about the difference between the proposed pre menu board and the main menu board. The Petitioner stated that the pre menu board would include promotional items, a larger variety, and not include the same information as the main menu board. Commissioner Mizwicki asked if the proposed sign was static. The Petitioner confirmed that neither of the board signs include motion and will be changed as needed. Chairman Donnelly asked if the menu boards are electronic and back-lit. The Petitioner stated that neither signs are electronic and that both are back-lit. Commissioner Beattie requested the motion seconded by Commissioner Otteman to approve the following motion: "To approve a variation to allow a second menu board measuring 12 square feet in area and 5.44 feet in height." UPON ROLL CALL AYES: Otteman, Beattie, Mizwicki, Donnelly NAYS: None After hearing one more case, Commissioner Beattie made a motion seconded by Commissioner Mizwicki and the meeting was adjourned at 8:43 pm. } Jason C.
