Information
The Village of Mount Prospect operates a water distribution system that uses high -service booster pumps to circulate
water to and from the various water reservoirs to customers. Each year, staff performs testing and preventive
maintenance on these high -service pumps and motors. As part of this annual check-up, certain pumps and motor
assemblies are identified as needing further rehabilitation. This year, two (2) pumps were identified as needing further
work: Station 11 pump 2- a Peerless 100 HP horizontal split case and at Station 17 pump 1 — a Weinman 50 HP
horizontal split case. A copy of the most recent inspection report for these pumps is attached.
Staff prepared a bid specification for the repair of the pumps and the replacement of the electric motors for these
assemblies. There were alternate bid items; one was to paint the interior volute of each pump with an epoxy based paint
that aids in reducing pitting and corrosion of the pump's interior. Another alternate was for the addition of safety shields
on two other motor -pump assemblies which are designed to provide protection for workers from the rotating shaft. The
final alternate was for the repair of the concrete bench and rail assembly at Station 11 for an existing pump. The
concrete bench and rail is where the motor and pump rest and this assembly needs to be level, sound and in good
condition for better performance.
Both of the electric motors that power these water pump assemblies will be replaced with an EPA -rated high efficiency
electric motor rated for variable frequency drive use. The pumps will be overhauled. Overhaul work will include sleeve and
bearing replacement, impeller trimming and balancing, re -assembly, and re -coating.
Bid documents were sent to eighteen (18) area firms. A copy of the bid package is attached. A bid notice was published
in a local paper and also placed on the Village's web page. Two (2) additional firms picked up bid documents.
Bids were received on May 1, 2017, opened and read aloud as required. Four (4) bids were received:

Staff's estimate of probable cost was $41,900. A detailed bid tabulation is attached.
The lowest bidder, Omni -Pump Repairs, Inc. of Franklin Park, Illinois confirmed that their bid did indeed address all of the

with the bid specifications. Their bid was properly signed and appropriate bid security submitted. A copy of their bid
submittal is attached.
Omni -Pump Repair Inc. has not performed work for the Village and staff requested recent references. All references were
contacted and 6 of 8 responded. Staff received the following comments:

has been very satisfied' with their work and the firm 'has addressed all issues timely'.
6. Village of Streamwood Public Works stated that the firm was 'reasonable in price' but had issues with delivery of
one product. Overall they are satisfied with the firm.
Staff then contacted Omni -Pump to discuss the concerns raised by the one reference to ensure that the Village's repairs
would be timely, that there were no issues with the bid or submittal and that all specific criteria in the bid document were
understood and agreed to. Staff was satisfied by the responses and assurances of the firm. Staff is recommending Omni -
Pump Repairs, Inc. as a responsible bidder.
Staff is asking for a 10% contingency be added to the award to cover any unforeseen parts or repairs that may be
discovered upon disassembly. If there are no additional repairs or parts needed then the funds will not be spent.
The total recommended 2017 bid award will be $31,900 (this includes the base bid with all alternates of $29,000 plus a
10% contingency of $2,900 for a total of $31,900). Sufficient funds are available to perform this work.
