Information
A key component of the 2017 Mount Prospect Strategic Plan is to evaluate pedestrian and bicycle crossing activity along
the entire limits of Central Road in the Village of Mount Prospect and to develop an overall plan for safe and efficient
crossings. The Village's ongoing efforts to construct sidewalk, install signed & marked bike routes, install pedestrian
signals & crosswalks, and promote walking & biking in the Village have resulted in an increase in activity throughout the
community.
Central Road from Arthur Avenue to Rand Road is owned by the Illinois Department of Transportation (IDOT). From Rand
Road to Wolf Road, Central Road is under the jurisdiction of the Village. Over the entire three-mile stretch, there are 10
signalized intersections, four (4) uncontrolled marked crosswalks, and numerous unmarked crossings with sidewalk ramps
at intersections. Central Road has a consistent 35 mph speed limit with a variety of adjacent land uses including
residential, commercial, parks, schools and churches.
The primary goals of this study are to evaluate existing and potentially new pedestrian/bicycle crossings and to develop a
plan for the Central Road corridor that enhances safety and consistency. Tasks will include gathering vehicle & pedestrian
counts, performing traffic signal warrant studies, reviewing school speed limit zones, researching best practices & new
technologies, collaborating with IDOT, and detailing recommendations for the corridor.
Village staff is seeking at this time to enter into a contract with a consulting firm for preliminary design engineering
services. The study is expected to be completed this summer. Highlights of the study will include:
• Report on existing conditions along the corridor.
• Review crash reports involving pedestrians and bicyclists provided by the Village. Determine rates based on
timeframe and average daily traffic, and compare to regional and national data.
• Collect vehicle & pedestrian counts; perform a traffic signal warrant study at Central Road & Emerson Street.
• Review a conceptual pedestrian crossing plan for the Central Road, Northwest Highway & Prospect Avenue
intersection created by the Village. Consider new pedestrian/bicycle crossings, or modification/removal of existing
crossings, as necessary.
• Review school speed limit zones along the corridor.
• Create a best practices and new technology section of measures that could be implemented at the
pedestrian/bicycle crossings. Provide a recommendations section to enhance safety and provide greater consistency

at both signalized and uncontrolled intersections. Conceptual drawings should be included in the recommendations.
• Prepare preliminary cost estimates for new and modified pedestrian/bicycle crossings, with tiered approaches to
improvements and identification of potential funding sources.
Complete details on the scope of work is included in the attached RSQ.
As permitted by the Qualification Based Selection process, the Village solicited Statement of Qualifications and Proposal
from five (5) engineering consulting firms to provide preliminary design engineering services for the Central Road
Pedestrian Crossing Study. A copy of this request for proposals is attached. Each firm was asked to submit as part of
their proposal the following information:
1. Resumes of key personal and related experience on similar type projects
2. Summary of the firm's approach to the project
3. Staff hour estimate and cost proposal for major phases of work
4. Project schedule
The Village received three (3) submissions. The three consulting firms' Statement of Qualifications and Proposal were
reviewed on the basis of their understanding of our goals and their methodology to complete the study. They were then
rated (with a maximum score of 100 points) according to these specific categories: background of firm, capacity to
perform work, understanding of the project, related experience, project schedule, and work effort. This analysis is
summarized in Table 1 below:

The highest rated firm is Ciorba Group of Chicago, Illinois. Ciorba Group has put together a strong project team with
extensive experience working on pedestrian enhancement projects and traffic signal studies. They provided a thorough
proposal that will collect and analyze pedestrian/vehicle data along the corridor and meet the objectives of the study.
They also have a working relationship with IDOT and will solicit their input throughout the process. It is staff's opinion
that Ciorba Group will provide the best product at an appropriate number of hours. A copy of Ciorba's proposal is enclosed.
Cost proposals were also requested from all of the consultants. Analysis of cost proposals is summarized in Table 2 below:

Village staff estimated 300 hours to complete the study at an approximate cost of $39,000.00 ($130 per hour).
The lowest cost proposal was submitted by Ciorba Group. Staff finds that Ciorba's work effort estimate for the scope of
work is reasonable (275 hours) and the average hourly rate ($128/hour) is competitive.

biking in the Village have resulted in an increase in activity throughout the community.
Arterial roadways such as Rand Road, Algonquin Road and Central Road, however, are often viewed as
barriers to pedestrians and bicyclists. High volumes and speeds can make it difficult to cross. As a
result, the Village occasionally receives complaints that crossing these busy roadways are dangerous and
discourage residents from traveling by walking or biking. Other complaints point to inconsistent
crossing measures or a lack of safety measures.
Most arterial roadways in the Village are not under our jurisdiction. Central Road from Arthur Avenue
to Rand Road is owned by the Illinois Department of Transportation (IDOT). From Rand Road to Wolf

minimum, the following tasks are to be included in the scope of services. Additional tasks, at the
consultant's recommendation, will be considered by the Village.
1. Create an existing conditions section after becoming familiar with the current pedestrian and bicycle
crossings and land uses along the corridor.
2. Review crash reports involving pedestrians and bicyclists (Village to provide). Determine rates based
on timeframe and ADT, and compare to regional and national data.
3. Collect vehicle & pedestrian counts and other pertinent information as necessary.
4. Perform a traffic signal warrant study at Central Road & Emerson Street. Studies have recently been
performed at Cathy Lane, We -go Trail and Weller Lane that resulted in traffic signal systems not
being warranted.
5. Review a conceptual pedestrian crossing plan for the Central Road, Northwest Highway & Prospect
Avenue intersection created by the Village.
6. Review school speed limit zones along the corridor.
7. Consider new pedestrian/bicycle crossings as needed. Specifically, review potential crossings at Pine
Street and at St. Emily Church. Pedestrian crossing signals are planned for the Central Road and
Arthur Avenue intersection later this year.
8. Consider modifying or removing existing pedestrian/bicycle crossings as necessary.

9. Create a best practices and new technology section of measures that could be implemented at the
pedestrian/bicycle crossings.
10. Provide a recommendations section to enhance safety and provide greater consistency at both
signalized and uncontrolled intersections. Each pedestrian/bicycle crossing should identify specific
infrastructure enhancements that may include but not be limited to pedestrian crossing signals,
signage, pavement markings, refuge islands, sidewalk, bike paths, and lighting. Conceptual drawings
should be included as a visual element of the recommendations.
11. Coordination with Village staff and IDOT.
12. Prepare preliminary cost estimates for new and modified pedestrian/bicycle crossings. Provide a
tiered approach for near-term, mid-term and long-term improvements.
13. Identify potential funding sources for design engineering and construction costs.

Introduction to Project Team
Ciorba Group's success in providing design engineering services on transportation projects stems from our
engineering capabilities, knowledge of IDOT BLR&S requirements and understanding of the municipal
environment. In addition, our team members are pro -active rather than reactive in our services. We believe

agencies. In order to perform well the consultant has to look at the overall picture and step up to the
challenge of solving the problem in the most cost-effective way. Ciorba's goal of providing "Quality

Key personnel assigned to the Project Team will include:
Duane O'Laughlin, PE - Project Manager
At Ciorba Group we believe in a "hands-on" Project Manager who will lead the team operations and
coordinate all their efforts daily. Duane will continue this approach for the Downtown Transportation Study. His
duties will include technical assistance, monitoring conformance to the project schedule for milestone
submittals, implementation of the QC/QA Plan and overseeing staffing needs for the project.
Duane has over 30 years of engineering experience involving a wide variety of public infrastructure projects for
state, county and local agencies. He is experienced in the development of engineering studies and reports
and the preparation of final design plans, specifications and construction cost estimates. Duane was the
Project Manager for the relocation of the Metra Dee Road Station in Park Ridge.
Mark Johnson, PE, PTOE - Project Engineer
Mark Johnson will oversee the day to day work effort for the study under Duane's direct supervision. All team
members will report to him as the engineering services are performed. Mark has 25 years of experience
specializing in the preparation of preliminary engineering studies and design plans for transportation
improvements. Mark leads Ciorba's traffic and geometric engineers in improving capacity and developing
safer horizontal and vertical alignments for state, county and local roadways. Mark has attended numerous
seminars and webinars on intersection safety improvements, roundabout design and ADA/PROWAG
compliance.
The resumes of the above key personnel are included at the end of this section of our proposal. Other Ciorba
Group engineers and technicians may be assigned to the project as needed for the timely completion of the
engineering services.

ABOUT DUANE
Mr. O'Laughlin is the Roadway/Construction Group Manager and serves as a Project
Manager for preliminary, design and construction engineering services on infrastructure
improvement projects. These projects have included the reconstruction or rehabilitation
of expressways, arterial streets, county highways and local streets as well as the
installation of new drainage systems, water mains, traffic signals, and lighting. Trained
in implementing Context Sensitive Solution procedures, Duane has experience in
public involvement for all three phases of an improvement. He has more than 31 years
of experience working on projects for federal agencies, the Illinois Department of
Transportation, Illinois Tollway, counties, municipalities and private clients.
REPRESENTATIVE PROJECT EXPERIENCE
Lake Street Reconstruction, Chicago Department of Transportation.
Project Manager supervising the update to a 16 year old Project Development Report (PDR)
for the reconstruction of Lake Street from Ashland Ave to 1-90/94 (Kennedy Expressway).
The updates are necessary in advance of preparing the design plans and specifications for
the project. The proposed typical section will be modified to accommodate a new bicycle
lane. Besides the bicycle lane, the horizontal geometrics will be revised to install curb bump
outs at intersections to improve pedestrian safety. A conflict with the foundation of the
recently reconstructed Morgan Street CTA Station requires revising the roadway profile at
this location. The proposed profile will be reviewed along the length of the entire project to

three years of crash data and updating intersection design studies including capacity
analysis. The proposed Phase I revisions will be coordinated with the Randolph Street/Fulton
Market Association, representing local businesses, to obtain input on the proposed roadway
improvements. The design will be modified based on their input as directed by the City.
Once all the Phase I updates have been made, a PDR amendment will be prepared and
submitted to the IDOT BLR&S and FHWA for review and approval.
Harlem Avenue Rehabilitation, Village of Glenview.
Project Manager for the preliminary and design engineering services to rehabilitate 6,400
feet of roadway. The existing water main on Harlem Avenue will also be replaced the entire
length of the improvement. STP funding will be used to construct the roadway improvements
so all engineering services were prepared in accordance with IDOT BLR&S requirements.
The project was processed as a LAFO, Categorical Exclusion (Group 1) so the preliminary
engineering was limited to completing BLR Form 19100 along with the necessary exhibits.
These exhibits included Location Map, typical sections, five years of crash data and a
warrant analysis for the existing traffic signals. Roadway improvements consisted of pavement
patching and milling, sidewalk replacement at intersections to meet ADA requirements,
pedestrian signal upgrades at three intersections and bituminous resurfacing. Design
engineering included the preparation of plans, specifications, and cost estimates for the
rehabilitation of the roadway and the installation of the new water main.
Brandywyn Lane and Thompson Boulevard Improvements, Village of Buffalo Grove
Project Manager for the Phase I preliminary engineering services to improve Brandywyn Lane
and Thompson Boulevard. Brandywyn Lane from Deerfield Parkway to Prairie Road and
Thompson Boulevard from Arlington Heights Road to Weiland Road are both Village collector
roadways. Services include horizontal and vertical alignment studies, pavement evaluation,
multi -stop warrant analysis, ADA compliance review, crash analysis, and public involvement.
STP funds will be used for construction, therefore, all studies and reports will be completed in
accordance with IDOT BLR&S and FHWA requirements.
Austin Avenue Improvements, Village of Morton Grove.
Project Director overseeing Phase I preliminary engineering for the rehabilitation/
reconstruction of Austin Avenue from Oakton Street to Lincoln Avenue. Services included
conducting an Intersection Design Study at Austin Avenue/Oakton Street, capacity analysis
at Austin Avenue/Lincoln Avenue, crash analysis, pavement evaluation, right of way analysis,

ABOUT MARK
Mr. Johnson is a Transportation Manager specializing in the preparation of preliminary
engineering studies and design plans for improvements to expressways, arterial roads, and
municipal streets. He leads Ciorba's traffic and geometric engineers in improving capacity
and developing safer horizontal and vertical alignments for state, county, and local
roadways. Mr. Johnson has been trained and is experienced in the NEPA environmental
processing necessary to construct today's infrastructure improvements. He has also been
trained in Context Sensitive Solutions procedures to engage local stakeholders in the planning
process with the goal of minimizing adverse impacts to the community.
REPRESENTATIVE PROJECT EXPERIENCE
Clybourn Avenue and Division Street Protected Bicycle Lanes, Illinois Department of
Transportation, District One
Project Manager overseeing Phase I engineering services for bicycle safety improvements
on Clybourn Avenue and Division Street in the City of Chicago. Phase I studies includes
parking studies, speed studies, intersection design studies at five intersections within the
project limits, capacity analysis using Synchro, as well as a crash analysis. Public meetings
will be held as necessary to present and receive input from local residents and businesses
for the proposed improvements. A summary of all studies will be presented in a Project
Development Report prepared for the project and submitted to IDOT for review and
approval.

Project Engineer overseeing the update to a 16 year old Project Development Report
(PDR) for the reconstruction of Lake Street from Ashland Ave to 1-90/94 (Kennedy
Expressway). The updates are necessary in advance of preparing the design plans
and specifications for the project. The proposed typical section will be modified to
accommodate a new bicycle lane. Besides the bicycle lane, the horizontal geometrics
will be revised to install curb bump outs at intersections to improve pedestrian safety. A
conflict with the foundation of the recently reconstructed Morgan Street CTA Station
requires revising the roadway profile at this location. The proposed profile will be reviewed
along the length of the entire project to verify conformance to ADA guidelines. Other

PROJECT UNDERSTANDING
The Village of Mount Prospect desires a pedestrian crossing study of Central Road from Wolf Road to Arthur Avenue.
These three miles of Central Road are plagued with inconsistency in pedestrian and bicycle amenities. The
combination of signalized intersections and other intersections with marked and unmarked crosswalks creates a
concern for those wanting to cross this highly -traveled street.
Central Road is an arterial roadway that is either under the jurisdiction of IDOT or the Village of Mount Prospect.
Several roadways that intersect with Central Road are also under the jurisdiction of IDOT. The land uses along this
corridor are mostly residential with commercial properties clustered around most major intersections plus parks,
schools, churches and the Village Public Works Facility. The UPRR also has an at grade crossing between Northwest
Highway (US 14) and Wa Pella Avenue.
The goal of this study is to evaluate the intersections along the corridor to establish best practices that provide
consistency and enhance safety for pedestrians and bicyclists that cross Central Road.
PROJECT APPROACH
Ciorba Group is well versed in traffic engineering with a thorough knowledge of roadway geometric and safety
standards including those provided in IDOT's Bureau of Design and Environment Manual and Bureau of Local Roads
& Streets Manual and the Manual on Uniform Traffic Control Devices. Ciorba Group is pre -qualified with IDOT in Traffic
Studies, Safety Studies, Feasibility Studies, and Special Studies: Traffic Signals. In addition, Ciorba Group has
developed strong professional relationships with the personnel at the various IDOT Bureaus that review and permit
improvements to their roadways.
The critical work tasks for the study will include:
1. A kick-off meeting will be held with the Village to review the proposed scope of improvements, engineering
parameters and project schedule. At this meeting, Ciorba will obtain any available public utility atlases,
roadway plans, and right of way information from the Village. Two additional meetings have been estimated
to discuss study findings with the Village staff and prepare for the presentation to the Village Board.
2. Coordination with IDOT.
3. Review the Mount Prospect Bicycle Plan with regard to Central Road and intersecting streets.
4. Conduct a site visit to document and evaluate each intersection along the corridor identifying marked and
unmarked crosswalks, signage, accessible ramp compliance, pedestrian push-button accessibility
compliance, and witness traffic on intersecting streets.
5. Perform 12 -hour machine and two-hour manual vehicle, pedestrian and cyclist counts at key locations to
perform traffic signal warrant analysis and gauge the amount of pedestrian and cyclist crossings. Our efforts
will focus on locations that create higher traffic volumes. Miovision will be used for the machine counts at
these intersections. Miovision is a video system that is a cost effective alternative to technicians performing
the onsite counts. Ciorba effectively used Miovision for the recently completed traffic signal warrant analysis
at the Central Road intersections with Weller Lane, We Go Trail and Cathy Lane.
1. Pedestrian safety will be a paramount consideration during the study. All crosswalks and other sidewalk
locations will be reviewed for ADA and PROWAG requirements. Special attention will be paid to crosswalk
locations that experience high pedestrian volumes. A warrant analysis will be completed at these locations:
a. Central Road at Pine Street - Capannari Ice Cream and a pocket park on Pine Street south of Central
Road is a popular destination for families.
b. Central Road at Emerson Street- There is already a traffic signal immediately to the west at Main
Street; however, the Mt Prospect Library and the Village Hall could generate a significant amount of

traffic. Providing a pedestrian refuge island at the west leg of this intersection would likely improve
safety at this location.
c. Central Road at Owen Street - Busse Park is on Owen Street to the north and Owen Park to the south.
d. Central Road at Clayton/Horner Lane and at Marcella Road - St. Emily Church and School is between
these streets. Bluett Park and Sioux Park are also to the north and south of Central Road respectively.
A mid -block crosswalk is not recommended at the St. Emily Church due to the proximity of these two
streets. Clayton/Horner Lane may be a good location for a crosswalk since it is a through street to
these two parks.
2. Perform a crash analysis of crashes involving pedestrians and cyclists along the corridor to determine if
concentrated locations exist and what remediation efforts could be done to mitigate incidents.
3. Verify if current crossings are needed and determine if additional crossings are necessary.
4. Review school speed limit zones so they are being applied per the MUTCD.
5. Develop a guide for marking and signing of crosswalks per the MUTCD.
6. Review a concept plan of the Central Road, Northwest Highway and Prospect Avenue intersection and
provide recommended improvements.
7. A report will be prepared that will summarize the results of the engineering studies and document
coordination/meetings with the Village and IDOT. The report will also develop best practice guidance for
crossings, and recommendations to the Village going forward. Conceptual drawings (6 estimated) will be
developed for proposed improvements. Cost estimates will be prepared for recommended strategies as well
as recommended funding sources.
PROJECT SCHEDULE
Ciorba Group will meet the Project Schedule outlined in the Village's RSQ. We strongly believe that a successful
project is the result of a partnership between the Consultant and the Village, in which we share the goal of meeting
the schedule and budget of the project while providing a quality product for the community. Accomplishing these
goals will be our Project Team's focus during the Downtown Transportation Study.
