AN ORDINANCE designating the General Obligation Refunding
Bonds, Series 2016, of the Village of Mount Prospect, Cook
County, Illinois, as library bonds and directing the County Clerk to
classify the direct annual tax sufficient to pay the principal of and
interest on said Bonds as levied for library purposes.
WHEREAS by virtue of its population, and pursuant to the provisions of Section 6 of
Article VII of the Illinois Constitution of 1970, the Village of Mount Prospect, Cook County,
Illinois (the "Village "), is a home rule unit and may exercise any power or perform any function
pertaining to its government and affairs including, but not limited to, the power to tax and to
incur debt; and
WHEREAS, the Village has heretofore issued and now has outstanding its General
Obligation Refunding Bonds, Series 2016 (the "Bonds"); and
WHEREAS, the Bonds were issued for the purpose of refunding the Village's General
Obligation Library Refunding Bonds, Series 2006, dated December 15, 2006 (the "2006
Bonds "), said 2006 Bonds having been issued for library purposes; and
WHEREAS, pursuant to Ordinance Number 6255 adopted by the the President and Board
of Trustees of the Village (the "Board") on the 21st day of June, 2016, as supplemented by a
Direction for Abatement of Taxes, dated the 10th day of August, 2016 (the "Bond Ordinance"),
the Village has heretofore levied direct annual taxes (the "Pledged Taxes") upon all of the
taxable property within the Village sufficient to pay the principal of and interest on the Bonds;
and
WHEREAS, the Bond Ordinance has been filed with the County Clerk of the County of
Cook, Illinois (the "County Clerk"); and
WHEREAS, the Board does hereby determine that Bonds were issued for library purposes
and shall be classified as such by the County Clerk for the purposes of extending the Pledged
Taxes:
Now THEREFORE Be It Ordained by the President and Board of Trustees of the Village of
Mount Prospect, Cook County, Illinois, as follows:
Section 1. Incorporation of Preambles. The Board hereby finds that all of the recitals
contained in the preambles to this Ordinance are true, correct and complete and does incorporate
them into this Ordinance by this reference.
Section 2. Designation of Issue. The Board hereby designates the Bonds as having
been issued for library purposes.
Section 3. Direction to County Clerk and Filing of Ordinance. The Board hereby
directs the County Clerk to classify the Pledged Taxes as levied for library purposes. Forthwith
upon passage of this Ordinance, the Village Clerk is hereby directed to file a certified copy of the
Ordinance with the County Clerk.
Section 4. Severability. If any section, paragraph, clause or provision of this
Ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision
shall not affect any of the other provisions of this Ordinance.

Section S. Superseder and Effective Date. All ordinances, resolutions or orders, or
parts thereof, in conflict herewith, are to the extent of such conflict hereby superseded; and this
Ordinance shall be in full force and effect immediately upon its passage, approval, and
publication in the manner provided by law.

EXTRACT OF MINUTES of a regular public meeting of the President
and Board of Trustees of the Village of Mount Prospect, Cook
County, Illinois, held in the Village Board Room of the Village
Hall, located at 50 South Emerson Street, in said Village, at
7:00 p.m., on the 2nd day of May, 2017.
The President, Arlene A. Juracek_, called the meeting to order and directed the Village
Clerk to call the roll.
Upon roll call, the President and following Trustees were physically present at said
location: I Wm.. Paul. Hoefert_ Steven Polit_ Richard Rogers. Colleen Saccotelli and Michael
The following Trustees were allowed by a majority of the members of the President and
Board of Trustees in accordance with and to the extent allowed by rules adopted by the President
and Board of Trustees to attend the meeting by video or audio conference: None
No Trustee was not permitted to attend the meeting by video or audio conference.
The following Trustees were absent and did not participate in the meeting in any manner
or to any extent whatsoever: John Matuszak

Trustee Hoefert moved and Trustee Rogers seconded the motion that all provisions of
Section 201(C)(1)(a) of Article II "Rules of Order" of Chapter 2 of the Village Code (the
"Rule ") requiring two readings of ordinances be waived for purposes of the Ordinance and that
the Village Board be allowed to adopt the Ordinance without two readings as presented on the
Consent Agenda.
The President directed that the roll be called for a vote upon the motion to adopt the
Ordinance as presented on the Consent Agenda.
Upon the roll being called, the following Trustees voted AYE: Hoefert, Polit, Rogers,
Saccotelli, Zadel
and the following Trustees voted NAY: None
WHEREUPON, the President declared the motion carried and the Ordinance adopted, and
henceforth did approve and did direct the Village Clerk to record the same in full in the records
of the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois.
