As part of our long-term maintenance agreement with the Metropolitan Water reclamation District of Greater
Chicago (MWRDGC), the Village is required to monitor separate sanitary sewer basins for clear water inflow
and infiltration. Clear water can enter separate sanitary sewers during rain events through pipe defects,
manhole defects, service line defects, or improper sump pump connections. Separate sanitary sewers are
sized primarily to convey wastewater with little add'itional capacity to handle rain water (clear water). As a
result, separate sanitary sewers influenced by excess clear water can experience surcharges and/or induce
basement back-ups.
Flow monitoring involves installing meters in sewer basins during wet weather to record the volume and
velocity of flow. High flows during, or immediately after, significant rain events are indications of excess
clear water inflow and/or infiltration.
The scope of work includes rental, installation, and maintenance of the flow monitors., It also includes
engineering analysis of the collected meter data and production of a letter report summarizing the wet
weather hydraulic performance of the monitored sewer basins.

With a maximum best score of 30 points possible, the proposals were reviewed and scored by staff with the -
following results:
The Village has had a successful relationship with Burns & McDonnell and they have a good performaince
record. Most recently, they successfully provided design and construction engineering services for the
Isabella Sewer Improvements project and the Evergreen/Maple Water Main Improvements project., In
addition, all references indicated that Burns & McDonnell have successfully performed this type of work for
other MWRDGC communities.

monitoring services for a not -to -exceed fee of $23,960. Sufficient funds for this proposed expenditure exist
in the Water/Sewer Enterprise Fund.,
