Information:
Last year, a Watermain Asset Replacement Program was prepared by Burns &
McDonnell Engineering Company which ranked sections of the Village's watermain
needing replacement based on analysis of a number of parameters, most
importantly number of breaks and capacity issues. One of the highest ranked
sections of watermain in terms of needing replacement is the existing 6" diameter
main on Elm Street between Central Road and Thayer Street. This 1,300' long
section of watermain has had numerous breaks and is in need of upsizing to our
minimum size of 8" diameter to provide the desired capacity.
Village staff is seeking at this time to enter into a contract with a consulting firm for
design and construction engineering to facilitate construction this year.
As permitted by the Qualification Based Selection process, the Village solicited
Statement of Qualifications from six (6) engineering consulting firms to provide
design and construction engineering services for the watermain project. Each firm
was asked to submit as part of their proposal the following information:
1. Resumes of key personal and related experience on similar type projects
2. Summary of the firm's approach to the project
3. Staff hour estimate for major phases of work
4. Project schedule
Tasks that were identified to be performed included:
Design Engineering
• Topographic survey
• Preparation of construction plans, specifications and cost estimates
• Obtain all necessary permits/approvals from affected agencies

• Bidding assistance
• Attend meetings
• Any additional tasks recommended by the consultant
Construction Engineering
• Provide construction staking
• Provide construction inspection and supervision
• Attend construction meetings
• Prepare pay estimates, punch-list and as-built drawings
The consulting firms' Statement of Qualifications were reviewed on the basis of their
understanding of our goals and their methodology of the design process. They
were rated (with a maximum score of 100 points) according to these specific
categories: project team, relevant experience, project approach, project schedule,
and projected work hours to complete the required tasks.

Following conversations with Hancock Engineering Company to discuss the project
in greater detail and checking their references, Village staff determined that Hancock
Engineering Company was the preferred consulting firm.
Village staff requested a cost proposal from Hancock Engineering Company to
perform the tasks as identified in the Request for Statement of Qualifications. They
submitted a not to exceed cost of $29,000 based on 242 hours for design
engineering and $46,500 based on 414 hours for construction engineering. The
total cost of $75,500 based on 656 hours averages out to a rate of $115/hour. The
cost for engineering services for the 2016 Whitegate Watermain Replacement
Project was $113/hour. It is the opinion of Village staff that the hours allotted are
reasonable and the rate is competitive and comparable to rates of recent projects.
Hancock Engineering has satisfactorily provided consulting engineering services on
projects for the Village of Mount Prospect, most recently the 2016 Whitegate
Watermain Replacement Project and the 2015 Northwest Highway Streetscape
Improvements.

Budget Impact:
This proposed contract award will require the expenditure of $75,000 from the
water/sewer enterprise fund. Sufficient funds exist in the current budget.
Recommendation:
Staff recommends accepting the proposal from Hancock Engineering, Inc. to
provide specified design and construction engineering services for the Elm Street
Watermain Replacement Project for a fee not to exceed $75,000.
