Information:
We are due to replace ambulance 524 (2009 Ford E-450) this year. Three of our four current ambulances are Type III
van style E-450 with a diesel engine, which in 2010 Ford discontinued offering. In 2012 we purchased a Ford F-450
Type I truck style chassis in order to stay with the diesel engine, as well as increase the payload (from 14,500 to
16,500 GVW), and extend the expected life cycle (from 7 to 8 years). These changes have proved beneficial from an
operating cost standpoint. After thorough discussions with our fleet team, three replacement alternatives were
identified; the Type III Ford E-450 with a V-10 gas engine, the Type I Ford F-450 with a diesel engine, or the Type I
Freightliner M2 Medium Duty. With the patient compartment ("the box") virtually identical in all three ambulances, our
recommendation is moving to the medium duty Freightliner M2 chassis for the benefits outlined below.
• A longer expected life span (10-12 years).
• The Type I medium duty chassis has heavy duty airbrakes for better stopping distanceand an increased
payload
• A higher alternator capacity and it's engine layout requires less labor hours for routine repairs
• These benefits should result in less downtime and less cost per hour to operate.
The cost of the proposed ambulance will not exceed $303,035. The new Freightliner M2 will be equipped with liquid
spring suspension and better A/C output which will ensure patient comfort and the power -lift assist stretcher system
should help minimize our Paramedic's exposure to back injuries. The table below compares the total life cycle cost of
the E -series ambulances, both gas and diesel, and a similar ambulance to the proposed medium duty ambulance:

Other considerations include the rated weight capacity of the vehicles. Our current ambulance 524 weighs 12,240 lbs.
with a 150 Ib. driver and some equipment removed before servicing. The front axle is rated for 5,000 lbs. and
weighed in at 4,620 without a passenger. This vehicle will easily be at 90% of its 14,500 Ib. rated capacity when fully
loaded with occupants and gear which is causing premature wear and shorter life cycle. The chart below compares
key specifications of the two aforementioned new vehicles:

Public Works Vehicle Maintenance and our Apparatus Committee worked collaboratively and devoted many hours
thoroughly researching the replacement of this vehicle. In many ways, it is laying the groundwork for two near future
purchases and I am confident in their recommendation.
Budget Impact:
Cost not to exceed $303,035. The impact to the budget for lease payments is not expected to change. While the
purchase price has increased, the expected life of the vehicle is increasing from 7-8 years to 10-12 years. The
replacement costs are being amortized over additional years.
Recommendation:
Staff recommends acceptance of the Foster Coach Bid through the Suburban Purchasing Cooperative of the
Northwest Municipal Conference.
