MAYOR,S REPORT A. PROCLAMATION: Disabilities Act of 1990 Day, July 26, 1991 B. 1st reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE This Ordinance creates a Class "P" liquor license for the Convenient Food Mart, 2025 E. Euclid, authorizing the sale of packaged beer and wine only. (Exhibit A) C. Appointments VIII. OLD BUSINESS A. ZBA 26-V-91, 1007 West Pendleton Place 1st reading of AN ORDINANCE GRANTING A ~ARIATION FOR PROPERTY LOCATED AT 1007 WEST PENDLETON PLACE This Ordinance grants a variation to allow a 2.5 foot sideyard setback, rather than the required 6.5 feet in order to allow an addition to an existing garage. The Zoning Board of Appeals recommended granting this request by a vote of 5-0. (Exhibit B) B. ZBA 27-V-91, 116 South I-Oka tst reading of AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY ~OCATED AT 116 SOUTH I-OKA This Ordinance grants variations to allow a 2' 10" sideyard, rather than the required 5 feet, in order to construct a new garage. Also requested is a variation to permit an addition to the house resulting in a Floor Area Ratio of .45. The Zoning Board of Appeals vote resulted in a denial of the requested FAR. (Exhibit C) C. ZBA 28-V-91, 8 South Maple Street 1st reading of AN ORDINANCE G~ANTING A VARIATION FOR PROPERTY LOCATED AT 8 SOUTH MAPLE STREET This Ordinance grants a variation to permit 55.8% lot coverage, rather than the permitted 45% in order to allow construction of a 182 square foot deck. The Zoning Board of Appeals recommended granting this request by a vote of 5-0. (Exhibit D) D. ZBA 29-V-91, 18 South Main Street 1st reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 18 SOUTH MAIN STREET This Ordinance grants variations to allow a 7 foot high chain link fence along 15.8 feet of the northern lot line between the former Prospect Theatre site (owned by the Village) and the existing fence at Prospect Auto Body. The Zoning Board of Appeals recommended granting the 7 foot height request by a vote of 5-0. (Exhibit E) E. 2nd reading of AN ORDINANCE ESTABLISHING THE PREVAILING WAGE FOR PUBLIC WORKS PROJECTS (Exhibit F) IX. NEW BUSINESS A. 1st reading of A RESOLUTION REQUESTING THE CLOSURE OF CERTAIN STATE ROADWAYS IN ORDER TO CONDUCT A PARADE This Resolution is required by IDOT in order to close a portion of Elmhurst Road (Route 83) and Central Road for the July 4th Parade. (Exhibit G) B. River-Euclid Plat of Resubdivision This subdivision creates two lots of record. The Plan Commission considered this request and recommended approval by a vote of 5-0. C. A RESOLUTION AUTHORIZING EXECUTION OF A RESTRICTIVE COVENANT FOR PROPERTY LOCATED AT 2020 EAST EUCLID AVENUE In conjunction with the River-Euclid Resubdivision it is appropriate for the owner of this property to enter into a Restrictive Covenant guaranteeing the installation of street lights at a future date, which will be determined by IDOT and/or the Village. (Exhibit H) D. Plat of Easement - Sable Chase Apartments A utility easement is necessary within this complex, located on Busse Road. The Plan Commission considered this easement and recommended approval by a vote of 5-0. E. 1st reading of AN ORDINANCE AMENDING CHAPTER 14 (ZONING ORDINANCE)! RELATIVE TO HOME OCCUPATIONS This Ordinance amends specified Sections of Chapter 14 in order to permit certain home occupations. (Exhibit J) X. VILLAGE M~NAGER'S REPORT A. Bid Results: 1. Demolition and removal of Public Safety Building, 112 East Northwest Highway 2. Shared-Cost Sidewalk Program 3. Trailer bids B. Proposal for consultant to prepare design engineering study for the Forest Avenue flood relief project. C. ~uthorize amendment to contract with Arrow Road Construction for Boxwood Drive improvement. D. Request to waive bidding procedure and accept proposal from RJN Environmental for design work for watermain on Stevenson & Thayer in conjunction with the stormwater management program. E.
