COFFEE WITH COUNCIL
Saturday, October 10, 1992

Trustees Room, Village Hall
Trustee Leo Floros convened the monthly Coffee With Council
meeting at 10:00 a.m.
Those present were: Trustees Leo Floros, Irvana K. Wilks, George
Clowes and Paul Hoeffert, Village Manager Michael E. Janonis,
Police Chief Ron Pavlock, Fire Chief Edward M. Cavello and
Commander Joe Kolonowski.
Residents in attendance were: Mr. Richard Hendricks of 1531 E.
Emmerson, (827-7596) and Mr. David Shein of 513 Na-Wa-Ta
(870-8457) .
Mr. Hendricks stated that when a public notice of hearing exists
it ought to be possible to review the case file prior to the
Zoning Board meeting. Mr. Hendricks objected to the fact that he
was denied access to files that were available to others. Trustee
Hoeffert suggested that Mr. Hendricks call to make an appointment
because of the already difficult time constraints placed on Senior
Staff. Mr. Janonis stated that until a document goes to the
Zoning Board the case file is an internal working document and may
contain sensitive information. Trustee Floros questioned Mr.
Hendricks motives for what he described as abuse of the privilege.
Also discussed was an appraisal paid for by the Village for a
meeting that was held on 9/9/92. Mr. Hendricks questioned the
timing of the appraisal and whether or not it was appropriate for
the Village Manager to pay for such information. Mr. Janonis said
that the Village had done something similar in the past. It was
also agreed to revisit the policy for reviewing case files in the
Planning Department and to make whatever changes necessary to
allow consistent application of this policy.
Mr. Shein addressed those present by asking the Board to consider
whenever a benediction or invocation is given prior to a Village
function that not everyone is of the Christian faith. He also
asked the Trustees to remember to consider the implications of
increasing the impervious area of a lot. He stated that we are
spending a lot of money on handling storm water. Hopefully, he
said, we can attempt to control water run off. Mr. Shein also
took the opportunity to thank the Fire Chief and Chief of Police
for the personnel that attended the block party this past summer.
They were well received by the neighbors. Mr. 5hein stated that
unfortunately he was out of town on flood duty at the time, but he
received rave reviews when he returned.
Trustee Wilks brought up the question asked of her by Mr.
Hendricks and that concerned the Village allowing off street
parking of boats. The majority of the following conversation
revolved around the interpretation of existing ordinances.
The discussion was tabled due to a lack of time. The meeting was
then adjourned for a tour of the police and fire station
construction site.
