COFFEE WITH COUNCIL
Saturday, November 14, 1992
10:00 a.m.
Trustees Room, Village Hall
Trustee Corcoran convened the monthly Coffee With Council meeting at 10:00 a.m.
Those present were: Trustees Corcoran and Irvana Wilks; David Clements, Director of
Planning and three residents. Mayor Farley arrived at 11:15 a.m.
Randy. Werderitch of 1509 East Thayer supported the present garbage collection system of
two cans and unlimited brush pick-up. He stated a one can and user fee would be too
expensive. Mr. Werderitch supported leaving garbage collection as part of the tax bill.
Trustee Corcoran explained the need to reduce the waste stream and that the consumer is
responsible. He stated that recycling is helpful, but waste reduction was the key.
Trustee Wilks stated that resident response to recycling has been good. She believed maybe
a one -can minimum may not be best at this time if residents are focusing on recycling. She
stated that government should have a role in garbage pick-up.
Trustee Corcoran stated that we are too wasteful and that behavior will have to change.
There was general discussion about recycling, waste reduction and the best approach for
Mount Prospect.
Trustee Corcoran stated that resident input is important on such issues.
Trustee Wilks noted that the two -can program has only been in place a year, and that many -
residents need more time before considering changing the system.
Randy Werderitch also observed that he thought snow plowing and response was not as
good as 5 to 7 years ago. He also stated that he didn't object to a tax increase to maintain
services. He was also critical of the Village Board rejecting the recent request for a
Hooter's Restaurant at a time that revenues were critical.
Trustee Wilks explained her objections to Hooter's corporate philosophy.
George Singer of 1206 Palm Drive stated that he lives on a fixed income and any user fee
for garbage collection would be a hardship to him. He also complained about I.D.O.T.
maintenance on Golf Road behind his house. He stated that he has called I.D.O.T. many
times, but received no action.
Trustee Corcoran stated that Public Works staff would inspect this repair of Golf Road and
contact I.D.O.T. to encourage proper repair. Staff would contact Mr. Singer.

Dick Hendricks, 1537 East Emmerson Lane, stated that he agreed with the comments of
Randy Werderitch as to keeping garbage collection on the tax bill.
He encouraged the Village Board to lead the Village Manager rather than follow the
Village Manager on the matter of garbage pick-up.
Trustee Wilks stated that staff has to. make recommendations on budget and finance issues
to the Village Board. Trustees' role is to listen to advice from staff, comments from
residents and to make the best decision for the Village.
There was additional discussion about garbage pick-up, budget considerations and a user pay
system.
Mr. Hendricks stated he hadn't received a response from the Village Manager concerning
his complaint about a boat across the street from his home. He restated his opinion that
off-street parking regulations are not applicable in single family districts.
Mr. Clements stated that Mr. Hendricks has an incorrect interpretation of the Zoning
Ordinance.
Mr. Hendricks stated that he believed Village staff should also follow their policy of not
revealing the name of a complainant.
Trustee Corcoran stated the Village Board should discuss a policy on complaints.
Mr. Clements stated that anonymous complaints are the most difficult to enforce and follow
up.
Mayor Farley stated that enforcing regulations on a complaint basis was the only reasonable
approach.
The meeting was adjourned at 12:00 noon.
