HomeMy WebLinkAbout08/13/1994 Coffee with Council minutesM I N U T E S COFFEE WITH COUNCIL Saturday, August 13, 1994 9:00 a.m. Trustees Room, Village Hall Trustee Paul Hoefert convened the monthly Coffee With Council meeting at 9:00 a.m. Those present were: Trustees Paul Hoefert, Richard Hendricks, George Clowes, Michaele Skowron, Irvana Wilks; Village Manager, Michael Janonis and Director of Inspection Services, Chuck Bencic. Residents in Attendance were: James & Rose Palmer, Fred & Helen Kiehl, Fred & Adelaide Thulin, Patricia Shields, Dona Nicklar, Rich & Col�een Anda, Richard Hubert, Al Gilbert, Jules & Shirley Charpentier, Pete Nickle, Howard & Joan Murphy, Ramesa N. Gandhi, Brenda Desmore, David Schein, Louis Caviani, and James Bornhoeft. Mr. & Mrs. Palmer and Mr. & Mrs. Kiehl expressed their concerns about a proposed detached garage and driveway at 513 S. I -Oka. The project is just north of the Palmer residence. Their main concerns were additional run-off created by the new driveway and garage, snow plowing and drifting into the Palmer's below grade driveway, vehicles parked along side their bedroom windows and vehicles parked in the front yard blocking their vision as they exit their below grade garage. Fred and Adelaide Thulin, architects for the project at 513 S. I -Oka explained that the project met all Village Codes and that additional precautions were being taken with drainage such as, adding a 3"curb on the south side of the drive to direct water away from the Palmer house. Trustee Hendricks requested the Manager add this item to the August 16, Board Agenda Village Manager, Michael Janonis stated the Agenda was already set and this would have to be brought up at the Meeting as an addition to the Agenda. There was general discussion on the subject. Trustee Clowes felt the issue was one of aesthetics which is not covered by the Code and suggested looking into restrictions on blocking the site line at the driveway. Trustee Skowron agreed with looking into the site line problem and suggested it may be an item for discussion at the Safety Committee. Mr. & Mrs. Anda, questioned the propriety of a letter sent to them on Village stationery by Trustee Hendricks concerning a shed on their property. There was general discussion among the Trustees and Mr. & Mrs. Anda, Mrs. Nicklar, Mr. Nickle, Mr. Hubert, Mr. Gilbert concerning items such as, times garbage cans be placed out for pick-up, vehicles blocking sidewalk, and boats parked on driveways. The main issue of the residents appeared to be they felt they were being harassed by Trustee Hendricks. Trustee Hoefert explained that Trustees, just as any citizen of the Village, have a right to point out Village Code Violations. Trustee Hoefert also stated, the Trustees would discuss the propriety of the letter being sent to the Anda's on Village letter head. Mr. Bornhoeft & Mr. Caviani questioned why the County had not put curbing on the west side of Mt. Prospect Road when they recently improved the road from Northwest Highway to Central Road. Manager Janonis gave a brief history of improvements on Mt. Prospect Road pointing out that when the County last improved the road approximately 10 years ago, the County proposed to widening and placing curb on the west side. Residents on the west side protested the widening and curb placement to the Village and to the County and the County deleted these improvements. Mr. Bornhoeft and Mr. Caviani stated they still do not want the road widened - they just want curbing. Several Trustees pointed out the County has construction standards for roadways and just adding curbing to the road without widening it probably would not meet their standards. Mr. Bornhoeft and Mr. Caviani also pointed out drainage problems created by the new County improvement and asked if centerline stripping, preferably double yellow lines, could be added the full length of the improvement. Chuck Bencic indicated the Village has already notified the County of the drainage problems and we will inquire about placing stripping the full length of the improvement. Mr. & Mrs. Charpentier wanted to know the status of removing a trailer from the property at 13 N. Westgate. Chuck Bencic gave an update on this matter and indicated citations have been issued and a $100 fine imposed The property owner was notified of the fine and told if the trailer was not removed by mid-August another citation would be issued A question was raised about the Village removing the trailer from the property., Manager Janonis indicated that would take a court order to allow us on the property. Trustee Hendricks requested additional speed limits signs be installed on Marcella Drive between Central Road and Thayer Street. Mr. Gandhi and Mrs. Desmond discussed a parking problem at the Maple Street Townhomes. Mr. Gandhi requested some type of special parking permit to park either on the street all day or in the Maple Street parking lot. His problem is he works nights and has a company vehicle. Maple Street is posted 2 Hour Parking so he cannot park all day on the street. The Maple Street parking lot is limited to Village residents and his company car does not have a Village sticker. Several alternate parking sites were discussed. Mr. Gandhi said he would be working nights only until October S, 1994. Trustee Clowes and Manager Jannis said something may be able to be worked out with a temporary Village sticker. However, the Manager is concerned this may set a precedent for other temporary parking permits. Mr. Howard Murphy stated he had 19 squares of walk replaced on the Share -Cost -Sidewalk Program. He feels S of the 19 squares have too much cross pitch. The walk has a 2" pitch in 4'. He also said his neighbor had sidewalk replaced across his property and feels there are still "dips" in his walk. Inspection Services Department will investigate the sidewalk at both properties. David Schein urged the Board not to join the SWANCC lawsuit against the Corp. of Engineers. Trustee Hoefert adjourned the Meeting at 11:30 a.m. Respectfully submitted, Charles Bencic, P.E.
