INTEROFFICE MEMORANDUM 1.

SUBJECT: AUGUST COFFEE WITH COUNCIL
Coffee with Council was held on August 14, 1993. Representatives
present were Mayor Gerald "Skip" Farley, Trustees Irvana Wilks,
Paul Hoefert, Richard Hendricks, and Michaele Skowron, Village
Manager Michael Janonis and Human Services Director Nancy Morgan.
1. David Schein - 512 S. Na Wa Ta, Mount Prospect
Mr. Schein wanted to know the proper procedure to report violations
of the Sprinkling Ordinance. He called Public Works, who
transferred him to Inspection Services, who transferred him to non-
emergency police, who told him to call 911. His two questions
were: A. Why was he transferred so many times?, and B. Calling
911 and having a squad arrive seemed heavy handed. Village Manager
Janonis pointed out that it is a question of manpower to have a
squad respond. The police are on the street. Trustee Skowron
commented that the police are trained to deal with these types of
situations. A general discussion took place on 911, with Village
Manager Janonis suggesting the Board might want to go on a tour of
Central Dispatch. Village Manager Janonis will look into the
internal issue of the continually transferred calls.
2. Chris Lenz - 214 N. Louis, Mount Prospect
Mr. Lenz discussed the parking problems along his street due to the
recent expansion of the beauty shop. They now have twelve
employees and each employee has a client. There are only seventeen
parking places. The parking overflow uses the street, causing a
safety issue and parking difficulties for residents. Mr. Lenz
wanted to know if there is a code that would require a business,
when expansion occurs, to provide additional parking. The question
came up if the beauty shop owner has really made inquiries about
useing the field next door for his overflow parking. Mayor Farley
asked Village Manager Janonis to set up a meeting with the beauty
shop owner to discuss these issues.
3. Dale and Margaret Wicherts - 901 Edgewood Lane, Mount Prospect
Mr. Wicherts discussed a neighborhood consensus problem around
improvement to their sanitary and storm sewers. Neighbors do not
want these improvements because this may lead to some owners
subdividing their property, which will change the appearance of the
neighborhood. One neighbor, Mr. John Holmes, has already received
approval to subdivide. Mr. Wicherts and Mr. Holmes are at the low
point on the block. In the summer, after rain, they have a "lake"
of standing water and in the winter they have a "lake" of frozen
water. Recent negotiations between the neighbors and the Village
fell apart because residents do not want neighbors to subdivide
their property. Mr. Holmes will not be able to follow through with
his plans if the new sewer system is not installed. A lengthy
discussion about possible temporary, alternative, and/or individual
solutions took place without a satisfactory conclusion. Because
Mr. Wicherts does not believe his neighbors will ever agree to
proceed with this project, he offered to pay $10,000 to do the
sewer work. He has not discussed this offer with Mr. Holmes, but
feels the two neighbors and the Village would be able to work
together. If Mr. Holmes was interested in a deal like this, the
Village Board is willing to proceed.
4. Village Manager Mike Janonis asked if any Board members would
be interested in attending a meeting scheduled for Wednesday at
7:00 p.m. involving a neighborhood dispute about a mobil basket
ball court set out in the cal -de -sac located on Lama Lane.
Trustees Paul Hoefert, Dick Hendricks and Michaele Skowron showed
an interest.
