HomeMy WebLinkAbout01/10/2017 VB Minutes - SpecialMINUTES OF THE SPECIAL MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT January 10, 2017 CALL TO ORDER Mayor Arlene Juracek called the meeting to order at 7:03 p.m. ROLL CALL Present: Mayor Arlene Juracek Trustee Paul Hoefert Trustee John Matuszak Trustee Steven Polit Trustee Richard Rogers Trustee Colleen Saccotelli Trustee Michael Zadel Village Staff Present: Village Manager Michael Cassady, Assistant to the Village Manager Nellie Beckner, Deputy Village Clerk Karen Agoranos, Public Works Director Sean Dorsey, Administrative Analyst Alex Bertolucci, Police Chief Tim Janowick, Finance Director Dave Erb, Human Services Director Julie Kane, Community Development Director Bill Cooney, Fire Chief Brian Lambel and Chief Technology and Innovation Officer Andy Schaeffer. Also present, attorney Greg Smith of Klein Thorpe and Jenkins. COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD None AGENDA ITEMS Mayor Juracek presented the following ordinances for a first (1S) reading: a. 1St reading of an ORDINANCE DESIGNATING THE VILLAGE OF MOUNT PROSPECT AND MAIN TAX INCREMENT FINANCING DISTRICT REDEVELOPMENT PROJECT AREA b. 1St reading of an ORDINANCE APPROVING THE VILLAGE OF MOUNT PROSPECT PROSPECT AND MAIN TAX INCREMENT FINANCING DISTRICT REDEVELPMENT PROJECT AREA REDEVELPMENT PLAN AND PROJECT c. 1St reading of AN ORDINANCE ADOPTING TAX INCREMENT FINANCING FOR THE VILLAGE OF MOUNT PROSPECT PROSPECT AND MAIN TAX INCREMENT FINANCING DISTRICT Mayor Juracek stated the Village held a public hearing on December 20, 2016 to discuss the creation of the Prospect and Main TIF District. page 1 of 3 Village Board Meeting Minutes January 10, 2017 Community Development Director Bill Cooney provided a brief background and timeline of the TIF process. Mr Cooney stated that, per state statutes, the three (3) ordinances presented for a first (1St) reading tonight follow the necessary steps required to create a TIF district and should be adopted in the following order Ordinance #1 Designates the Project Area boundary Ordinance #2 Approves Project Area and Plan (SB Friedman report presented at the December 20, 2016 Village Board meeting) Ordinance #3 Adopts the TIF financing and creates the TIF fund. Public Comment Tom Zander 208 N. Forest Ave. Mr. Zander spoke on behalf of the Downtown Merchants Association in support of the TIF District. Thano Tziforos 218 S. Wille Mr. Tziforos expressed concerns, asked if lessons were learned from the TIF 1 (one), and asked if certain developers can be excluded from the TIF. Board comments: • Many lessons were learned; Village displayed responsible stewardship in TIF 1 (one) • Village cannot exclude certain developers; the TIF does not automatically guarantee a developer or builder access to TIF funds. Each project will be considered individually and a process will be followed. Sann Knipple 121 S. Elmhurst Ms. Knipple stated: • Disagrees with the creation of the TIF District but believes in investing in redevelopment. • Does not believe the timeline was done in consultation with School Districts 214 or 57. • Questioned the success of the previous TIF and believes the Village should explore other options • Asked how citizens will know in advance when TIF dollars are spent. Board response • TIF expenditures are part of annual budget discussions • Suggested the Village could provide notification on the TIF portal when a TIF item is on the agenda • Agendas are posted on the Village website the Friday before the Tuesday meeting for all residents to review Dawn Fletcher Collins 515 N. Prospect Manor Ave. page 2 of 3 Village Board Meeting Minutes January 10, 2017 Ms. Collins, Executive Director of the Mount Prospect Chamber of Commerce, thanked the Board for their efforts and commitment toward business growth and stated she looks forward to a thriving Mount Prospect in 2017. Mayor Juracek announced the three (3) aforementioned TIF ordinances will be presented for a second (2nd) reading at the January 17, 2017 Village Board meeting. A final vote will be taken at that time. There being no further business to discuss, Mayor Juracek asked for a motion to adjourn. Trustee Zadel, seconded by Trustee Polit, moved to adjourn the meeting. By unanimous vote, the January 10, 2017 Special Meeting of the Village Board adjourned at 7:38 p.m. Karen M.
