FIRE PREVENTION as Fire Prevention Week.

MAKE A DIFFERENCE Mayor Farley proclaimed October 26,1996 as "Make a
DAY Difference" Day.
PRESENTATION: Mayor Farley and Police Chief Pavlock acknowledged the
EDUCATORS following educetors from Prospect High School for their
cooperation and assistahce with the Village and law enforcement:

ACKNOWLEDGE Mayor Farley presented a Resolution to acknowledge the
MICHAELE SKOVVRON contributions of Michaele Skowron during her term as Village
Trustee, who had announced she would have to retire at the end
of this meeting, due to unusual requirements of a State law.

Mayor Farley had no appointments to be made.
COMMUNICATIONS AND PETITIONS
Robert Scotese, 911 S. Albert, expressed concern relative to GREGORY/RAND
the recent discussion about the Rand Road corridor as it TRAFFIC
may effect Gregory Street and opposed the residet~ts having
to pay for a study on that subject. Mr. Scotese also expressed
his support to ban commercial vehicles from parking in
residential districts.
OLD BUSINESS
ZBA 15-CU-95, Text amendment (Commercial Vehicles) ZBA 15-Z-95
As a result of the discussion and suggestions at the*last Village COMMERCIAL
Board meeting, three versions of the proposed Ordinance were VEHICLES
~ presented, each cOntaining different regulations governing
commercial vehicles in residential districts. It was the
consensus of a majority of Board members that Exhibit A-3,
which allows signage on the front door panels of vehicles
falling within the permitted size limitations Only, would be the
most acceptable and that any commercial vehicle with
more signage than allowed must be parked in the garage.
The following residents 'expressed their concerns relative to the
proposed Ordinance:

Trustee Corcoran proposed the compliance period be shortened
from the proposed 4-1/2 years to 3 years. This proposed did
not receive support from other members of the Board.
Following considerable discussion, a couple of modifications
to the proposed Ordinance were presented.

Trustee Clowes, seconded by Trustee Wilks, moved to amend the
proposed Ordinance to increase the permitted length of a
commercial vehicle from 19 feet to 19 feet 6 inches; to exclude
government and public safety vehicles; and, to define commuter
vans with signage as commercial vehicles.

the proposed Ordinance to include the provision allowing magnetic
signs, with complimentary color to that of the vehicle, to cover the
signage in order toallow the vehicle to parked in the driveway.

ENTITLED "ZONING" OF THE VILLAGE CODE

AMEND CH. 18 An Ordinance was presented for first reading that would amend
SPEED LIMIT the Traffic Code (Chapter 18) by reducing the speed limits on
Meadow, Wedgewood, Oxford, Stratford and the 200 block of
Leonard to 20 MPH. The Safety Commission recommended
these changes by a vote of 6-0.
Trustee Hoefert, seconded by Trustee Skowron, moved to waive
the rule requiring two readings of an Ordinance.

VILLAGE MANAGER'S REPORT
SEVVER LINING Village Manager Michael E. Janonis presented the following
proposals for Cured-ln-Placa Pipe (CIPP) for relining specific
sewers:

KENNY CONST. Trustee Corcoran, seconded by Trustee Skowron, moved to
concur with the recommendation of the administration and accept
the proposal submitted by Kenny Construction Co. in an amount
not to exceed $196,500.for CIPP (sewer relining) project.

VOICE MAIL Mr. Janonis stated that the original voice mail system serving
SYSTEM the Village and all satellite buildings is unable to handle the
number of phone connections and messages and it was the
recommendation of the staff that the voice mail system be
replaced/upgraded. Due to the fact that any change must be
compatible with existing equipment, the proposal was requested
from the current Village telephone system vendor, Fujitsu. The
proposal was for an amount not to exceed $24,767.00.
FUJITSU Trustee Clowes, seconded by Trustee Skowron, moved to accept
the proposal submitted by Fujitsu in an amount not to exceed

$24,767.00 for a new voice mail system as well as support
personnel and training for employees.

Mr. Janonis stated that the monthly Coffee with Council will COFFEE WITH
be held Saturday, October 12, 9 to 10 am at the Village Hall COUNCIL
and from 10:30 to noon the Coffee with Council will be "On the
Road" at the River Trails Park District building, 1313 Burning
Bush.
Due to the lack of pressing business and preparation of the
1997 budget, Mr. Janonis asked if the Board would cancel
the Committee of the Whole meeting schedule for October 8th.

cancel the October 8th Committee of the Whole meeting COMMITTEE OF
THE WHOLE

ANY OTHER BUSINESS
Trustee Clowes stated that he had approached Senator
Fitzgerald about the law that required Trustee Skowron to
resign and Senator Fitzgerald agreed that the legis, lation is
written is such a way that many qualified people could not
hold elected office therefore legislation has been drafted and
presented to the legislat, ors in the hope that this problem
will be resolved.
Mayor Farley stated that Rep. Carolyn Krause is also
looking into new legislation on this subject.
Trustee CIowes stated that a mock Presidential debate
will be held by members of TAP Mount Prospect, which
debate will be televised on the TCl channel (35) in
Mount Prospect.
Trustee Wilks stated that the recant Illinois Municipal League
Conference conducted a session on Open Meetings where
it was noted that E-mail can be included as public
,,,,.-~ information and perhaps the Village should look into some
type of procedure relative to E-mail. It was also stated that
a quorum could made via telephone, unless the m.unicipality
has regulations requiring a quorum to equal those in
attendance.
Trustee Wilks complimented the Mount Prospect Fire
Department and all involved with the 3rd Open House held
last Saturday.
Trustee Hendricks complimented Village Manager Janonis

and staff on the fine job done on cleaning the bike/jogging path
within the Kensington Center, of overgrown shrubs and debris.
CLOSED SESSION
CLOSED SESSION: Trustee Skowron, seconded by Trustee Clowes, moved to go into
PERSONNEL Closed Session for the purpose of discussing Litigation 65 ILCS
120/2(c)(11)

The Village Board went into Closed Session at 10:55 P.M.
