ACCOLADES RESOLUTION: Resolution for the Holiday Season 2016 Mayor Juracek presented a Resolution for the Holiday Season. Page 1 of 8 PROCLAMATION: National Drunk and Drugged Driving (3D) Prevention Month — December 2016 Mayor Juracek presented the proclamation to Police Chief Tim Janowick who encouraged all residents to "Drive Safe, Drive Sober" this holiday season and always. PRESENTATION: 2016 Fire Prevention Poster Contest Winners Fire Chief Brian Lambel and Mayor Juracek presented the winners of the 2016 Fire Prevention Poster Contest winners. This year's theme was "Don't Wait, Check the Date." The Fire Department has been conducting this contest for over thirty years and nine out of fifteen qualifying schools participated this year; four schools had 100% participation: • Forest View School • Robert Frost South • St. Raymond • St. Emily These schools will each receive a plaque noting this accomplishment. PRESENTATION: "FIRED -UP" Fire Hydrant Public Art Project Dan Novak, of Novak and Parker, sponsers of this project and Centennial Commission member Christy Watychowicz presented the winners of the contest which resulted in a tie. Voting was conducted on the Centennial Commission's facebook page from October 15 through November 15. The two winners were announced: Kelly Snoble for her Monsters Inc. theme hydrant and Lara and Margaux Cummings painted a hydrant as a gumball. B. 1ST reading of AN ORDINANCE AMENDING CHAPTER 13, "ALCOHOLIC LIQUORS," OF THE VILLAGE OF MOUNT PROSPECT. Mayor Juracek presented for a first reading, an ordinance amending Chapter 13, "Alcoholic Liquors," of the Village of Mount Prospect. This ordinance amends Subparagraph (C)(5)(e) of Section 13:204.1 entitled "Descriptions and Restrictions" of Chapter 13, "Alcoholic Liquors," of the Mount Prospect Village Code. AMC Theatre is requesting an amendment to the Liquor Code, Movie Theatre, Class S-5 Section (C)(5)(e) allowing for a change in drink sizes. This change will allow for Randhurst AMC Theatre to be consistent with beverage cup sizes throughout the AMC Corporation. Irene Bahr and John Shields, representatives from AMC Theaters, were present to answer questions from the Board. AMC Theatre response to questions from Board • Change in cup size only; same amount of alcohol will be served in larger drink; more mixer • Consistent with other AMC theaters serving alcohol • No alcohol-related violations have been issued to AMC • There is police presence on Friday and Saturday (funded by AMC Theatres, not Village) Trustee Rogers, seconded by Trustee Polit moved to waive the rule requiring two(2) readings of an ordinance. C. APPOINTMENTS/REAPPOINTMENTS Planning & Zoning Commission Reappointment: Sharon Otteman Term to expire December 2021 312 S. COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD Nick Acearenza, Mount Prospect Lion's Club, provided an overview of the 2016 Farmers' Market. He stated the market was open every Sunday for 21 weeks and welcomed 45 vendors. He added the market had many successful events including the first Blueberry Fest, hearing aid bus and tips on home safety provided by the Fire Department's Fire Inspector, Jim Miller. Mr. Acearenza, on behalf of the Mount Prospect Lion's Club, presented a check in the amount of $10,000 to Human Services Director Julie Kane to benefit the Village's Food Pantry. Ms. Kane thanked the Lion's Club for their continued support. Mayor Juracek acknowledged and thanked the Lion's Club for their generosity. OLD BUSINESS A.2nd reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR FISCAL YEAR COMMENCING JANUARY 1, 2017 AND ENDING DECEMBER 31, 2017 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE Action on this item was deferred until the closing of the Public Hearing and ordinance approval for the Proposed Tax Levy under "New Business". A second reading of this ordinance and the following three (3) property tax levy ordinances will be presented at the December 20, 2016 Village Board meeting. NEW BUSINESS I. 1St reading of AN ORDINANCE TO AMEND CHAPTER 17 "VEHICLE LICENSES" AND APPENDIX A, DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT Finance Director David Erb presented the following recommended changes: • Replace the current three escalating vehicle license late fees with one late fee of 50%. The estimated lost revenue is $14,300 based on prior year late fees that were assessed. • Eliminate the $5.00 fee to transfer a sticker; the new stickers to be used in 2017 are made of a transferable Reinforced Mylar material with less adhesive, making the removal and transfer of stickers easier These changes will result in a slight loss of revenue however the positive impact on good will relations between residents and the Village outweigh this loss of revenue. School St. Mr. Erb responded to Mr. Goodman's concern that the current stickers are very difficult to remove, confirming the new stickers will be easier to remove. Finance Director David Erb provided background and staff recommendation for approval of this ordinance: • For sewer users not connected to the Village's water system, the monthly charge per dwelling unit will increase 4.0% to $4.76. • No increase is being proposed for the monthly sewer construction fee or monthly availability charge assessed customers outside of Special Service Area No. 5. • The monthly sewer construction fee remains at $5.00 while for most customers, those with a 5/8" water line, the monthly availability charge will remain at $10.00. Public Comment Louis Goodman 310 N. School St. Mr. Goodman has questions regarding connections and the routing of piping. Mayor Juracek provided an explanation and clarification. Public Hearing This public hearing called pursuant to proper legal notice having been published in the Daily Herald on November 28, 2016 for the purpose of presenting the proposed property tax levy for the Village of Mount Prospect for the fiscal year beginning January 1, 2016 and ending December 31, 2016. Mayor Juracek opened the public hearing at 8:27 pm. Mayor Juracek stated the purpose of the Public Hearing is to allow residents, businesses and other interested parties an additional opportunity to comment on the proposed budget for the Village of Mount Prospect. Finance Director David Erb presented information on the proposed 2016 Property Tax Levy and provided a summary: • Proposed levy provides for a 2.27% increase over the 2015 levy and totals $18,727,573. • Abatements reduce the gross 2016 levy by $1,252,301. • Source of funds for abatements to debt service come from an interest credit on the 2009C Bonds totaling $42,000 and home rule sales taxes (flood control) totaling $396,956. • Source of funds for abatement of the two pension fund levies totaling $840,345 is the General Fund. Alternatives to the 2016 levies: • First alternative reflects a 1.0% increase over the prior year levy. The levy amount for this alternative totals $18,495,881, a reduction of $231,692 from the original proposed levy. • Second alternative reflects a flat levy, no increase from the prior year. The levy amount for this alternative totals $18,312,756, a reduction of $414,817 from the original proposed levy. General Fund monies would be needed to make up for the reduction in property tax revenue if one of these alternative levies were approved. Public Comment Louis Goodman Mr. Goodman stated that while he supports the reserves, he cautioned not to spend all the funds in the reserves. Mr. Erb answered questions from the Board. Board Comments • Responsible budget • Village maintains a good credit rating • Biggest unknown is the State budget; we have contingency plan if the State intervenes • We are in a good economic position • 2.27 % increase is reasonable Page 6 of 8 B. 1st reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2016 AND ENDING DECEMBER 31, 2016 C. 1st reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE MUNICIPAL PURPOSES OF SPECIAL SERVICE AREA NUMBER FIVE OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2016 AND ENDING DECEMBER 31, 2016 D. 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2016 AND ENDING DECEMBER 31, 2016 Mayor Juracek closed the Public Hearing at 9:17 p.m. Mayor Juracek announced that second readings of the four (4) budget ordinances will be presented at the December 20, 2016 Village Board meeting. RESOLUTION IN SUPPORT OF WIREFORMERS INC, 500 CARBOY ROAD, MOUNT PROSPECT, IL MAKING APPLICATION FOR AN EXTENSION OF A COOK COUNTY CLASS 6B TAX ABATEMENT (Mayor Juracek requested this item to be heard before item E) This resolution grants approval of a renewal of a Class 6b property tax incentive for Wireformers Inc. for their property located at 500 W. Carboy Road. The renewal would be for an additional 12 years and would enable Wireformers to maintain their operations in Mount Prospect. Community Development Director Bill Cooney provided a brief background and staff recommendation and responded to questions from the Board. The petitioner from Wireformers was present as well. The Board thanked the petitioner for keeping this family business in Mount Prospect. Trustee Hoefert, seconded by Trustee Polit, moved to approve Resolution No. 44-16: RESOLUTION IN SUPPORT OF WIREFORMERS INC, 500 CARBOY ROAD, MOUNT PROSPECT, IL MAKING APPLICATION FOR AN EXTENSION OF A COOK COUNTY CLASS 6B TAX ABATEMENT Upon roll call: Ayes: Hoefert, Matuszak, Polit Rogers, Saccotelli, Zadel Nays: None Motion carried. E. PZ -23-16: CODE AMENDMENTS TO CHAPTERS 5, 7, 9, 14, 15, 16, 21 AND DIVISION I OF THE APPENDIX OF THE VILLAGE CODE 1st reading of AN ORDINANCE AMENDING CHAPTERS 5 "BOARDS AND COMMISSIONS," 7 "SIGN REGULATIONS," 9 "PUBLIC UTILITIES, PAVEMENT AND TREE REGULATIONS," 14 "ZONING", 15 "SUBDIVISION, DEVELOPMENT AND SITE IMPROVEMENT PROCEDURES," 16 "SITE Page 7 of 8 CONSTRUCTION STANDARDS," 21 "BUILDING CODE," 23 "OFFENSES AND MISCELLANEOUS REGULATIONS" AND APPENDIX A OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS The Planning and Zoning Commission held a public hearing on October 27th and by a vote of 6-0 recommended approval of the ordinance. Community Development Director Bill Cooney presented background information, stating this was a year- long process ignited by concerns that portions of our code were outdated and no longer relevant. This task was a team effort with members of Community Development staff and the legal team who worked together to update the codes reflected in this ordinance. VILLAGE MANAGER'S REPORT Village Manager Michael Cassady thanked the team who worked tenaciously on the code text amendments. ANY OTHER BUSINESS The Committee of the Whole Meeting scheduled for December 13, 2016 has been cancelled. A closed session meeting of the Village Board is scheduled on December 13, 2016 at 6:00 p.m. Coffee with Council is Saturday, December 10, 2016 at 9:00 a.m. in the Community Room.
