Chairperson Skowron called the meeting to order at 5:49 p.m.

APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of November 7, 2016.
A motion was made by Commissioner Busse and seconded by Commissioner Powers.
Roll Call: Ayes: Busse, Powers, Skowron Nays: None Abstain: None Motion Carried

FIRE DEPARTMENT UPDATE
Fire Chief Lambel reported on new hires, including the new Firefighter/Paramedic who was sworn in
today.
POLICE DEPARTMENT UPDATE
Nothing to report
FIRE DEPARTMENT NEW HIRE TESTING UPDATE
Fire Chief Lambel reported they are in the process of collecting preference points and he provided a brief
update on the status of the process.
FIRE DEPARTMENT PROMOTIONAL LANGUAGE UPDATE
Fire Chief Lambel provided a brief update of his meetings with the union regarding the promotional
language.
DISCUSS RULES AND REGULATIONS OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
PROTOCOL TO INCLUDE LATERAL TRANSFERS
Commander Smith discussed amending the Board of Fire & Police Commissioners (BOFPC) Rules and
Regulations to include lateral transfers. Commander Smith reviewed the lateral transfer document the
Board received prior to the meeting. There was a wide-ranging discussion on what requirements the
Board expects, and the process followed for the lateral transfers. At the conclusion of discussion, the
Board directed the Chief to draft the language for the BOFPC Rules and Regulations and send it to legal
for review prior to the next meeting.

CLOSED SESSION
Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) -
The appointment, employment, compensation, discipline, performance, or dismissal of specific employees
of the public body, including hearing testimony on a complaint lodged against an employee to determine
its validity, to approve the closed session minutes of November 5, 2016, and to review the Fire
Department background oral interview questions.
A motion was made by Commissioner Busse and seconded by Commissioner Powers to go into Closed
Session at 6:31 p.m.

The Board returned to open session at 6:50 p.m. with everyone present from the previous meeting
OTHER BUSINESS
Chairperson Skowron reminded everyone of the Village's Centennial Celebration dinner in February.
Chief Janowick invited the Board to attend the Police Department's Annual Holiday Luncheon on
December 15, 2016, at 11:30 a.m. Fire Chief Lambel invited the Board to their Holiday Luncheon on
December 22, 2016. The Toy Drive is scheduled for December 17 from 9:00 a.m. to 12:00 p.m.
The next meeting will be held on January 9, 2017, at 5:45 p.m.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Busse to adjourn the meeting at 6:58 p.m.
