FINANCE COMMISSION
FEBRUARY 23, 1984
I. Roll Call
Village Manager Terrance Burghard called the meeting to order at 7:35 PM.
Commissioners present included: Richard Bachhuber, Paul Davies, William
Holloway and Ann Smilanic. Also present were staff members Terrance Burghard,
David Jepson, Ken Fritz, Pat Luehring, Fran Eisenman, Steve Parks and John
Bowman.
II. Communitv Development
Ken Fritz, Director of Community Development, reviewed the role of the Community
Development Department. The Department is responsible for liason with the
Village Board, Plan Commission, Zoning Board of Appeals, Downtown Development
Commission and Chamber of Commerce. Mr. Fritz explained that his department
also administers the Community Development Block Grant Program. He presented
an overview of CDBG Programs and eligibility requirements. He pointed out that
two of the criteria for receiving funds is at least half of the monies be used
to help low and moderate income families and to help alleviate blight and
deteriorating neighborhoods.
Mr. Fritz then described the projects for the coming year with special emphasis
on the Residential Rehab and the Commercial Rehab programs. A general discussion
of CDBG programs and policies followed.
III. Health and Human Services Department
Pat Luehring, Director of Health and Human Services, presented budget requests
for Health Services. The major portion of this budget is for refuse disposal
which represents 93.5% of the amount requested. Mr. Luehring explained that the
current contract expires 7/31/84 and that he and the Village Manager are evaluating
the options of extending the current contract or negotiating or bidding a new
contract. A recommendation will be given to the Village Board later this Spring.
The current budget request anticipates an increase of approximately 14%.
Mr. Luehring also described other Health Services Programs: Health Inspections,
Animal Control, and Blood Donor. There are no substantive changes in these
programs from 1983/84 to 1984/85.
Fran Eisenman, Senior Citizen Coordinator, presented budget requests for the
Human Services Division. She commented that the budget for Human Services is
about 1/2 of 1% of the total Village budget, but the services that are provided
touch many of the really needy citizens of Mount Prospect. She pointed out that
the volume of activity in each program is expanding dramatically. Fran then
described the following services administered by Human Services: home delivered

meals; health screening; emergency food pantry; smoke detectors; counseling;
shared senior housing information; nurses' lending closet; outreach and home-
bound services; employment counseling; senior citizen taxi program; and
educational and recreational activities offered at the Senior Center.
Because of the increased volume of activity, a part-time caseworker is being
requested in the 1984/85 budget.
IV. Community and Civic Services
Village Manager Burghard presented the requests for Community and Civic Services.
Mr. Burghard pointed out that modest financial support is again being recommended
for certain activities that benefit the entire community. He mentioned that
Village participation also includes assistance from the Police, Fire, and Public
Works Departments.
The overall budget recommendation of $36,120 is $1,200 less for 1984/85 than
the $37,320 budgeted in 1983/84.
V. General Discussion
Commission members expressed some concern over policies regarding the use of
Federal funds that are received by the Village. Specifically, it was suggested
that the residential loan program be monitored closely.
