COFFEE WITH COUNCIL
SATURDAY, FEBRUARY 8, 1997
9:00 A.M.
LOCATION: 2ND FLOOR CONFERENCE ROOM, VILLAGE HALL
The meeting was called to order by Trustee George Clowes. Trustees present were George Clowes,
Arlene Juracek and Irvana Wilks. Trustee Hendricks stopped by for a few minutes. Representing
staff were Assistant Village Manager David Strahl and Police Chief Ronald Pavlock. Village
residents and local Girl Scouts and Leaders present were:

Dan Nocchi (Trustee Candidate), 1406 S. Fern Drive
Girl Scouts & Leaders:
Teresa & Delora Harris, 1217 E. Fremont St, Arlington Heights
Cheryl & Andrea Lett, 302 S. Phelps, Arlington Heights
Catherine F. & Catherine M. Cordell, 1346 E. Kensington, Arlington Heights
Julie Hill, Wilshire, Arlington Heights
Carolyn Paxton, Cambell, Arlington Heights
Nancy & Ann Marie Bobikewicz, 1114 N. Meadow Lane
David Schein, 512 S. NaWaTa, expressed his concern regarding recent Federal Guidelines on
residential miniature (18") satellite dishes and the fact that local control has been preempted by these
regulations. Mr. Schein is concerned about zoning issues and potential health problems. A general
discussion was held by Trustees present updating previous information presented by Mr. Schein.
Copies of the regulations were distributed by Assistant Manager Strahl.
Area Girl Scouts and Leaders were welcomed by Trustee Clowes. The Scouts are working on
student government badges. They asked the Trustees the following questions: (Candidate Dan
Nocchi was also asked to answer the questions by the Trustees present.)
What is the difference between a City and a Village`?
Why does our Village have a Village Manager and a Mayor?
Why did you decide to become a Trustee?
Do you know who the first Mayor was?
Do the women Trustees want to be Mayor?
What is the difference between being appointed and being elected?
What are some responsibilities of the Mayor and Trustees?
How many Mayors has Mount Prospect had?
What service does your job provide?
How much does a Mayor/Trustee make?
Questions were also asked about laws and voting. Scout Leader Nancy Bobikewicz infonned the
Trustees that one of the Scouts' projects is to design a rule or regulation and asked how that is done.

Trustees Clowes and Wilks discussed the TAP program and the Gang Ordinance. It was pointed out
that passing a law is not going to solve a problem. It must be enforceable. Trustee Wilks discussed
gang law - problems, solutions, research, discussion. It was stressed that the laws must be
enforceable and the Mayor and Trustees can only pass ordinances, not laws that include
incarceration. Trustee Juracek indicated that if you make a law you have to make sure the law can
be enforced and withstand a court test.
The meeting was adjourned at 11:05 a.m.
