COFFEE WITH COUNCIL
Saturday, December 14, 1996
9:00 a.m.
2nd Floor Conference Room, Village Hall
Mayor Farley convened the meeting at 9:00 a.m. Those present were: Mayor Gerald Farley,
Trustees Irvana Wilks, Dick Hendricks and Tim Corcoran. Representing staff were Village
Manager Michael Janonis and Community Development Director Bill Cooney.
Residents in Attendance:

Paul Kreft, 1807 Azalea Lane, stated that the main reason for his visit was to bring up the condition
of Azalea Lane in front of his residence. He stated that this road is in great disrepair and was
concerned that it would not be reconstructed until the year 2001. He asked if there was a process
that allowed for roads to be moved up on the improvement list so that this road could be improved
prior to 2001. Mr. Kreft was informed that there was a Committee -of -the -Whole meeting tentatively
scheduled for January 28th that would address this issue. He was also informed that there are several
streets in his neighborhood that are in need of repair and that a phased schedule is necessary in order
to adequately fund these improvements.
David Schein, 512 S. NaWaTa, inquired whether the recent article in the Village Newsletter about
feeding squirrels and birds was a recent ordinance. Mr. Janonis informed Mr. Schein that this
ordinance was passed several years ago and that this was just a reminder to residents. He stated that
the Village frequently lists pertinent ordinances at different times of the year to ensure that residents
are aware of these rules and regulations. Mr. Schein then asked what the Village's policy was if a
building permit was issued incorrectly by the Building Department. Mr. Janonis indicated that, if
the building permit was issued incorrectly, the Village has the authority to require the improvements
to be reconstructed per Village ordinances.
Merrill and Marie Cotten, 2710 South Briarwood Drive - Mr. Cotten requested the Trustees to
inquire about the status of installing street lights on Algonquin Road. He indicated that he felt it was
a very dangerous situation in the evenings with individuals walking across Algonquin Road and
motorists unable to see these people. Mr. Janonis indicated that IDOT's policy is that the Village
would have to pay for any street light improvements on IDOT roadways. He indicated that staff
would investigate the costs of these improvements. Mr. Cotten also indicated that there were new
owners of the Arlington Place Apartment Complex that is adjacent to the Briarwood Subdivision.
He stated that the owner installed a new wrought iron fence around the perimeter of this facility with
a $5,000 donation from the Briarwood Association. He inquired if this type improvement could be

installed in other areas in the Village of Mount Prospect to improve the appearance of some of the
apartment complexes in town. Mr. Cooney stated that this type of improvement would be allowed
by Village codes. Mr. Cotten said that he wanted to compliment the Police Department on its
assistance at the various PAD sites within the Village. He stated that, while there has not been a
need for police involvement, their presence has been appreciated by the workers at these sites.
The meeting was adjourned at 11:15 a.m.
