Minutes of the Meeting
July 26, 1990
I Call to Order
The meeting was called to order at 7:30 p.m. Commission members in attendance
were Richard Bachhuber, Paul Davies, John Engel, Vince Grochocinski, Newt Hallman,
James Morrison, John Mussar, and Ann Smilanic. Also present were Fire Chief Ed
Cavello, Police Chief Ron Pavlock, Assistant Village Manager John Burg, Finance
Director David Jepson and Assistant Finance Director Carol Widmer.
II Approval of Minutes
The minutes of the June 28, 1990 meeting were accepted as presented.
III Discussion of the New Public Safety Building
David Jepson reviewed the process the Village Board has followed in arriving at the
decision to build a new Public Safety Building on the present Northwest Highway
site.
Initially a task force was formed with Department Heads. This task force studied
needs and options and made recommendations to the Village Board. The Board then
asked the architects to review space needs and examine alternative sites and plans.
The architects identified seven alternatives:
1. Demolish present building and rebuild on the same site.
2. Fire Department to take over existing building and build a new Police
facility on Pine Street.
3. Police Department take over existing building and build a new Fire facility
on Pine Street.
4. Build a new Public Safety Building closing Pine Street.
5. Build a new Public Safety Building leaving Pine Street open.
6. Build a new Public Safety Building at a new location.
7. Remodel existing structure and enlarge.
After a careful review of the seven alternatives and their estimated costs, the
Village Board determined that the first alternative, demolish the present building
and rebuild on the same site, was the best alternative for the Village. The Pine
Street alternatives were eliminated from consideration because of planned
redevelopment in that area.
Fire Chief Ed Cavello then discussed the deficiencies of the present building as
they relate to Fire Department operations. Over the years, the Mount Prospect Fire
Department has added many functions in addition to fire protection. Some of these
functions are paramedic operations, hazardous material detection and fire prevention
inspections. Special equipment is necessary for these duties and storage in the
present building is very inadequate and inconvenient. Also, presently there are
no accommodations for female firefighters and there is inadequate ventilation for
vehicle exhaust fumes. Adding to the deficiencies are the many building code and
safety code violations.
Police Chief Ron Pavlock reviewed the current Public Safety building deficiencies
in terms of Police Department operations. The areas used by witnesses, victims,
and suspects are not segregated, interrogation cells are not secure, there is
inadequate security for records clerks at night. Additionally, the investigations
unit is in the annex, a building with many violations and which is considered
unsafe.
The proposed new Public Safety Building will address the deficiencies described
above and will consist of three levels. The below grade level will have enclosed
parking, a fitness area, roll call room, lunch room, storage rooms and locker
rooms. The grade level will have additional parking, conference room, training
room, fire drive through bays and storage. The Police area will contain a holding
area, cells, interview rooms, and a sallyport. The second floor will contain
administrative offices, fire dormitory, offices for investigations, crime prevention
and a conference room.
David Jepson presented preliminary construction figures for the new Public Safety
building. The total cost is expected to be $7,017,100 including a contingency
amount. The financing will consist of Village general obligation bonds, State
Income Tax Surcharge funds and interest earnings. A typical Mount Prospect
household will pay less than $10 per year for all debt service obligations of the
Village.
At the conclusion of the discussion the Finance Commission unanimously voted in
support of building a new Public Safety Building.
