MEETING A 11NUTES

CALL TO ORDER:
Chairman 1f'estlake called the meeting to order at 7:35 PA

For clarification purposes Chairman 1f'estlake requested the following information be added to
the January minutes under SW:4AJCC:
The Illinois Supreme Court upheld the Cook County Board ruling asserting SRANCC 's
position in siting the balefill.
A motion to approve the minutes was made, seconded and unrnumously approved..
CITIZENS FOR U.11:
,Vo citizens were present to address the Commission.
SOLID WASTE PROGRUIS.
The Solid 11%aste Coordinator reported on leaf collection, clean-up week, and the Christmas tree
collection.
A motion to send a letter to the Public ff'orks Director commending the Public iV orks staff for
their outstanding effort in completing the 1995 leaf collection program was seconded and
unanimously approved. The Solid !Paste Coordinator was asked to draft the letter for the
Chairman's signature.
IOA THLY DATA:
The Solid !Paste Coordinator it fonned the Commission she was unable to provide a print out
from ffraste Calc as the program was unavailable due to equipment repairs. However, she
indicated there were no significant changes in the collection rates. An annual report for 1995
will be distributed in February.
CO.A AIERML RECYCLING SUR G EY:
J general concent was expressed over the lack of response to the survey from the business
communalCommissioner Holly Johnson reported on her efforts to contact a representative
from Randhurst Afall. As of this date she has yet to get a response from Randliurst. The Solid
14 aste Coordinator will also attempt to make contact to see if a meeting can be set-up with a
representative from Randhurst to discuss business recycling.
It is still imclear whether the business coiwminih,'s response to the survey is indicative of a lack
of htterest in recycling. It was suggested that the time of year the survey was distributed azul `or
the survev nol getting to the right people may have had an impact on the response. However,
the Commission believes assessing recycling services!opportunities in a centralized business
area ntav be a better approach rather trying to survey the entire business community again.
(The Solid ffaste Coordinator stated the Jaintary Chamber Newsletter included a reminder to
return the completed survey to Public ff�orks.)
Commission members expressed an interest in hem-ing more about the Arlington Heights
commercial recycling program. The Solid !Waste Coordinator will contact the staff liaison to
the Environmental Connnission to set-up a time for a representative to make a presentation
about the pilot program.
OTHER BUSINESS:
Chainnan ff'estlake shared an invitation to a campaign breakfast he had received from Afr. Bill
Blaine. :fir. Blaine is running for a seat in the state legislature and requested a member of the
Commission attend the breakfast to share his,,her views on what the state should be addressing
in the solid waste field
Although the invitation did not arrive in time for someone to attend, Chairman ff�estlake stated
that in his opinion as a nonpartisan group it would not have been appropriate to attend the
breakfast as a Commission representative. He further stated that had it been a candidates
form, representation by a member of the Commission would have been acceptable. There
appeared to be general consensus with Chairman fd%estlake's position.
The Solid waste Coordinator reported, Browning Ferris Industries (BFI) had invited the
Commission to tour their processing facility for used tires in Ford Heights. The Coordinator is
waiting to here back from BFI with a Saturday date. Chairman Westlake offered to contact a
representative from the City of Chicago to see if a tour of the City's new materials recovery
facility ( IRF) could be scheduled at the sante day once a date has been identified
The Coordinator reported there has been interest expressed by one of the schools on the south
side of the I illage to participate in a clean-up project this spring. The project would be similar
to the one conducted on Afake A Difference Day in the Boxwood area.
It was also noted that at least one (I)- one (1) day household hazardous waste collection day
sponsored by the Illinois Environmental Protection Agency is likely to be held somewhere in the
Northwest suburbs this spring. An official listing will be available in earh4farch.

The next Commission meeting was scheduled for Thursday, February 15, at 7:30 PH.
ADJOURN LENT:
There being no further business the meeting was adjounted at 8:30 PM.
