SEPTEMBER 19, 1996

CALL TO ORDER:
Chairman Westlake called the meeting to order- at 7:34 P. M.
APPROVAL OFMINUTES
The minutes were unanimously approved with the, following correction.

There were no citizens in attendance to address the Commission.
SOLID RASTE PROGRAtLfSID4TA:
The Solid lEaste Coordinator reported one (1) new apartment complex is scheduled to
irnpierrrent tine certtr•aiized recycling program October 1. Joe Castro, Public Works I%ehicle
-,Waintenance Foreman was credited with translating the recycling information to Spanish.
Draftedfi'om the Solid baste Brochure the two page document should prove beneficial to the
program. Lake Club management agreed to distribute the information and take an active role
in promoting the success of the program.
The Coordinator reported, since the closing of the ARC.' Recycling Center Public If orks
continues to receive inquiries for alternative drop-off sites. The Coordinator will draft a letter
to all multifamily properties that do not participate in the Village program encouraging them to
implement recycling services at their property.
Following a comment regarding the lower recycling tonnage in July it was the general
consensus that the lower volume months appear to be cyclical. There was also some discussion
regarding the varitmce in participation rates. The Coordinator acknowledged the difference but
added the volume reported is a more credible number. She statedt most communities and
HOUSEHOLD HAZARDOUS WASTE COLLECTION:
The Coordinator reported the preliminary information from the September 14, event
1,967 cars went through the staging area bringing waste from 2,542 households. 429
participants were from Mount Prospect, 21.8'9, second only to Glenview with 508 participants.
There was a lengthy discussion regarding the 30 to 50 minute waiting period at the collection.
Commission members believe on-going and a more convenient means for disposing of
household hazardous materials should be available to citizens. It was then mentioned that if
residents at least had a location to dispose of unwanted paint this may alleviate some of the
problem.
The Coordiantor updated the Commission on the IEPA's effort to establish retail collection sites
for unwanted paint. Despite local and state efforts there has been little success in the northwest
suburbs for this tvpe of program. The Commission does feel it is worth another effort to solicit
the paint retailers. At the Commission's request the Solid Waste Coordinator will draft a letter
to local paint retailers requesting them to become a collection site for unwanted paint. (Earlier
in the year the Village did have one interested paint retailer but the business relocated outside t
of A -Yount Prospect).
OTHER BUSINESS:
The Coordinator reminded the Commissioners that Fall Clean-up week will be conducted
October 7 - 11. She also mentioned the leaf program; collection of loose leaves by Public
Works crews will be from October 7 - November 22; bagged leaves only will be collected by the
refuse hauler at no additional cost to the resident between November 25 and December 13.
NEXT MEETING:
The next meeting was scheduled for Thursday, October 17, in the Public Works Facility, 1700
West Central Road.
