MEETING MINUTES
PRESENT
Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Rod Mobus,

CALL TO ORDER
The meeting was called to order at 7:35 p.m. by Chairman Westlake.
MINUTES
The minutes from the February 20, meeting were unanimously approved as written.
CITIZEN FORUM
No residents were in attendance to address the Commission.
SOLID WASTE PROGRAMS
The Coordinator updated the Commission on the educational presentations being done at
Prospect Commons. The residents of the three buildings were required by the
management to attend one of the three presentations by Village staff. The pilot recycling
program is scheduled for implementation the first part of April.
The Coordinator provided a detailed overview of the refuse/recycling program at each
session. The meetings were also attended by Nina Persino, bi-lingual social worker, who
translated the information into Spanish and Officer Tony Halachoulis. Ms. Persino and
Officer Halachoulis also made brief presentations about their respective programs.
Ross Rowe, Cable Production Coordinator also spent one evening taping a presentation.
The tape will be made available to apartment complexes and shown on Channel 6.
SOLID WASTE DATA
The Coordinator stated there were no significant changes in the monthly data.
OTHER BUSINESS
ARC CONTRACT
The Coordinator updated the Commission on the Village's communication with ARC
Disposal regarding white goods, recycling revenues and the loose leaf collection program.
White goods - based on the terms of the contract the Village denied ARC's request to
increase the fee for the collection of white goods; increase from $15.00 per appliance to
$30.00. While the Village acknowledged the cost to dispose of the items at the Wheeling
Township Transfer Station (WTTS) had increased, ARC could have built in an
incremental increase at the time the contract was bid but chose not to. In addition,
documentation from WTTS indicates that ARC disposes of relatively few appliances at this
location.
Recycling Revenue - per the terms of the contract the cost for collection, transportation and
processing are all inclusive of the per unit/per month paid to ARC by the Village. ARC
has attempted to pass on processing fees for newspaper and mixed paper to the Village.
The Village did agree that if there is a cost incurred to pay a market to accept our product
we will split that cost 50/50; should the cost prove to negatively impact the program,
collection may be modified.
ARC is to submit all revenue due the Village for the sale of its recyclables per the terms of
the contract.
Loose leaf collection - the mixture of grass clippings and leaves collected during this
program is problematic to both the Village and ARC Disposal. ARC asked the Village to
increase its efforts to minimize residents putting grass out for collection with the leaves.
The Village agreed to intensify its educational efforts and to enforce the practice of not
collecting leaves mixed with grass.
The Commission strongly supported the Village's position on all issues. As the Commission
was very involved with the bidding process and contract it was their opinion that ARC
knew the potential for changes in the market and other outside variables and should have
taken these factors into account at the time of the bidding process. ARC's attempt to
modify the terms and conditions at this time would be in violation of the contract.
Incinerators - discussion turned to the Robins incinerator as one of the Commission
members asked about the use of incinerators for waste disposal. Chairman Westlake
provided an overview of the Robins incinerator from the EPA perspective.
Public Works Open House - following the suggestion of a Mount Prospect resident the
Commission asked the Coordinator to include information that would help residents
visualize how much residential waste is generated, landfilled, recycled and composted by
Mount Prospect residents; how much would fill a football field or the public works garage.
It was also suggested that the video that was made of the presentation at Prospect
Commons on refuse and recycling be played during the Open House.
There was another suggestion to have the Village's solid waste informaiton be made
available in additional languages; information is currently in English, Spanish and Hindi.
The Coordinator stated she would obtain confirmation from the Commission members
planning to work at the Open House at the May meeting.
NEXT MEETING
The next meeting was scheduled for Thursday, May 15, 7:30 p.m., at the Public Works
Facility, 1700 West Central Road.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:10 p.m.
